The Navy is building an additional fuel lab and will be vacating their current location. The 136th will be acquiring the old lab and will require it to be converted into an administrative office to alleviate current space constraints. Building 1670 contains the family readiness center which is in need of an additional Sexual Assault Response Coordinator (SARC) office. Building 1675 houses the 136th’s Aircraft Maintenance Back-shops to include the Engine Shop. Due to a mission change to C-130J aircraft, the current training room will be reconfigured to office and training spaces as indicated in this Statement of Work (SOW) and drawings. Building 4174 requires a climate-controlled room for Consolidated Tool Kit (CTK) storage of temperature sensitive items. Building 4175 requires a service window to allow for Aircrew Flight Equipment (AFE) to maintain positive control of their equipment rather than allowing individuals to enter the AFE workspace.
2. Scope: The contractor shall furnish all labor, parts, tools, plant, equipment, appliances, transportation, and materials necessary to create a a CTK storage room in building 4174. There are additional CLINs for an office in 1101, SARC office in 1670, a training room in 1675, and an AFE service counter in 4175.

3. Objectives: It is the Government’s intent for the contractor to perform all required actions to construct the projects mentioned above. The contractor is responsible for ensuring that the work performed under this contract meets this objective.
4. Government Furnished Property: Electrical power and water shall be provided as required.
5. Security: The Government may prohibit installation access to anyone categorized as a security concern.
These concerns may include but are not limited to: record of criminal conduct (active arrest warrant), felony conviction, illegal drug involvement, personal conduct, registration on any sexual offender registry, record of convictions/charges stemming from disrespect for law, and non-us citizen without proper documentation. It is the contractor’s responsibility to contact the Naval Air Station Joint Reserve Base Fort Worth visitor control center to determine eligibility and any associated cost with obtaining installation access. The installation currently utilizes two methods for accessing the installation, daily visitor access pass and a long-term pass granted through a Government-approved, contractor-managed, process named RAPIDGates. In order to obtain a long-term pass (access badge), the contractor is required to submit an application and pay a fee for each company (prime contractor and subcontractor) and employee that will require access onto the installation. The contractor can visit the RAPIDGate website at www.rapidgate.com, or contact them by phone at 1-877-RAPIDGATE. In the event that the contractor elects to request a daily access pass for its employees, and foregoes use of the RAPIDGate system, it will be responsible for any delays experienced due to waiting for pass issuance at the visitor control center. The hours of operations for the visitor control center are available by phone at 817-782-3058.
