STATEMENT OF WORK

Wallops Arc Second Pointer (WASP) Constellation Simulator

May 8th, 2023

Background

NASA’s Goddard Space Flight Center, Wallops facility has a Global Positioning System (GPS) laboratory that supports GPS receiver testing to verify a spacecrafts and sounding rockets ability to determine their position in relation to other spacecraft or in relation to the Earth.

This GPS lab has been used to test the on-orbit GPS performance for several mission and experiments.

The GPS lab makes avid use of GPS constellation signal simulators and other tools to generate the authentic RF environments required to test these spacecraft subsystems.

Scope Vendor shall upgrade old GSS80000 Spirent GPS simulator with a new GSS9000 Spirent Simulator with two RF outputs capable of generating the RF signals for the following Global Navigation Satellite Systems (GNSS):

GPS L1

GPS L2

The technical requirements listed in the Requirements section below shall be met.

Technical Requirements

1. Vendor shall provide a GPS/GNSS constellation signal simulator with two RF outputs that shall be referred to as “the simulator.”

2. Each GNSS frequency RF output shall support a minimum of 16 (sixteen) simultaneous unique GPS satellites.

3. Each simulator unit shall be expandable to simultaneously simulate other GNSS signals including Galileo E1, Galileo E5ab, GLONASS L1, GLONASS L2, , Galileo E6, BeiDou B1, and BeiDou B2

4. The vendor shall provide all necessary simulator specific hardware (control unit, monitor, power adapters, and simulator-to-simulator cables) as required for normal everyday use.

5. The simulator shall provide all necessary code to create LEO, GEO, and HEO orbits about the earth with altitudes including the range of 1 to 24 earth radii.(0 - 95,000 miles above sea level)

6. The simulator shall provide all necessary code to control, modify and save to a file the aforementioned orbits.

7. The simulator shall be able to generate binary files of orbital scenarios that are compatible with and re-playable on both the STR-4500 and STR-6700 simulators.

8. The simulator shall be able to produce scenarios for three-week duration with no frequency or phase discontinuities in the RF environment.

9. The simulator shall accept a 10 MHz reference frequency with which it shall synchronize its internal oscillator.

10. The simulator must support the Spirent SimREMOTE interface so that it is compatible with the established GPS lab infrastructure for real-time commanding of hardware-in-the-loop simulations.

Deliverables or Delivery Schedule Vendor shall deliver a GPS/GNSS GSS9000 GPS L1/L2 simulator unit with two

RF outputs as specified in the contract such that the simulator unit meets the requirements listed in the Requirements section.

Vendor shall deliver 8 weeks after the award date Vendor shall provide all manuals required to knowledgeably interface to the hardware and all manuals needed to knowledgeably command the simulator.

Government-Furnished Equipment and Government-Furnished Information

There shall be no Government Furnished Equipment (GFE) and no Government Furnished Information (GFI) provided to the vendor as part of this purchase.

Place of Performance

Manufacturing of the simulator shall not take place at NASA.
