DATACENTER SERVER UPS BATTERY BACKUP

STATEMENT OF WORK (SOW)

1.0 BACKGROUND

During the NAVSEA Red Team Certification and Accreditation (C&A) in

2018, NSA and USCYBERCOM required SEA-RT to have commercial Internet

(DREN Outreach did not meet the requirement). SEA-RT had to develop a POA&M to meet the commercial Internet requirement. The next C&A for SEA-RT is Dec 2021.

In an effort to remediate the POA&M, the Information Technology

Division (104) at Naval Surface Warfare Center Dahlgren Division

(NSWCDD) has a requirement to purchase cable and high speed services to support the procurement of commercial internet access in building

1570. This procurement will support the NAVSEA Red Team (SEA-RT) adversarial emulation. The primary mission focus of SEA-RT is to provide operational capabilities in support of aggress, assess, inspect, and test (A2IT) operations, activities and actions (OAA).

These OAAs are primarily focused towards cybersecurity Research, Development, Test and Evaluation (RDT&E) and Development Test and

Evaluation (DT&E) testing on all NAVSEA systems authorized under the cognizance of the NAVSEA Functional Authorizing Official (FAO).

2.0 APPLICABLE DOCUMENTS

Original Equipment Manufacturer (OEM) Specifications

3.0 REQUIREMENTS

The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items/services necessary to support the following:

3.1 Installation Coordination

3.1.1 The Contractor shall coordinate a date and time of arrival at the customer site for commercial internet installation. The date and time will occur during normal business hours.

3.2 Installation

3.2.1 The Contractor shall provide high-speed internet services to support both wired connectivity in Building 1570 with 2 Gigabyte

Dedicated Internet Service.

3.2.2 The Contractor shall program all equipment and test all equipment to ensure the services are working in accordance with

(IAW) original equipment manufacturer (OEM) specifications.

3.2.3 The Contractor shall provide support IAW with business

customer support policies.

3.2.3 The dedicated internet shall be a full Duplex, Symmetrical

Circuit.

3.3 Internet Services

3.3.1 Five (5) static IPs shall be included with the dedicated internet services.

4.0 GOVERNMENT-FURNISHED PROPERTY/MATERIAL/INFORMATION

(GFP/GFM/GFI)

The Contractor will provide all required equipment and documentation required to accomplish this work.

5.0 SECURITY

All work performed under this effort shall be unclassified.

6.0 TRAVEL

The contractor will be required to travel in performance of this contract. The number of trips and types of personnel traveling shall be limited to the minimum required to accomplish work requirements and shall be coordinated with the technical point of contact. All travel shall be conducted in accordance with the

Federal Travel Regulations (FTR). The following travel is anticipated:

Up to two (2) personnel to the NSWCDD, located in Dahlgren, Virginia, for one (1) on-site visit to complete system install as per Section 3.0.
