GSFC Strategic Assessment Support
Title: GSFC Strategic Assessment Support (GSAS)
Agency: National Aeronautics and Space Administration (NASA) - Goddard Space Flight Center (GSFC)
1.0 Background – Critical Capabilities and Strategic Stewardship
NASA maintains and supports critical capabilities of many kinds across its 10 centers and its nationwide (and global) stakeholder ecosystem. These capabilities are vital to the success of the Agency’s current and future missions. A number of these capabilities have been entrusted to the Goddard Space Flight Center (GSFC) to steward successfully. Accordingly, GSFC works closely with NASA Headquarters (HQ), other NASA Centers, and NASA’s broader ecosystem to ensure that strategic needs are well understood and that capabilities to support them are maintained, sourced and/or developed to be able to meet expected technical and operational performance levels.
Stewardship of key capabilities requires a nuanced understanding of NASA and broader government and commercial technologies, capabilities, trends, and operating models. This positions GSFC leadership to develop informed strategic and technology plans with a market context – ensuring efficient, high-quality support for Agency priorities and missions. Strategic plans can thus account for current GSFC strengths the capabilities and strategic plans of other NASA Centers, other government agencies, and the dynamic commercial space market. GSFC strategy must also consider the policy, budgetary and political environment within which NASA operates.
2.0 Scope
This section outlines specific objectives/tasks to be fulfilled and provides a listing of strategic support services that are applicable. Specific outcomes or constraints will be discussed in the context of individual study needs.
This work calls for contractor personnel to be fully qualified, trained, experienced and capable of performing the work proposed. As required, this often includes personnel who have supported NASA/GSFC similarly before and have familiarity with relevant capabilities and plans, immediate access to executive level templates, strategy development best practices, commercial industry knowledge, and up-to-date space market data and analytical tools and processes.
2.1 Task 1: Strategic Assessment & Leadership Support
Review and refine a select subset of existing GSFC capability plans to inform discussions on near-term issues and set the stage for subsequent focused analysis
Flexible, sometimes rapid, assessment and communications support for leadership meetings, strategic planning, evolving issues, or decisions
2.2 Task 2: Research & Analysis Support
Focused research and/or analysis to inform GSFC strategy updates or planning for strategic investment decisions, based on the best available information. This may include, but is not limited to, the following:
o Analysis or diagnostics (internal and external) o Benchmarking o Resource analysis o Assessment of political, budgetary, or policy landscapes o Market or partnership analysis
Specific study focus will be decided after leadership meetings about Task 1
2.3 Task 3: Workforce Assessment or Planning Support
Supply studies, analysis, and recommendations to support NASA efforts to:
o Increase Diversity, Equity, Inclusion, and Accessibility (DEIA) o Align workforce requirements to the Agency’s strategic and annual business plans o Assess current workforce competencies vs. projected future requirements o Develop recommendations to improve workforce, organizations, or partnerships o Identify and overcome barriers to accomplishing strategic workforce goals
Specific study focus will be decided after leadership meetings about Task 1
3.0 Deliverables
Deliverables shall include monthly status reports and analyses, studies, reports, and/or presentations as needed for focused strategic assessments. All formal deliverables shall be Section 508 compliant.
4.0 Place of Performance
Contractor site(s).
6.0 Subcontractor Management
The prime contractor will provide a subcontractor utilization plan, updated on a yearly basis or as requested for all subcontractors utilized across the acquisition.
