STATEMENT OF WORK (SOW)
UINTAH AND OURAY AGENCY
“U&O FOREST HISTORY UPDATE”
1. Nature and Scope of Work
The proposed project will consist of researching, gathering, interpreting, and compiling a forest history document for the Uintah and Ouray Agency, Ute Indian Tribe of Utah.
This forest history will highlight occurrences in the forestry programs for the time periods as follows:
Uintah and Ouray Indian Reservation – 1992-2023
2. Forest History Document
The Contractor shall provide a forestry history in Microsoft Word, with photos as jpegs.
This will include all maps, photographic essays, and timber sale data. The Contractor will provide the history in digital format, USB thumb drive, acceptable to the Contracting
Officer. The Contractor will also select an appropriate title and design cover (with BIA forestry logo) for the history. Said cover must be approved by the BIA before final drafting.
The Contractor should tie the current forest history to the prior document, “A Forest
History of the Uintah and Ouray Indian Reservation Fort Duchesne, Utah”. In general, the Contractor should provide a background setting from previous history and then develop an outline consistent enough to describe in full detail all occurrences, issues, ups and downs, and highlights of the forestry program. A chronology of significant staff will be updated from the previous history along with fire occurrence. The Contractor should read and become familiar with the previous reservation forest history document in order to assure the historical trend is followed. The BIA reserves the right to add significant historical items to the outline during the period of the contract or to delete those that are insignificant from a forest history standpoint. The primary purpose of this project is to portray in detail the forest history of the reservation. Personal bias should be excluded.
The forest history will also take into account and reference the primary ideas contained in the current Uintah and Ouray Forest Management Plan, Uintah and Ouray Fire
Management Plan, map document, etc. that currently guide forest management practices.
3. General
A. All phases of the work must be accomplished by competent professional writers.
Local knowledge of the Uintah and Ouray Indian Reservation especially within a historical context will be essential. A project supervisor must be readily available to field personnel to ensure continuity, efficiency, and quality of work being accomplished.
B. The BIA shall provide at least one knowledgeable forester to maintain necessary contact with and provide general assistance to the Contractor. The BIA shall also provide a Regional Office contact to oversee the contract and assist the
Contractor where needed. Copies of forestry documents will be accessible to the
Contractor upon request.
C. The report narrative will be provided using Microsoft Word software. Because of varying map sizes, final presentation of maps will be handled on a case-by-case basis with the Contractor. At least one map will show the current forest base acres as depicted in the Catalog of Forest Acres report. The Contractor, at a minimum, will thoroughly document the following programs: Growth and
Management, Presales, Timber Sales, Forest Development, and Fire
Management (fuels reduction, including HFR and WUI, fire preparedness and suppression).
D. The contractor will perform printing from the USB thumb drive and will provide copies of the document in the number requested by the BIA.
E. Each section or chapter will be reviewed for pertinence, accuracy, completeness, and correctness by the BIA prior to finalization of that section or chapter.
Additionally, the completed manuscript will be reviewed before approval and acceptance. Upon final approval, 50 copies of the history will be printed and submitted to the BIA.
F. This contract shall be for a 150 day period beginning from the date of contract award.
