Performance Work Statement for Modifications to 21 Ford, F350 Trucks

Introduction: The purpose of this requirement is to establish a contract to provide modification of 21 Ford F350 trucks by installing blackout light modules, interior outlets, and trailer brake controller modules per the specifications below as required by the 821st Contingency Response Support Squadron (821 CRSS). This is in direct support of the Contingency Response Wing on Travis AFB, California.

Performance Requirements:

1. The Contractor shall install blackout light kits to integrate with pre-existing equipment onto 21 Ford F350 trucks. All Blackout lights must turn on/off by operation of pre-installed Aux 1, 2, 3 toggle switch. Blackout system must blackout ALL EXTERIOR and INTERIOR lights including dome lights, bed lights and door/dash lights.

a. NOTE: The Ford F-350 already has blackout lights installed. (See Attachment 1 for blackout lights current location)

b. Contractor shall remove existing blackout kits and return kits to the 821 CRSS Vehicle control office.

c. All blackout lights will be provided by the 821 CRSS

i. 21 forward facing driving lights NSN 6220-014-96-1925 will be provided by the

821 CRSS and mounted to the brush guard by the contractor. No wiring harnesses or hardware will be provided and must be included in quote.

ii. 42 front marker lights NSN 6220-011-56-4475 will be provided by the 821 CRSS and installed under both tail lights by the contractor. No wiring harnesses will be provided and must be included in quote.

iii. 42 rear maker lights NSN 6220-011-56-4476 will be provided by the 821 CRSS and mounted to the brush guard by the contractor. No wiring harnesses will be provided and must be included in quote.

2. All auxiliary switches shall be labeled accordingly, and each switch requires electrical wires to be connected in order to do the following:

i. Aux 1 toggle switch must turn on/off all vehicle lights inside and out of vehicle.

ii. Aux 2 toggle switch must turn on/off front and rear marker blackout lights.

iii. Aux 3 toggle switch must turn on/off front driving blackout lights.

iv. Aux 4 toggle switch must turn on/off aux inverter

3. Contractor shall rewire 21 quantity, 450 watt inverter dual outlet (3 prong) underneath the backseat, and alternate side of fire extinguisher to be operated by aux 4 switch. 821 CRSS will not provide any wiring for the pre-installed 450 watt inverter dual outlet and must be included in quote.

4. Contractor shall if required, relocate 21 quantity, dual USB ports (for charging purposes) to be mounted on the factory cubby location under the 4WD knob. The cubby trim piece may be removed or modified to fit the 12V charger and the USB ports, but there shall be no modification of the dash trim itself (see attachment 2 for reference). The 821 CRSS will not provide anything for the USB outlet and must be included in quote.

5. The contractor shall install a relay circuit to cut power to Fuse 11 and Fuse 29 in the Passenger Compartment Fuse Panel.

6. The relay circuit control wshall be wired to switch 2 marked B.O. Marker.

7. All splicing of wires shall be completed using one of two methods: solder with heat shrink, or butt connector with solder and heat shrink characteristics.

8. There shall be no modifications of dash, aux switches, or light assemblies already installed on vehicles (pre-installed wiring for blackout lights shall not be altered). The Blackout Module and splicing methods shall be used.

9. Contractor shall purchase and install of Ford Factory Brake Controller FC3Z-19H332-B to the left of factory auxiliary switches in accordance with manufacturer’s instructions and vehicle computer be programmed for correct operation of controller.

10. After modifications are complete on the initial vehicle, the initial vehicle will be inspected by the 821 CRSS vehicle mechanics and Vehicle Control Officer (VCO) to ensure everything is correct and in accordance with this Performance Work Statement (PWS) prior to beginning modifications to the remaining vehicles. The VCO shall provide the contractor in writing an authorization to continue with the installation on the other vehicles after inspection.

11. After installation is complete for all remaining vehicles, an 821 CRSS vehicle mechanic along with CRSS VCO will inspect all vehicles to ensure installation is satisfactory and in accordance with this SOW.

12. Awarded contractor shall be able to complete all work within a 30 mile radius from Travis AFB to eliminate unnecessary mileage and no work will be done on base premises. If further than 30 miles shipping of vehicles to contractor place of business shall be included in quote. Trucks shall be taken to awarded contractors place of business in groups up to maximum of 4 at a time by 821 CRSS personnel. If further than 30 mile radius contractor shall arrange the shipment to and from business location. The modification of these vehicles must be accomplished in a phased approach to ensure no detriment posted to the Contingency Response mission.

13. The contractor shall ensure all personnel utilized on this contract will comply with all Air Force safety regulations and installation specific safety regulations. The contractor will comply with all Federal, State, Local, safety regulations, and all applicable Occupational Safety and Health Administration (OSHA) Standards. If there is a conflict between Air Force, Army, or Navy safety regulations and OSHA Standards, then applicable Air Force safety regulations will take precedence.

14. Contractor shall provide a detailed schematic wiring diagram and list of parts utilized for the installation of the blackout kit and trailer brake module to be used by Air Force Mechanics for troubleshooting and repair after warranty period is expired.

15. All work accomplished shall include a minimum 12 month warranty on installed systems/components.

16. Warranty shall begin once all components are inspected by an 821 CRSS vehicle mechanic and considered to be in a fully functional/working order.

17. Period of performance shall begin no later than 30 days after contract award date and all work shall be completed no later than 90 days after.
