FOR

Fabrication of the 10- by 10-Foot Supersonic Wind Tunnel Characterization Array, Version 1.0

Fabrication of the 10- by 10-Foot Supersonic Wind Tunnel Characterization Array, Version 1.0

Background An engineering design and analysis were completed in FY21/22 of new flow survey hardware to support characterization of the test section flow field in the 10- by 10-Foot Supersonic Wind Tunnel (10x10 SWT). The new hardware, referred to as the 10x10 Characterization Array, will replace the 17-wedge array as the primary calibration and flow quality survey tool for the 10x10 SWT test section. The 17-wedge array was originally built and first used in the 1960’s; improvements in probe design, uncertainty quantification, and rake design/fabrication will improve the quantity and quality of flow field data for the facility. April 2024 is the next opportunity to fully characterize/calibrate the 10x10 SWT. The new array and its associated hardware shall interface with the 10x10 SWT lower strut cradle and the 96-inch Translation System sting.

Quality Assurance Standards The subcontractor shall perform inspections and provide inspection reports in accordance with the engineering drawings attached, and any discrepancies shall be forwarded on to TFOME II/NASA.

Surveillance of the subcontractor: Work activities and operations of the subcontractor, subcontractors, and suppliers are subject to evaluation, review, survey, and inspection by a TFOME II/NASA representative.

Scope of Work to be Performed The subcontractor shall provide firm fixed price and lead time schedule to fabricate/purchase the following parts/assemblies, including the shipping and storage container. Shipping container(s) with sufficient padding and support to store/ship the components listed above. The design for the shipping container shall be presented to NASA prior to fabrication of the shipping container. See “2022_08_10 GRC 10x10 Array Quote Spreadsheet.xlsx” for list of parts/assemblies. Dimensional inspection of the delivered items shall be performed by the subcontractor per the engineering drawings.

Materials and Certification

- Fasteners: when possible, all fasteners should be purchased from Unbrako. There are some fastener sizes that aren’t supported by Unbrako and an acceptable substitute must be provided.

The engineering drawings attempt to call out the correct Unbrako fasteners and acceptable equivalents when the fastener size is thought to not be provided by Unbrako. If an Unbrako fastener can be used in a drawing that calls out a different type of fastener (i.e. McMaster-Carr), the Unbrako fastener should be used and NASA will revise the drawing accordingly. TFOME II and/or NASA should be contacted to modify the drawing to call out the correct fastener if a change to the drawing is needed. Exceptions to this shall be approved in advance by TFOME II and/or NASA. Certification/traceability shall be maintained for every fastener utilized in this acquisition.

- Material Procurement: Raw materials purchased by the subcontractor and its subcontractors shall be accompanied by the correct documentation as called out on the engineering drawings.

Part Marking

- Permanent, easily identifiable part marking that does not degrade the performance, fit, and/or function for each component shall be provided as shown on the engineering drawings. As necessity dictates, specifically for small parts, a special part marking scheme (other than part number) shall be allowed with reference documentation. TFOME II and/or NASA shall be consulted prior to part marking if the subcontractor has questions pertaining to compliance of intended requirement.

Inspections Dimensional inspection of the delivered items shall be performed by the subcontractor per the engineering drawings. TFOME II/NASA may reject the item after inspection if any Out Of Specification (OOS) locations or points are discovered. The subcontractor is responsible for corrective actions on the OOS locations or points to the satisfaction of NASA. Furthermore, other model nonconformance (NC) with respect to the engineering drawings provided shall be cause for rejection of the item and the subcontractor is responsible for corrective actions on the NC to the satisfaction of TFOME II/NASA.

1. Model external surface finish of 32 micro-inch or better is required.

2. Tolerances

1. Surface contour tolerance of +/-.005” or better except as noted.

2. There shall be NO forward facing steps when the model is assembled.

3. Aft facing step height shall not exceed 0.001 inch.

4. All joint gaps shall be no greater than 0.003 inch.

5. All interior surfaces shall have sharp edges removed to prevent instrumentation damage.

6. All static pressure tap locations shall be within a true position of .010.

7. All static taps shall have square edges and be free from burrs

3. Material documentation (Material Test Reports and Certificates of Conformance) required per the engineering drawings.

A model buy-off shall be conducted by project engineers at the subcontractor site.

Milestones Baseline Schedule Review (Teams/Teleconference)

Prior to Model Assembly or Subassembly Tasks Model Acceptance Buy-off Notes:

• TFOME II and/or NASA may request additional MIP if inspection of a specific process cannot be performed at a later time.

• MIP will be specified and mutually agreed upon, by subcontractor and TFOME II/NASA, at the Baseline Schedule Review.

• TFOME II/NASA will provide instrumentation or dummy instrumentation for fit checks as needed.

• Verify that all spare parts have been fabricated

• Verify that the shipping container will adequately protect the model during shipping and storage.

Notes:

1. Weekly reviews are to be conducted at subcontractor facility with participation by TFOME II and/or NASA Technical Representative in attendance or via web telecon media.

2. The Model Acceptance Review and/or the Pre-Ship Review will be conducted at the subcontractor facility with on-site representation by TFOME II and/or NASA Technical Representative.

3. Authority to Proceed shall be provided via written documentation (email record acceptable).

Deliverables The subcontractor shall provide firm fixed price and lead time schedule to fabricate/purchase the following parts/assemblies, including the shipping and storage container. See “2022_08_10 GRC 10x10 Array Quote Spreadsheet.xlsx” for list of parts/assemblies.

The following items shall be included by the subcontractor as part of the request for quote (RFQ):

1. Itemized Firm Fixed Price to fabricate/purchase the part list shown above, including the storage crate for these parts. Shipping should be itemized separately. A spreadsheet has been provided that lists every part & assembly that needs to be fabricated. To ease the comparison among potential subcontractors, it is required that every line item in the spreadsheet is quoted separately. For assembly drawings, the cost to fabricate the piece parts should not be included in the assembly drawing because the cost to fabricate the piece part will already be included in that part’s quote. The quote for an assembly drawing should include the cost of the fasteners and the cost to do the assembly to build up that particular assembly.

Period-of-Performance The subcontractor shall provide an estimate of the time required to complete the fabrication and assembly of all parts required to complete the final assemblies and deliver the hardware to the NASA Glenn Research Center. If deliverables are estimated to be delivered after 12/31/2023, a discussion shall be had with the subcontractor to determine methods to accelerate the timeline.

Non-Conforming Deliverables Non-Conforming Deliverables will be evaluated by NASA Glenn Research Center for consideration of acceptance “as-is”. Deliverables not meeting the requirements will be corrected at the contractor’s expense. Delivery of corrected deliverables shall be expedited. Actual delivery dates will be negotiated with NASA Glenn Research Center at the time of rework.

Warranty TFOME II/NASA may reject the item after inspection if any Out Of Specification (OOS) locations or points are discovered. The subcontractor is responsible for corrective actions on the OOS locations or points to the satisfaction of NASA. Furthermore, other model nonconformance (NC) with respect to the engineering drawings provided shall be cause for rejection of the item and the subcontractor is responsible for corrective actions on the NC to the satisfaction of TFOME II/NASA.
