STATEMENT OF WORK:

Fire Suppression System Inspection

(FY23 base year plus 4 option years – FY24, FY25, FY26, FY27)

1.0 Description

Inspection, Testing and Maintenance of fire suppression systems in ten (10) buildings in the park. The buildings include The Visitor Center, Administration building, Dormitory, Ranger Operation Center, Maintenance Building, House #50, House #60, Duplex# 80, Duplex# 90 and Duplex #100. This includes fire extinguisher inspections, dry fire sprinklers systems, wet sprinkler systems and backflow prevention devices in the park. See attachments for photos.

2.0 Definitions

Approved: Acceptable to the authority having jurisdiction.

Authority having jurisdiction (AHJ): Midwest Regional Office Structural Fire Management Officer, Contractor: as used within this specification refers to the primary contractor and/or subcontractor(s).

Contracting Officer (CO): Government Agent with the authority to approve changes to the terms, conditions, or price of the contract. NO OTHER PERSON IS AUTHORIZED to approve changes to the terms, conditions, or price of the contract.

Contracting Officers Technical Representative (COTR).

Emergency Impairment: A condition where a fire protection system or portion thereof is out of order due to an unexpected occurrence.

Listed: Equipment, materials, or services included in a list published by Underwriters Laboratories (UL) or Factory Mutual (FM), and whose listing states that either the equipment, material, or service meets appropriate designated standards or has been tested and found suitable for a specified purpose.

3.0 General Requirements

3.1 Applicable Codes and Standards

1. NFPA 1: Fire Code, 2018

2. NFPA 13: Standard for the Installation of Sprinkler Systems, 2019

3. NFPA 13R: Standard for the Installation of Sprinkler Systems in Low-Rise Residential Occupancies, 2019

4. NFPA 25: Standard for the Inspection, Testing, and Maintenance of Water-Based Fire Protection Systems, 2020

5. NFPA 72: National Fire Alarm and Signaling Code, 2019

6. NFPA 101: Life Safety Code, 2021

3.2 Qualifications

Contractor: The contractor and proposed sub-contractors must verify that they are licensed and must be able to demonstrate they have a minimum of 5-years’ experience completing NFPA compliant inspection testing and maintenance of fire protection systems per the specific requirements of this statement of work.

Technicians: Lead technicians performing fire protection system inspection, testing and maintenance must meet one of the following:

• NICET II or greater certification for the type of system being worked on.

• Certified by the manufacturer for the make and model of system being worked on.

3.3 Period of Performance

Base year - This service will begin on June 15, 2023 and end on June 14, 2024 Option year 1 - This service will begin on June 15, 2024 and end on June 14, 2025 Option year 2 - This service will begin on June 15, 2025 and end on June 14, 2026 Option year 3 - This service will begin on June 15, 2026 and end on June 14, 2027 Option year 4 - This service will begin on June 15, 2027 and end on June 14, 2028

3.4 Work Hours

On-site work hours: Work shall be generally performed during normal business working hours of 8 a.m. to 5 p.m., Monday through Friday, except when otherwise indicated.

Work on Saturdays, Sundays, Federal holidays, early morning, or at night may not be performed without prior consent from the COR. Submit requests for work outside of the stated normal business hours to the COR for approval at least 48 hours in advance of the work.

3.5 Site Access

General: Contractor shall have limited use of the site for operations. Limit use of premises to access of fire suppression and must be accompanied by a park employee. Do not disturb portions of site beyond areas in which the work is indicated.

3.6 Government Provided Materials and Support

• The Government will assign a point of contact to escort the contractor’s technicians and provide access to buildings.

• The Government will provide staff to reset equipment and systems (elevators, HVAC) interfaced with fire alarm systems.

• The Government will not provide staff to assist with inspection and testing tasks.

4.0 Specific Requirements

4.1 Project Schedule

A kickoff meeting between the contractor and National Park Service must be completed no later than 7 days after the award. During this meeting, the contractor and COR will establish a tentative schedule. The tentative schedule will address any operational concerns between the two different counties. Some of the structures that will be inspected are occupied by private residents and will require a notice before inspection can commence. Within 5 working days from conclusion of kickoff meeting the Contractor will submit a proposed schedule of work to the

COR.

4.2 Validate Fire Protection System Inventory

The contractor will validate and correct the system inventory provided by the government. The inventory will be provided in an electronic Microsoft Excel format. The corrected inventory will be returned to the Government in the same electronic Microsoft Excel spreadsheet format. All changes to the inventory will be highlighted to indicate the number has changed from the original inventory sheet.

4.3 Inspection and Testing of Water-Based Fire Sprinkler Systems The Contractor shall conduct one inspection and test of all water-based fire sprinkler systems.

An inspection and test shall encompass all quarterly, semiannual, and annual inspection and test requirements as identified in NFPA-25. Inspection and tests shall be conducted in accordance with methods and procedures as outlined in NFPA-25 and FM Global Property Loss Prevention Data Sheet 2-81 [October, 2020].

Inspections and tests for each system will be recorded on inspection report forms that comply with NFPA-25 Annex B. Individual inspection and test reports are required for each system.

Reports must be submitted in a type written format. Handwritten reports will not be accepted.

Individual reports are due to the COR within 72 hours of the completion of individual inspections.

All impairments and deficiencies must be detailed on the inspection and test forms.

Should an emergency impairment be discovered, the Contractor shall:

Notify the NPS COTR immediately

Tag the system with an impairment notice indicating that it is out of service and what caused the impairment.

4.3.1 Antifreeze Sprinkler Systems

The concentration of antifreeze solutions shall be tested in accordance with NFPA-25 5.3.4.4.1.

Concentrations exceeding limits are to be considered an emergency impairment. The system should be red tagged as impaired and the following notifications made:

Notify the NPS COTR immediately

Tag the system with an impairment notice indicating that it is out of service and what caused the impairment.

4.4 Maintenance/Repairs:

Repairs and additional maintenance will be provided on an as needed basis. Recommendations for these repairs need to be accompanied with an estimate and must be provided to the Contracting Officer Representative (COR) and the Contracting Officer (CO) prior to the start of any repairs being authorized. No work is to commence unless approved and authorized by the Contracting Officer.

4.5 Training:

Provide one 1-hour training sessions per fiscal year for NPS staff. Ensure personnel are knowledgeable on location of critical system components; system operation; relevant procedures;

and identifying abnormal conditions that may render a system inoperable. The training should address all types of systems covered under the contract and should be conducted by qualified or factory trained technicians. The training shall be conducted on site.

5.0 Deliverables

5.1 Inspection and Test Reports

• Inspections and tests for each system will be recorded on inspection report forms that comply with requirements of the appropriate NFPA Code or Standard.

• Individual inspection and test reports are required for each system.

• Individual inspection reports are due to the COR within 10 business days of the completion of individual inspections.

• Reports must be formatted to 8.5 x 11 inches and submitted electronically in an Adobe PDF file format.

• Reports must be submitted in a type written format. Handwritten reports will not be accepted.

The building FMSS location number, asset description, and physical address (see appendix A:

Inventory of Fire Protection Systems) must be recorded on the administrative portion of the form.

5.2 Deficiency Cost Summary Report

• Descriptions of all individual deficiencies will be submitted electronically in Microsoft Excel format.

• Individual deficiencies shall be identified by FMSS location number, FMSS asset description as well as the date of inspection

• Report on costs to repair deficiencies shall be broken down by labor and material cost. Labor cost shall be further broken down by labor cost per hour and labor hours.

• The final report is due to the COR 30 days after last inspection.
