Procurement of Upgrade Kit for Laser Unequal Path Interferometer Statement of Work and Background Text

Background
NASA Goddard Space Flight Center (GSFC) builds spacecraft and optical instruments for Earth, space science, and astronomy applications. For many of the optical components and subsystems of these assemblies, the most efficient way to perform the measurements is to use an interferometer, in terms of accuracy, cost, and schedule. GSFC currently uses a variety of interferometers for measurements of optical components and assemblies. In general, these interferometers are in constant use and over-subscribed.
Over the years, GSFC has accumulated some older interferometers that can no longer be used due to outdated software that cannot be upgraded to the Windows 10 operating system, components that are no longer serviced, etc. One of these interferometers are Buccini Laser Unequal Path Interferometer (LUPI), which has an inoperable phase shifter and software that is not compatible with Windows 10. Furthermore, the company Buccini no longer exists. This procurement is for an upgrade kit that would make this older LUPI functional again, alleviating the pressure on GSFC’s interferometers. The procurement kit is provided by 4D Technology Corporation. This procurement is to initially support an IRAD that requires a LUPI to perform the work required for NASA R&D. This procurement is for one Buccini LUPI upgrade kit by 4D Technology Corporation. This kit includes a new phase shifter, camera, controller box, software, and other necessary hardware. 4D Technology Corporation’s 4Sight interferometric software is required for consistency with software that GSFC already owns for interferometric data analysis. Any other software package would require tens of thousands of dollars in new license acquisions.
Scope
The manufacturer shall provide parts and software for upgrade of the Buccini MIC-1 LUPI. From there I shall install and test the functionality of this upgrade to ensure it meets NASA specifications
Requirements The manufacture shall provide the following:
1x SYSTEM,UPGRADE,BUCCINI LUPI All other computer and software needed to interprate collected data.
