About this file
This government file contains a statement of work and pre-solicitation notice for a federal contract opportunity. The United States Naval Observatory seeks to procure a nonlinear optical component to input 1315nm laser light and output the second harmonic at 657.46nm. The component must meet specified performance requirements including converting 500mW of input power to 100mW of output power with an FC/APC fiber coupled input and output. The period of performance is four months from award. Responses to the sources sought notice shall be submitted electronically by February 22, 2024, and include company information and evidence of technical expertise and experience to provide the required component. The solicitation number is N0018924Q0150 and is being conducted by the Department of the Navy Naval Supply Systems Command.

Statement of Work Second Harmonic Generation (SHG) Waveguide for 657nm Output
Clock Development Division, Precise Time Department U. S. Naval Observatory
BACKGROUND
The United States Naval Observatory (USNO) is the authoritative source of time for the Department of Defense. For this purpose the USNO’s Precise Time Department maintains an ensemble of high-performing atomic clocks that is used to generate precise time. Because of the lack of commercial vendors for the highest performing clocks, stocking the clock ensemble with systems based on cutting-edge technology requires that these systems be designed and built in-house.
SCOPE
Within the Precise Time Department, the Clock Development Division is investigating atomic clock technology using optical spectroscopy on an atomic beam of calcium. The clock transition in calcium requires excitation with laser light at 657 nanometers (nm). Because laser technology at this wavelength is challenging, we anticipate frequency doubling a 1315 nm laser to generate the necessary laser light. To carry out this frequency doubling, we require a nonlinear optical component that inputs 1315 nm light and outputs the second harmonic at 657 nm. The most efficient material for this process is lithium niobate, and to achieve the required conversion efficiency and meet our power and other constraints we will require periodic poling of a lithium niobate waveguide. Specifically we require a nonlinear optical component that meets the following requirements.
REQUIREMENTS
The USNO seeks to procure a nonlinear optical component with the following properties:
Input wavelength: 1315 nm (digits) Output wavelength: 657.46 nm Performance: 500 mW input yields 100 mW output, with powers measured before input fiber and after output fiber. Efficiency scales as the square of the input power.
Device must accommodate input power of 500 mW.
Fiber coupled input and output o Input fiber: PM1300, FC/APC connector o Output fiber: PM630, FC/APC connector
No fiber jacketing Built-in TEC
FACILITIES, EQUIPMENT, AND TRAVEL:
Planning and support for the completion of these tasks will be coordinated with the technical POCs listed below for the USNO. No travel is anticipated for this order.
PERIOD OF PERFORMANCE:
The period of performance is four (4) months or sooner for the delivery of components from award date.
