REPLACE REAR GATE - LOW
SBU (Sensitive But Unclassified)
A. BACKGROUND
FCC Coleman, located at 846 NE 54th Terrace, Coleman, Florida, 33521 is in need of a Sallyport style gate replacement. The Folger Adam "J - Operator" gates at the rear vehicle sallyport of the FCI-Low are in need of replacement. The gates have been in service for 25 years and are beginning to exhibit signs of failure. The clutches in both gates are at the end of their service life and require constant adjustment. There is currently a fine line left between adjusting them so the gate can still be opened manually (in the event of an emergency) versus electronically. The operating chains are worn, stretched and nearing the end of their service life. The frames have extensive rust and the service port bolts are rusted in place, making adjustments and servicing difficult.
Additionally, the current clear opening of the gate is undersized and will need to be enlarged to meet the 4300mm (14’) clear width x 4500mm (14’-9”) clear height requirements.
B. SCOPE OF WORK
Demo
1. All disassembly shall be conducted in such a manner to preserve the operational function and integrity of the existing system and ease re-installation of new parts and equipment such as labeling communication wire terminations, power terminations, etc.
2. Once the institution Captain has provided the necessary authorization, render the system safe and inoperable by following all required lock-out tag-out procedures. Authorization will be obtained by the staff escort on site.
3. Disassemble and remove exterior gate panel, motor, track assembly and frame work.
(NOTE: Interior/Exterior order may be reversed based on site assessment at time of installation. Only one gate will be disabled and replaced at a time to insure perimeter integrity.)
4. Disassemble and remove interior gate panel, motor, track assembly and frame work.
(NOTE: Interior/Exterior order may be reversed based on site assessment at time of installation. Only one gate will be disabled and replaced at a time to insure perimeter integrity.)
5. Contractor shall relocate existing components to a staging area outside the secure perimeter of the institution (to be determined by the COR and/or Facility Manager).
These components will be retained by FCC Coleman.
Installation of New Parts
• Contractor will provide all parts, materials, equipment and labor to install the two new gate panels (interior and exterior), two new openers (interior and exterior), framework (interior and exterior) as well as associated parts to complete the functional assemblies.
• BOP staff will relocate power supply stub-outs from existing locations to required locations based on dimensions from shop drawings provided by contractor prior to work beginning.

3. Meals will be consumed at the work site. Contractor shall ensure they have everything they need for their meals upon arrival.
4. Federal smoking policy on Federal property states that smoking is only allowed in outdoor designated areas (to include “vaping”). This policy will be strictly enforced.
5. COVID-19 Global Pandemic - All contractor’s and sub-contractor’s personnel are required to complete a medical screening each day they come onto FCC Coleman property. As of the date of this Scope of Work, the medical screening consists of two medical questions and a temperature reading. More intense medical screenings may be imposed at a future date, which cannot be known as of this date. Any personnel that fail the medical screening currently in effect will not be allowed on the property to work for that day. The decision of the screening staff is final and not open for discussion or exceptions. Furthermore, should a contractor begin to develop typical symptoms related to COVID-19 during the work day, they must immediately inform the escorting FBOP staff. The contractor will be assessed by FBOP Medical staff. If the FBOP Medical staff determine the contractor is highly likely to be infected with COVID-19, they will immediately be escorted from the property. That contractor will not be allowed back on the property for a minimum of 15 calendar days. The decision of the Medical staff is final and not open for discussion or exceptions. Protecting our staff, inmates, and the introduction of COVID-19 into FCC Coleman is our top priority. As this is a fluid situation with regular changes, more intense medical screenings and/or restrictions may be imposed at a future date, based on guidance from the Center for Disease Control (CDC), the World Health Organization (WHO), and/or the Central Office of the Federal Bureau of Prisons. Any future medical required Personal Protective Equipment (PPE), as with current non-pandemic related PPE, will be the responsibility of the Contractor to provide for their staff, ensure their staff have adequate PPE and required training, and to maintain required documentation as required by OSHA, CDC, or any other Authority Having Jurisdiction (AHJ).
Contractors will be required to wear a two-ply face mask whenever they are within six feet (6’) of another person while working.
