About this file
This document is a Statement of Work (SOW) for a contract to provide support services for a Motorola Astro P25 Land Mobile Radio (LMR) system located at the National Institute of Standards and Technology (NIST) in Boulder, Colorado.
The SOW requires the contractor to provide Essential Plus Services for the Astro P25 LMR system, including remote technical support, network hardware repair, on-site infrastructure response, annual preventive maintenance, and centralized managed support operations. Additionally, the contractor must provide on-site training for up to 12 NIST and other federal personnel on system configuration, administration, and operation. The period of performance is 9 months, from September 1, 2024 through June 30, 2025.
The total estimated price for the contract is $85,703, with $76,658 for the Essential Plus Services and $9,045 for the on-site training. This procurement is being conducted as a market research effort to determine if there are qualified small businesses that can provide the required services. NIST may subsequently issue a solicitation and award a contract on a small business set-aside basis.

Statement of Work (Services)
TITLE: Astro P25 Land Mobile Radio System Support
Requesting Laboratory / Division / Group:
Communications Technology Laboratory Public Safety Communications Research Division Next Generation Systems Integration Team (671.01)
Background:
The Public Safety Communications Research (PSCR) Laboratory provides research, development, testing, and evaluation to foster nationwide communications interoperability. In order to test accurately, monitor and measure Land Mobile Radio (LMR) and Long-Term Evolution (LTE) signals, a new LMR system is required that can interface to LTE systems. This system allows PSCR to conduct in-depth research, development, testing and evaluation of these systems.
NIST PSCR acquired its Motorola Solutions Astro P25 Land Mobile Radio System from AEG Group, Inc. in 2018-2019, and the final option year for support will expire on June 26, 2024. The current system is on System Release A7.18 which will not be supported as of October 31, 2025.
PSCR experienced an extended outage in 2023 that required Motorola support to restore operation under the current support contract. This outage, with impacts to internal R&D, industry research partners, and the FirstNet Boulder lab, emphasized the critical importance of securing direct support from Motorola while the affected organizations work to secure funding for upgrading the Motorola system or for alternate system solutions.
Objective(s):
PSCR requires continuation of support beyond June 26, 2024, in order to continue research in the PSCR Innovation Laboratory as well as technology demonstrations with stakeholders, first responders and federal entities, at the PSCR and FirstNet Boulder laboratories.
In anticipation of a gap in support after expiration of the proposed contract, PSCR will secure training in system operation to mitigate risks and impacts for continued operation beyond the end of support period until a new system may be in place.
Scope of Work:
1. Service Agreement Contract providing Motorola Essential Plus Services for the
Motorola Astro P25 LMR system currently installed in NIST Building 3 and the Green Mountain tower and shelter located on the DOC/NIST property in Boulder, CO.
2. On-site training to be delivered on the NIST Boulder campus for up to 10 attendees.
Recommended courses or hands-on activity topics shall be provided by the Contractor.
General Requirements:
The Contractor shall provide all support for project oversight, administration, and technical execution of this contract. The Contractor is responsible for maintaining accurate records of project activities.
Other General Requirements Support period shall run for 9 months, commencing at the end of the current contract with AEG Group, Inc., or the award date for this contract, whichever occurs last.
Training shall be delivered within 90 days of contract award date on site at NIST Boulder.
NIST may include other agency federal employees or contractors in the training sessions as needed.

Task
Number Description
1 Essential Plus Services for ASTRO 25 (excluding Compass Com)
Requirement 1-1
Remote Technical Support: Contractor shall provide remote technical support for infrastructure issues that require specific technical expertise. Experienced technical support specialists will be available to consult with NIST to help diagnose, troubleshoot, and resolve infrastructure issues.
Requirement 1-2
Network Hardware Repair with Advanced Replacement: To restore the NIST ASTRO 25 network components if they malfunction, Contractor will repair Motorola Solutions-provided infrastructure equipment. This includes select third- party infrastructure equipment supplied by Motorola Solutions.
Contractor will ship and return repaired equipment and will coordinate the repair of third-party solution components.
To reduce the impact of a malfunction, Contractor will exchange malfunctioning equipment with Advanced Replacement units or Field Replacement Units (FRU), as available. Contractor (through Motorola Solutions’ repair depot) will diagnose and repair malfunctioning components, and once repaired, add those to the depot’s FRU inventory. Replacement components will remain in the NIST ASTRO 25 network to maintain continued network functionality.
Requirement On-site Infrastructure Response: Contractor will provide repair
1-3 service from trained and qualified technicians. Once dispatched, technicians will travel to the NIST ASTRO 25 network location to diagnose issues and restore functionality. These technicians will run diagnostics on hardware to identify defective components, and repair or replace them as appropriate. Infrastructure Response times are based on a given issue’s impact on overall system function.
Requirement 1-4
Annual Preventive Maintenance: Contractor will annually test and service network components. Qualified field technicians will perform routine hands-on examination and diagnostics of network equipment to keep them operating according to original manufacturer specifications.
Requirement 1-5
Centralized Managed Support Operations: Contractor will serve as a single point of contact for services, processing service requests, service incidents, change requests, and dispatching.
Contractor will communicate necessary information to stakeholders, bridging communications among the NIST, Contractor, and third-party subcontractors.
Contractor will record, track, and update incidents and will document and respond to inquiries, requests, concerns, and service tickets. When an incident is initiated, Contractor will engage with teams to resolve that incident and escalate to new teams when needed. Depending on the incident, Contractor will coordinate incident resolution with local field service and authorized repair depots.
Requirement 1-6
Field Service: authorized and qualified field service technicians will perform the on-site Infrastructure response service, repair malfunctioning hardware in the field, and conduct preventive maintenance tasks. These technicians will coordinate with the Service Desk, technical support teams, and product engineering as needed to resolve incidents.
2 On-site Training
Requirement Content: Contractor will work with NIST to customize training
2-1 based on NIST requirements. Anticipated topics include system configuration and administration, radio provisioning, encrypted operation (AES, DES), system operation and monitoring and backups.
Requirement 2-2
Schedule: Contractor shall deliver training within 90 days of contract award date on site at NIST Boulder. NIST personnel will arrange the time and location for training with Contractor.
Requirement 2-3
Participants: NIST may include other agency federal employees or contractors in the training sessions as needed and as permitted by agreements with said agencies and contracting organizations, with up to 12 participants.
