About this file
This document contains a statement of work and related federal contract opportunity notice. The statement of work is for fully comprehensive annual service contracts covering several analytical liquid chromatography and mass spectrometry instruments in NASA's Astrobiology Analytical Lab. The service plans must include annual preventative maintenance visits, corrective maintenance, replacement of wear parts, priority response times, and coverage from February 1, 2024 to January 31, 2025. The federal contract opportunity is a pre-solicitation notice for these flexchoice service contracts, with NASA intending a sole source award to Waters Technologies due to them being the original equipment manufacturer. STATEMENT OF WORK
Description
Objective:
Acquisition of annual service contract for suite of lab instrumentation.
Background:
This procurement is for service plans covering several analytical liquid chromatographs, detectors, and mass spectrometers in the Code 691 Astrobiology Analytical Lab. This state-of-the-art equipment allows for the analysis of organic compounds in meteorites, returned samples, and other terrestrial and extraterrestrial materials. Because of the complexity of the instrumental systems, service and support from qualified, trained engineers is required to minimize downtime, perform repairs, and maintain the instruments in peak operating condition. If such service and support is not procured, the research capabilities of the lab will be affected, impacting the availability, speed, and precision of analytical measurements and research. Service must be performed by Waters certified Service Representatives to ensure compliance with OEM requirements and allow for future service plan coverage without recertification.
Deliverables:
The contractor shall provide fully comprehensive service plans for the following instruments:
Waters Xevo-TQS Micro mass spectrometer with attached Acquity H-Class Plus UPLC Waters Xevo G2-XS quadrupole time-of-flight mass spectrometer with attached Acquity
H-Class UPLC Waters Acquity Classic UPLC with fluorescence detector MassLynx software coverage for two computers.
The service plans must be fully comprehensive and include the following:
An annual Performance Maintenance (PM) visit for each instrument All required corrective maintenance throughout the service plan coverage period shall also be included Waters certified engineer shall replace all parts subject to wear as defined in the product-specific PM checklist.
Guaranteed genuine Waters Quality Parts for PM visit All parts used in corrective maintenance shall be guaranteed, factory-tested, Waters
Quality Parts Comprehensive PM parts kit which shall be provided for each and every PM visit.
Top priority response time for all visits.
The dates of coverage are from February 1, 2024 to January 31, 2025 for all instruments.
Place of Performance:
Service provided through the service plans shall be carried out at Goddard Space Flight Center in the Astrobiology Analytical Lab (Building 34, rooms C174, C176, and C178).
Period of Performance:
Service plans shall be provided as described in the Scope section above, with dates of coverage from February 1, 2024 to January 31, 2025 for all instruments.
