STATEMENT OF WORK
On-site security services for two groundwater borehole sites, near the Imperial Sand Dunes Recreation area and Interstate 8, southeastern Imperial County (2022).
I. General Information:
a. INTRODUCTION: the USGS Research Drilling Program (RDP) has the need for a vendor to provide on-site security services during the drilling and construction of a groundwater monitoring site in southeastern Imperial County during calendar year 2022. The sites are located near the Sand Hills Rest Stop and Ogilby Road, both within one mile from interstate 8.
b. OBJECTIVE: to actively patrol and remain on the drill site; to ensure all equipment and supplies are guarded against theft, vandalism, or other’s risk of injury at all times; and to alert law enforcement of any issues or risks which arise during the shift.
II. Background:
USGS RDP will begin boring and constructing two multiple-depth groundwater monitoring sites during the next 1-6 months (see Figure 1). Sites are located in generally undeveloped, open zones with minor or no limitations on access. Successful completion of this project work requires that equipment and supplies at the site are not stolen, vandalized, or tampered with in between work shifts, and that the public does not enter the work area at any time.
One site (NDL2) is located at 6808 Grays Wells Road, Winterhaven, CA 92283 (32°44'21.68"N, 114°53'4.02"W); the other site (NDL3) is located just west of Ogilby Road (S34), Winterhaven, CA 92283 and about 1 mile north of interstate 8 (32°46'37.01"N, 114°50'14.12"W).
III. Work Requirements
a. TECHNICAL REQUIREMENTS
i. Security guard wears a uniform while on site.
ii. Security guard has a mobile phone which can be used to notify police, sheriff, or appropriate law enforcement of any problems.
iii. Security guard shall periodically walk the perimeter and interior of the site on a half-hourly basis, and remain observant and vigilant between those walks, to ensure all equipment and supplies are secure.
iv. Security guard must have a vehicle on site.
v. An on-site, marked vehicle is not required. If a marked vehicle is provided without incurring additional cost, the vehicle must be removed from the site during daytime working hours. If the marked vehicle is not utilized as transportation by the guard, other daily arrangements to remove the vehicle from the site must be made by the security provider.
b. DELIVERABLES
i. Work hours will be from 7pm to 7am, 7 days a week unless otherwise directed by the on-site geologist or driller. Total length of assignment could be up to 45 days.
ii. Security guard will check in/out with the on-site geologist or driller at the start/end of each work shift.
iii. Security guard will immediately report all incidents or risks to local law enforcement, and then contact USGS staff.

IV. Supporting Information (for vendor)
a. No Government-owned property or services will be provided to the vendor.
b. The full PERIOD OF PERFORMANCE could begin as early as May 16, 2022, but not later than
November 7, 2022. Work at one site (NDL2) is expected to span a period of 21 consecutive days;
work at a second site (NDL3) is expected to span a period of 14 consecutive days. All work will end not later than December 23, 2022.
c. A one-week advance notification will be provided to the vendor regarding the likely start date and anticipated end date.
