Statement of Work for Articulating Arm Measurement

System 3 March 2021

General Overview:

With the increasing complexity of work, the ability to quickly measure difficult geometry for accuracy and relationship to other geometry has become a necessity. The Air Force Institute of Technology (AFIT) needs the ability to quickly and accurately measure parts for reverse engineering as well as more accurate verification of dimensions. These demands require a way to scan parts to create a point cloud of millions of points that can be easily compared to a CAD model and/or create one from the scanned image. The demand also drives the need to scan and probe geometry that standard measurement practices cannot measure, for example, the underside of a turbine fin as it relates to the top. This requires a multiple axis articulating arm in order to reach all of the geometry with a single setup. This has never been possible for the AFIT Model Shop. AFIT’s work requires the ability to ensure our parts are flight ready by providing traceable numbers on near-impossible geometry.

Minimum Requirements:

Articulating Arm shall meet the following basic system requirements:

1. Shall have touch probe as well as an integrated laser scanner with minimum 150mm laser line

2. Shall meet or exceed ISO 10360-12 accuracy standards for contact measurement arms including a maximum permissible error of .0008”

3. Shall meet or exceed ISO 10360-8 Annex D for non-contact measurement arms (laser line probe) including +/- .001” accuracy and repeatability

4. Shall not exceed a measurement range of 2.5 meters

5. Minimum 7 axis arm that is capable of interfacing with an 8th axis rotary table with no loss of accuracy

6. Shall have quick change probes with no required calibration in between probes

7. Shall include magnetic, vacuum, and tripod mounts for various mounting solutions

8. Scanner shall be able to scan reflective parts

9. Shall include a portable, independent controller/readout capable of Polyworks Inspector software

10. A minimum 1-year Polyworks Inspector software license shall be included

11. Safe operating temperature shall be 50 degree Fahrenheit to 104 degrees Fahrenheit

12. 8th axis rotary table shall have a weight capacity of no less than 200 pounds

Controller:

1. Minimum quad-core CPU

2. 32 GB RAM

3. NVIDIA Quadro series graphics card equipped with 2 GB of memory

4. Operating System: 64-bit Windows 10

Delivery and Training:

1. The customer shall receive all components 120 days after contract award.

2. Contractor shall deliver hardware and software to AFIT Model Shop at WPAFB, Ohio.

3. Contractor shall install all equipment set up and calibrate day of delivery.

4. Contractor shall provide all necessary training for hardware and software use for 5 users with no expiration date for use

Warranty:

1. Free from defects in material and workmanship under normal use in accordance with the maintenance manual, for the period of time of one year after receipt.

Service & Support

1. A minimum of a 2-year service and support contract to include preventative maintenance and calibration.

Invoice and Payment:

The contractor shall be paid upon submission of a properly prepared invoice and after final inspection and acceptance has been made. A proper invoice shall cite the contractor’s name and address, invoice number, invoice date, order number, contract line item number (CLIN), description of the supplies or service, unit of issue, unit price and extended price, terms of any prompt payment discount offered, and who to notify in the event the invoice is defective. Delivery Procedures Commercial Vehicles:

All vehicles larger than a large pick-up truck are required to be inspected by the Wright- Patterson Air Force Base Commercial Vehicle Delivery Gate (CVDG) prior to entering the installation. Vehicles to be inspected include, but are not limited to, the following:

1. Step van/panel truck

2. Tractor/trailer, box and flatbed containing cargo

3. Tanker trucks

4. Box trucks

5. Tour buses

6. Garbage/recycled waste trucks

7. Concrete trucks/mixers, dump trucks

8. Cranes, recreational vehicles, petroleum tanker This inspection will be conducted at Gate 26A located off State Route 235.

**The following are exemptions to vehicles utilizing the CVDG:

If the vehicle has the product inside (concrete and asphalt trucks) and timely delivery is necessary due to product deterioration it does not need to enter the CVDG. To bypass the CVDG, the contractor shall submit a list containing drivers’ names, social security numbers and the state in which the driver's license is held for those drivers who will be entering the base. This shall be accomplished 24 hours prior to requested entry time. If entry is requested on Monday, this list must be submitted by Friday at 1630 hours. All lists shall be submitted to the 88th ABW/CE Directorate contract inspector. The only gates that may be used under this exemption shall be 15A, 26A, 38A, and gate 1B. If the driver's name is not on the list, he/she will not be allowed access to the installation through these gates and the base will not assume liability for denied access.

If a delivery vehicle must exit, and then re-enter the base to complete its route, the vehicle shall be resealed upon exiting the base. After initially passing through the commercial vehicle delivery gate, trucks shall be resealed at Gates 15A, 38A and 22B. The resealing of the trucks will allow them to continue to any other area of the installation (Areas A, B, or Kittyhawk) without reprocessing through the CVDG. To receive resealing assistance, the drivers shall physically stop at one of the three authorized gates and request the installation entry controller to reseal their truck and provide the next location of their delivery. The controller will reseal the truck and give the delivery driver a pre-clearance form. The driver shall present the pre-clearance form to the entry controller at the next point of installation entry. This reentry can be through any base gate.

Vehicles may be subject to an inspection at any of installation entry control points during a directed random antiterrorism measure (RAM.) Any commercial vehicle, regardless of size, can be directed to the CVDG at the discretion of the installation entry controller.
