Preventive Maintenance of Backup Generators and Transfer
Switches

STATEMENT OF WORK (SOW)
1. BACKGROUND
Cuyahoga Valley National Park (CVNP) is requesting a five-year service Contract (2024 through 2029) for three (3) quarterly inspections and one (1) annual certification/preventive maintenance of twelve (12) Emergency Backup Generators and associated transfer switches located throughout the park. Each year the contractor will perform four (4) independent inspections/maintenance checks per generator. Each of the four independent inspections/maintenance (annual and 3 quarterly’s) will occur within a one-week time. All 12 generators will be inspected, tested, or maintained per SOW within the one-week period totaling approximately 4 weeks of work per year. The intention is to prevent emergency repairs by performing four inspection per year.
2. OBJECTIVES:
The objective for the contractor is to provide three (3) quarterly inspections and one (1) annual certification/preventive maintenance. All twelve (12) generators will be load banked for 2 hours once per year.

3. PERIOD OF PERFORMANCE:
This contract will include one (1) base year and four (4) option years. Option years will be exercised based on the contractor’s annual performance rating.
Base year - This service will begin on August 15, 2024 and expire on August 14, 2025.
Option year 1 - This service will begin on August 15, 2025 and expire on August 14, 2026.
Option year 2 - This service will begin on August 15, 2026 and expire on August 14, 2027.
Option year 3 - This service will begin on August 15, 2027 and expire on August 14, 2028.
Option year 4 - This service will begin on August 15, 2028 and expire on August 14, 2029.
4. SCOPE:
The emergency Backup Generators/ Transfer Switches provide a vital role in the park, they provide power to all sanitary lift station pumps. These pumps transfer effluent matter out of CUVA and are considered critical infrastructure. In the event of Generator and Transfer Switch failure all effluent matter would be subject to wet well overflow and create an environmental hazard.
The contractor’s responsibility is to provide three (3) quarterly inspections and one (1) annual certification/preventive maintenance to include but not limited to:
Generator
Cooling System:
1. Engine Coolant level (Record Temp. Rating of Coolant)
2. Radiator inspection (Check for blockage on Radiator Inlet and Outlet Fins and Check for
Leaks)
3. Coolant lines (Check for Leaks and Dry Rot Hoses)
4. Block heaters (Check for Operation)
DC Electrical System
1. Battery connections (Clean Terminal Ends and Apply Battery Grease on Terminals if needed)
2. Electrical starter (Tighten and Torque Bolts to Manufacturers Specs)
3. Electrical accessories & components (Check for Broken Wires and Terminals and
Connections) AC Electrical System
1. AC wiring
2. Battery charger (Check Charger for Charging output and Document Reading)
3. Control panel
4. AC voltage regulator (Check Mounting Bolts and Belt Tension / Wiring Terminals)
Electrical accessories & components
Air Induction & Exhaust System
1. Air cleaner (Replace Annually in Spring and Date Filter)
2. Air induction piping and connections (Check for Leaks and Tighten Clamps if needed)
3. Exhaust manifold piping and connections (Check for Leaks and Tighten Clamps if needed) Lubrication System
1. Engine oil level (Add Oil if Needed)
2. Engine oil change (Annually in Spring)

Fuel Systems
1. Fuel tank (Check for Leaks and Fuel Gage is Operational)

3. Fuel system components (hoses and piping / check hoses for cracks and leakage)
4. Condensation/water in fuel
Engine Linkage
1. Check and lubricate all linkages to generator sets on a regular bases.
Load Testing
All generators within this contract will be load tested at 80 percent or greater than generator specifications of load capacity for a minimum of 2 hours per generator set per year. The load testing must “cook off” any residue that was caused from annual wet stacking. Exhaust mufflers and manifolds must not show signs of wet stacking after load test is complete. The findings on the Load Tests shall be recorded and sent to COR upon completion of all generators. These reports shall be established within 7 days after completion.
Transfer Switch
1. Inspect, operate, adjust, and lubricate mechanical linkages.
2. Verify operation of mechanical interlocks.
3. Inspect and dress current carrying contacts in accordance with manufacturer’s recommendations.
4. Test automatic transfer switches Perform insulation resistance test on each phase-to-phase and phase-to-ground using a megohmeter on each service
5. Perform contact resistance test.
6. Prove correct operation of the transfer switches by manually initiating transfers in both directions.
7. Simulate the automatic conditions requiring automatic transfer switches to transfer in both directions
8. Verify starting generators where applicable.
9. Verify correct indicating light operation.
10. Verify equipment alarms
Please note: that all inspections and annual certification/preventive maintenance must be performed in accordance with industry standard practices.
6. TASKS:
Contractor will provide three (3) quarterly inspections and one (1) annual certification/preventive maintenance with documentation of any deficiencies and corrections to include any upgrades recommended. Each generator and each service visit must have paperwork that documents all work performed. Invoicing and work receipts must match, or payments will be rejected.
Contractor shall call one of the following contacts at least 24 hours prior to performing work on site: Walter Gyure: (440) 343-7325, Aaron Sherrod: (440) 759-3498, or Jim Plush (440) 343- 7394. Written certification shall be documented that all systems are performing to manufacturer’s specifications. Contractor will provide this documentation to the Contracting Officers Technical Representative (COR) no later than 7 days after each visist and after and corrective action. Load tests will be completed once annually per site. Estimates must be provided to the COR and Contracting Officer (CO) prior to the start of any repairs being authorized. Timely and accurate paperwork is mandatory. Each receipt must include all pertinent information as outlined in section 4 of this SOW. All work must be detailed on the work receipt and or invoices. Accurate work receipts made double as invoices.
7. QUALITY ASSURANCE REQUIREMENT:
The COR or designated inspector may join the technician at any time to conduct quality control checks. Contractor will complete an accurate data record and will be evaluated periodically during the contract and at the contract’s annual completion date. Incomplete or inaccurate data records by the contractor, his/her employees or subcontractors, or loss of information to the contract may result in reduced payments to the contractor and/or cancellation of this agreement.
