About this file

This statement of work outlines requirements for a hyper-bb submersible multispectral backscatter instrument. The instrument must measure in-water optical backscattering properties at wavelengths between 430-700 nanometers at an angle of 135 degrees, include depth and temperature sensors, and have a scattering coefficient dynamic range from rivers to ocean with a depth rating of 600 meters. Additional requirements include a flow-through chamber, delivery of the assembled and calibrated instrument by April 30, 2024 to Oregon State University, and a three-year service plan. Relatedly, the pre-solicitation for this instrument identifies it as a sole source contract to be awarded to Sequoia Scientific, Inc. under FAR 13.106-1(b)(1)(i). The National Aeronautics and Space Administration Shared Services Center intends to procure the commercial items and services using FAR Part 12 and 13 for performance at NASA Goddard Space Flight Center, with capabilities statements due by February 1, 2024.

STATEMENT OF WORK

1. Objective/Requirements

Field campaigns are coordinated and carried out by scientists from the Ocean Ecology Laboratory (OEL) at NASA GSFC in support of several current and future satellite missions that observe the world’s oceans and coastal regions. In order to support new missions, such as PACE, a backscatter instrument with full visible wavelength measurements are needed by the NASA community. The data from these measurements will be added to the SeaWiFS Bio-Optical Archive and Storage System (SeaBASS) and used to validate and refine future remote sensing algorithms and models.

2. Characteristics, Scope, and Specs

Ocean submersible instrument that provides the capability to obtain in-water ocean measurements and lab measurements on discrete water samples with the following features and capabilities:

o measures in-water optical backscattering properties at all wavelengths between 430-700 nanometers at the nominal angle of 135 degrees.

o high-performance depth and temperature sensors necessary to process and make use of the scattering measurements.

o scattering coefficient across a dynamic range from rivers to ocean.

o Sensor depth rating to 600 meters ocean depth.

Capable of self-logging or serial output of data.

Capable of self-powering via battery, or external power supply.
