SECTION 01 10 00
DIVISION 1 SHORT FORM GENERAL REQUIREMENTS
ITEM 1 DESCRIPTION OF WORK/SCOPE OF WORK
A. Background: Devils Island is the northernmost island located in Apostle Islands National Lakeshore. Devils Island Marina is located in an alcove on the southwest side of the island and consists of two docks (one on either side of the alcove), a stone retaining wall, and a boathouse. A brutal late fall storm in 2017 severely damaged both docks, ripped apart the stone retaining wall, and was catastrophic to the boathouse structure, causing the park to close the area to visitor use, camping, park operations, and partners. Following the storm, a structural engineering assessment of the Devils Island Marina waterfront was performed in 2018. The analysis included a topside and dive inspection, topographic and bathymetric surveys, and spectral wave analysis. The assessment noted sustained and significant damage to the structures from storm events and local ice forces; heavily deteriorated timbers above and below the waterline along with areas of crib failure; failure of the stone retaining wall in multiple locations; catastrophic damage to the boathouse; and inadequate breakwater for protection. The park was able to perform temporary stabilization to the boathouse in 2018 to keep the structure from complete collapse. The existing boathouse is extremely unstable due to severe racking from west to east.
B. Project Location: Apostle Islands National Lakeshore Headquarters is located at 415
Washington Avenue in Bayfield, WI 54814. The project site is located on the south end of Devils Island, which is the northernmost (and one of the most remote) areas of the park at approximately 22 miles by boat from Bayfield and 14 miles by boat from Little Sand Bay. Please refer to Figures 1 & 2 for reference. Staging of equipment such as a tug/barge/excavator is done at contractor’s own risk as the nearest safe harbor is 20 miles from the project site.
C. Work consists of: De-construction of the boathouse in its current condition. During de-construction the materials will be separated into salvageable and non-salvageable categories (the COR will ascertain what material is to be saved/stored vs. what will be disposed of). After separating the materials, it is the contractor’s responsibility to clearly label the material and transport ALL of the materials back to the mainland to Roys Point Marina. The salvageable materials will be placed in storage at Roys Point Marina at a location designated by NPS, and the non-salvageable materials will be disposed of. It will be the contractor’s responsibility to properly dispose of all non-salvageable materials. Tasks:
1. Carefully deconstruct boathouse. Maintain physical barriers that are already in place by NPS (i.e. construction fencing) to ensure the work site is secure and closed to visitors. During this time, it will be necessary to remove dock debris that has intertangled with the boathouse. All debris that is handled must be removed from the site.
2. Select and separate materials to be saved from debris to be disposed of. During the separation process it will be the contractor’s responsibility to appropriately label each piece of material to be salvaged in a manner not to cause further damage to the material. Salvaged material is to be labeled numerically and coincide with a detailed list consisting of clearly identifying both what the material is and which component of the structure it came from. The contractor shall utilize the boathouse drawings (please refer to Attachment 1 for reference) to label the numbering of primary structural members on a set of plans.
Material/debris that is not to be salvaged need not be labeled. Detailed list is to be provided to the COR/CO upon project completion and upon request during the period of performance.
3. Transport both materials to be saved and materials to be disposed of to the mainland to Roys Point Marina located at 3775 Roys Point Blvd in Bayfield, WI 54814. Materials will then be transported to Roys Point Marina to the park’s maintenance facility.
4. Dispose of debris and discarded/unusable material (contractor’s responsibility).
The contractor is to procure dumpsters which can reside at Roys Point at a location designated by the COR throughout the period of performance. Further, any equipment may be staged at Roys Point during the period of performance at the contractor’s own risk. All property both belonging to and procured by the contractor is the contractor’s responsibility to secure. There is a secure fenced yard located at Roys Point that will be available for staging purposes.
5. Placement in storage of materials to be re-used/salvaged in the cold storage building which is located at the Roys Point facility by NPS. This temporary storage must ensure the material is preserved for future use. Temporary storage structures should be pallet like structures to allow material to be moved with a forklift and to keep the material off the ground and separated to allow airflow around the material. It is the contractor’s responsibility to construct the temporary storage, secure the material onto the storage pallets, and deliver it to Roys Point. NPS will ensure the material is properly stored.
6. Contractor shall work with COR on-site to ensure proper resource use and handling.
D. Period of Performance (PoP): 120 calendar days from Notice to Proceed (NTP). This accounts for time for the contractor to plan out the project including preliminary submittals prior to being on site, mobilization, material lead times, weather conditions, construction execution, demobilization etc.

Please note that the south end of Devils Island has a hard closure due to site conditions and there is no permitted access for the public. It is the contractor’s responsibility to maintain visible “Area Closed” signs as well as construction fencing around worksite to secure the worksite and ensure visitors do not access the site.
3.2 On-site work hours: Work shall be generally performed during normal business working hours of 7 a.m. to 5 p.m., Monday through Friday, except when otherwise indicated.

Ensure that all equipment has been pressure washed and is free of exotic species prior to start-up of operations and moving of equipment to Project Area.
Equipment shall be considered free of soil, seeds, and other debris when a visual inspection does not disclose such material. Disassembly of equipment components or specialized inspection tools are not required.
3. Site Enclosure Fence: Before construction operations begin, furnish and install portable construction fencing in a manner that will prevent people and animals from easily entering site and or storage areas.
a. Extent of Fence: As required to enclose portion determined sufficient to accommodate construction operations and storage.
b. Locate vehicular gates to avoid interference with traffic on public thoroughfares.
c. Waterway entrance to Devils Marina does not need to be physically blocked.
However an “Area Closed” sign is currently in place on site and will be maintained by NPS.
4. Security Enclosure and Lockup: Contractor is responsible for the safekeeping and security of all their tools/equipment/materials throughout the period of performance. As materials are taken from the worksite to be stored/transported it is the contractor’s responsibility to secure them until they are ultimately stored in an NPS facility.
3.4 Storage - Staging Areas: Confine storage of materials and equipment to the project area (see Figures 1 & 2). All equipment/materials/tools are to be stored within the project site during the period of performance. Mainland staging will also be available at Roys Point for dumpsters, equipment, and materials in a secure area designated by the COR.
