Isle Royale National Park

STATEMENT OF WORK:

Tug Service

DATED: May 17, 2023

NATIONAL PARK SERVICE

Interior Regions 3, 4, and 5

General Information:

This contract is for a Tug Service requirement for Isle Royale National Park’s petroleum barge Greenstone for the purposes of loading and delivery of bulk gasoline to Isle Royale. This will be Awarded for a period of a Base plus Four Option Years.

Background:

Historically, gasoline has been transported to Isle Royale from Houghton, MI via the tank barge Greenstone using the NPS tug Shelter Bay to tow it across Lake Superior and to deliver to various sites on the Island.

Recent implementation of new rules by the U.S. Coast Guard required a recent inspection of the tug Shelter Bay which revealed several major deficiencies. As a result, Coast Guard inspectors elected to issue an order prohibiting operation of the Shelter Bay pending correction of deficiencies. Further, they indicated that the tug, even if brought into compliance, would no longer be allowed to operate on the open waters of Lake Superior including the area around Isle Royale, citing the tug’s unsuitable design for open water operation.

This determination has forced Isle Royale National Park to seek an outside contractor to transport the tank barge Greenstone on a trip to load and deliver gasoline to Isle Royale in the spring/summer of 2023.

Period of Performance:

Base Year: August 15th, 2023 through April 30th, 2024 Option Year (1) One: May 1st, 2024 through April 30th, 2025 Option Year (2) Two: May 1st, 2025 through April 30th, 2026 Option Year (3) Three: May 1st, 2026 through April 30th, 2027

If additional towing if required, it will be at park discretion and requested by the park. A contract modification will be requested for additional support during the lifetime of this contract.

Tasks:

A. The contractor will be required to transit to Mott Island at Isle Royale and acquire the petroleum barge

Greenstone (Position 48°06’49”N, 88°32’10”W) which is currently empty.

B. The contractor will then tow/push the Greenstone to the Mattila Dock, near the Upper Entry to the Keweenaw Waterway (Position 47°12’70”N, 88° 61’13”W), where it will be loaded with Gasoline.

C. After fueling, the contractor will tow/push the Greenstone to Windigo Harbor at Isle Royale (Position 47°54’47”N, 89°09’26”W). Contractor will stand by during fuel transfer operations.

D. From there, the contractor will tow/push the Greenstone to Rock Harbor, on the Northeast end of Isle Royale (Position 48°08’44”N, 88°29’09”W). Contractor will stand by during fuel transfer operations.

E. Contractor will then tow/push the Greenstone to the Mott Island fuel dock (Position 48°06’29”N, 88°32’45”W) and stand by during fuel transfer.

F. Contractor will then return the Greenstone barge to it’s original dock at Mott Island (Position 48°06’49”N, 88°32’10”W).

Contractor Requirements:

A. The contractor will be required to provide a U.S. Coast Guard - inspected towing vessel with current

Certificate of Inspection that is approved for the route “Great Lakes”.

B. The contractor will be required to provide a crew for this vessel that has appropriate USCG licenses.

C. The contractor will be required to provide all lines or wires required for towing the Greenstone barge.

Insurance and Liability:

In all instances in which any vessel being handled by Contractor’s vessel(s) sustains damage or is involved in any incident resulting in damage to vessels or property, or in bodily injury or death, Owner shall secure a report from the vessel(s) Master or Officer acting as pilot, and from any licensed pilot aboard the vessel being handled. Owner shall submit said report to the Contracting Officer within twenty-four hours following said incident, reporting the facts, listing deaths, reporting the extent of damages to property and any bodily injuries, and listing recommendations to prevent recurrence.

During the full period of this Contract, the Owner shall maintain marine insurance coverage on the Vessels, (including damage to the Tow) on each tug performing under this Contract, Hull and Machinery, Protection and Indemnity (P&I) (including Tower’s Protection and Indemnity Liability Insurance on each tug performing under this Contract), and Pollution Liability.

The Owner shall be responsible for the cost of such insurance, including deductibles, premia, additional premia, calls, commissions, advancements, assessments, and overspill claims where applicable. The Owner shall notify the Contracting Officer in writing that the required insurance has been obtained prior to initiation of the tow.

Isle Royale National Park shall not be liable for any loss, damage, expense, cost, or liability whatsoever and howsoever incurred by the Owner or Vessel, or which are imposed upon the Owner or Vessel by operation of law.

Other Requirements:

Fuel transfer operations will only be performed during daylight hours.

Government Furnished:

A. Isle Royale National Park will provide the barge Greenstone and will be responsible for coordinating gasoline cargo delivery to the Lily Pond Harbor of refuge.

B. Isle Royale National Park will provide all equipment necessary for transfer of fuel from the Greenstone barge to facilities at Isle Royale.

C. The Park will also provide a USCG endorsed “Tankerman PIC” with experience on the Greenstone barge at all transfer locations. ISRO Tankerman employee will only work aboard the NPS fuel barge when it is docked. He will not be transported aboard the Towing Vessel.

D. Isle Royale National Park will provide oil spill response equipment and OSRO coverage per the USCG approved spill response plans for the Greenstone Barge and Isle Royale’s bulk petroleum marine storage complex.

Deliverables/Schedule:

The vendor will provide 1 towing for each Award period.

A 2nd optional towing may be required upon the Park’s discretion for each Award period.

The Park will provide the vendor with 21 days prior notice to a towing request.

The vendor will provide 2 days’ notice when they expect to arrive at Isle Royale and begin towing operations.

The contractor will complete towing operations no later than 14 days after Award.

The contractor will provide estimated times of arrival to all locations specified as early as practical to allow coordination of government resources.
