Project 5 year term Hazardous Waste Disposal for the Timber and Watershed Lab in Parsons, WV

General Information

1.0 Scope of Work

Pickup, Transport and Disposal of Hazardous Wastes from the Timber and Watershed Laboratory located in 459 Nursery Bottom Road Parsons, WV 26287. The contractor shall furnish all labor, materials, equipment, transportation, tools, supervision, supplies and incidentals to perform all work required to remove, transport and dispose of all hazardous wastes listed for pickup for the next 5 years, subject to change each year and will not be the same each year. The contractor will be prepared to provide special handling and disposal requirements as required by environmental regulation or law as well as comply with all regulations of the Department of Transportation. In addition, the Contractor is responsible for safety and shall be in compliance with all applicable State and Federal safety requirements at all times for workers and the general public.

2.0 Background

The hazardous waste is stored in a separate building from the main office. A large tractor trailer cannot easily maneuver the property and a box truck or smaller size vehicle is preferable, equipped with a lift gate for ease of loading the 5 gallon, cap sealed, UN shippable jugs. The loading area is not covered, but exposed to the environment.

Contractor Requirements

3.0 Technical Requirements / Tasks

In addition, the Contractor is responsible for safety and shall be in compliance with all applicable State and Federal safety requirements at all times for workers and the general public.

4.0 Government Furnished

A contact support individual with be assigned to receive the contractor and direct them to the proper building, provide entry, assist with pickup of the required wastes providing direction and assistance. Date of pickup must be approved by this assigned individual.

Any and all SDSs, waste profiles and test records for listed wastes will also be provided to the best of their ability.

5.0 Deliverables / Schedule

• For year 2024, the pickup of the hazardous waste must be completed by May 10th.

• For subsequent years the waste must be picked up prior to the previous year’s pickup date.

• Subsequent years listed waste is subject to change.

• Any date must be approved by the assigned contact support individual.

• Pickup of hazardous waste cannot be performed on any federal holiday nor on week ends.

• Prior print out of all labels needed for transportation should be completed ahead of time since the building storing the hazardous waste is not equipped with outlets.

Travels fees charged by the contractor should be incorporated into the bill for services.

7.0 Contractor’s Key Personnel

Pickup driver should maintain contact with the assigned contact support individual. The driver should confirm pickup date and time prior to the established date and time and provide an ETA on the day of pickup with the assigned contact support individual.

8.0 Security Requirements

9.0 Data Rights

None.

10.0 Section 508 – Electronic and Information Technology Standards None.

Attachment Ensure contractors are properly permitted and licensed to perform listed work. It is our responsibility that the waste will be properly handled and treated with a qualified company/contractor.
