Vertical Chairlift Removal and Replacement

I. Background/Objective:

First Ladies National Historic Site is in need of removing and replacing the vertical chairlift, lower-level door actuator, and motor and controls. The lift connects the basement level of the Education-Research Center to the sidewalk level outside of the building. This is the only accessible entrance to the Visitors Center for visitors and employees with disabilities. The building serves as the education center and library documenting the past and present First Ladies of the United States. The existing unit is beyond its service life and is in constant need of repair. Recently FILA staff has had to call 911 to have visitors removed from the chairlift because it was stuck between floors.

A new chairlift will provide the First Ladies National Historic Site with a much-needed modern chairlift and it will provide our visitors a better experience when visiting our site.

III. Project Duration:

Work shall be completed within 120 days of award. Work schedule shall be coordinated with the Contracting Officer’s Representative (COR). A National Park Service staff member must be present during entire duration of project.

IV. Tasks and Specifications:

Work will consist of furnishing all labor, equipment, materials, and supervision necessary to remove existing and installing a new vertical chairlift to manufacturer specifications.

Tasks include removing and replacing the access door actuator on the lower level, setting the access door actuator to manufacturer specifications for opening/closing speeds and operation, installing door opening switch outside of the lower-level entrance to the left of the door, ensuring all position switches are set to proper start and stop elevations, and ensuring chairlift and door speeds are set to manufacture specifications and comply with ADA and ABA standards.

a. Current Model:

- Current models in place are a Concord Handilift Chairlift and Savaria/Concord door actuator – pre-approved equals will be accepted provided they fit in physical space and meet all applicable regulations.

b. Current Chairlift Specifications:

-110 VAC

- 20 AMPS

- Phase 1.0

- Rated 750 LB

- Chairlift Speed 8 FPM

- Control Voltage 24 DC

- Screw Drive 1” Diameter

- Platform 36” W X 54” D, ADA Compliant

- Car access/configuration Straight through enter and exit

- Emergency Operation battery-operated lowering with automatic recharging system

- Remote access manual lowering control

- Side guards 42 1/8” H X 54” D, ABD Compliant

- Finish Powder coated steel, beige

c. Door Actuator:

- Savaria/Concord or pre-approved equal must be compatible with new chairlift.

- Must opporate the door at the correct speed through the entire swing of the door.

- Door speed will be set to manufacturer specifications.

- Must comply with ADA and ABA standards.

d. Accessories:

- A new door opener control will be flush mounted into the wall outside of the shaft area to the left of the lower-level door.

- Must comply with ADA and ABA standards.

e. Approximate Dimensions for Existing Chairlift Shaft:

- Shaft size, 56” deep, 51” wide, 156” high

- Pit depth, 4” (platform stops level with the finished floor on the lower level)

- Chairlift must fit into the current footprint of the existing chairlift

- Contractor must verify all measurements before ordering materials

f. Existing Power Designated for Chairlift:

-20 – Amp, Disconnect outside of the chairlift (left of lower level door)

-120 VAC

-Single phase

g. Warranty:

- Manufacturer warranty on chairlift parts

- Three year or 36 month warranty on all parts and labor to repair manufacturer warranty

- One year or 12 month warranty on contractor or sub-contractor labor, and parts not covered by manufacturer warranty.

h. Additionally:

- The contractor shall perform the tasks listed above and comply with Industry Standards unless otherwise specified in contract. All components will be installed using the manufacturer’s instructions to maintain warranty.

-Contractor is responsible for all final measurements.

- Testing will be performed to industry standard and in the presence of the COR as well as recorded.

- Equipment shall be properly leveled, aligned, and secured in place in accordance with manufacturer’s instructions.

- System performance test: After all components of the system have been properly adjusted, the system shall be tested to demonstrate that the system meets the performance requirements for which it was designed. The Contractor is to provide at least 3 days notice of testing to the COR so that personnel can be provided to witness the testing. If any portion of the system or any piece of equipment fails to pass the tests, the Contractor shall make the necessary repairs or adjustments and the test shall be repeated until satisfactory performance is obtained from the COR.

- Contractor will follow codes: The American Society of Mechanical Engineers ASME; version 2021, International Building Codes IBC; version 2021, Ohio Building Codes; version 2017, National Electric Code NEC; version 2020. ABA and ADA compliance.

V. Submittals:

a. Manufacturer specification cut sheet for chairlift, door actuator, and door control. Cut sheet must demonstrate that the specifications and capabilities meet the requirements as specified in this Statement of Work.

b. Schedule with time and dates to complete the work outlined in this Statement of Work.

c. Warranty and other pertainent information for all components. A binder will be made with all manufacturer documentation to include warranty, installation, and maintenance manual. Binder will be turned over to COR prior to contractor submitting final invoice.

VI. Barriers and Protective Measures:

a. All OSHA safety measures are to be followed and enforced by contractor.

b. Contractor is responsible for protecting historic structure from incidental damage.

c. Contractor is responsible for all damage done to Government property.

d. Contractor is responsible for any collateral damage from any deliveries of material to the job site.

e. Contractor is responsible for removal of all materials left on job site.

f. Contractor is responsible for removal of old chairlift and lower level door actuator.

g. Contractor is responsible for cleaning all surfaces soiled by installation.

VII. Government Supplied Items:

a. No government supplied items

VIII. Work Schedule:

a. Work shall be scheduled during regular business hours, Monday through Friday, 6:30am to 4:30 pm. Work before or after business hours and on weekends will need to be authorized and scheduled by the COR.
