Statement of Work Electric Forklift

I. Background NIST Physical Measurements Laboratory (PML), Quantum Measurement Division (QMD), Mass and Force Group (MFG) has maintained and operated six (6) deadweight machines (DWM’s) since 1965. Thousands of measurements, through countless force calibrations, have been performed over the lifespan of these machines. In support of these machines, we require a forklift for installing and removing devices for testing in these dead weight machines. The current electric model (circa 1962) is beginning to fail and lacks many safety features available on newer machines.

II. Scope:

The contractor shall provide one (1) electric forklift to NIST Gaithersburg campus. The lift will be used to improve the safety features and replace an aging forklift to support our force calibration service.

III. Minimum Requirements:

The Contractor shall provide a system that meets all technical specifications identified below. All items must be new. Used or remanufactured equipment will not be considered for award. Experimental, prototype, or custom items will not be considered. The use of “gray market” components are not authorized for sale in the U.S. by the Contractor is not acceptable. All line items shall be shipped in the original manufacturer’s packaging and include all original documentation and software, when applicable.

1. Electric batter powered required

2. 3 wheel or 4 wheel will be considered

3. Cushioned tires-non marking for lab environment

4. Active Stability control

5. Height detection indicator

6. Speed controls (active system to help prevent instability)

7. Tip over protections for lateral motion (active systems to decrease likelihood)

8. Tip over protection mast controller for longitudinal motion (active system to help decrease likelihood)

9. AC drive and lift System for enhanced power and battery life

10. Automatic fork leveling

11. Best available visibility mast assembly to ensure sight of loads and forks during operation

12. Mast tilt minimums 6.0 degrees forward and 5.0 degrees backwards

13. Minimum lift capacity 2500lbs (at 24” load center) (forks may need to be shorter than normal based on following length requirements)

14. If shorter forks are required, a standard set should be included for use in general areas that are not accessed by the elevator.

15. Maximum overall length of forklift including forks is 112” (forks can be shortened to 42” to make this requirement if needed) requirement is due to freight elevator limitation.

16. Maximum Fork Height - 189” minimum

17. Overall Lowered Height - 83.1” maximum

18. Over max height of forklift is 83.5”

19. Free Lift - 35" minimum

20. Tapered forks

21. 36" High Load Backrest minimum

22. Forks must be able to side shift

23. Knob on steering wheel preferred

24. Rear view mirrors left and right

25. Back up alarm

26. Fire extinguisher

27. Strobe light and a fixed rear light

28. Built in charging system (or stand alone, but must be supplied)

29. Single point watering system

30. Anti-rollback on ramps

32. Auto power off to preserve battery life

33. Parking brake (automatic preferred if operator leaves lift)

The following specifications are preferred features but are not required to meet minimum requirements.

Standards of Acceptance: The NIST OU Representative shall review the deliverables and respond with an acceptance or request for revision email to the Contractor Point of Contact (POC) within 30 days of receipt of deliverable. This section applies to deliverables which must be reviewed and approved for acceptances (draft plans, drawings, etc.)

V. Delivery Terms Delivery shall be F.O.B Destination and shall occur in accordance with the delivery due dates provided in the above table.

FOB Destination means: The contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. The contractor shall deliver all Line Items to:

VI. Inspection and Acceptance In addition to the inspection and acceptance terms articulated in 52.212-4, the Government reserves the right to perform such performance tests and evaluations as defined below to verify specified system performance. Such tests and evaluations, if performed, shall be conducted within the environment that the system is to be operated. The Contractor has the right to be present during the tests and evaluations, if performed, at the Contractor’s expense.

NIST may choose at its discretion to forego this part of acceptance testing.

A visual inspection of the equipment will be performed by the NIST COR to identify surface defects or any form of indication that any equipment was damaged during transport to NIST. The Government shall have sole discretion to require repair or replacement of damaged and/or nonconforming supplies at no cost to the Government. The Government at any time prior to acceptance shall reject the equipment due to defects and/or nonconformance.

Ownership of the equipment shall transfer to NIST upon acceptance by the Government.

The Government will test, inspect, and accept or reject the equipment within 30 working days of the receipt of the equipment unless otherwise indicated above. The Government reserves the right to conduct quality assurance testing to confirm that a given instrument(s) meets the manufacturer’s and/or the Government’s performance specifications. It is anticipated that the equipment will meet all manufacturer’s specifications and/or the Government’s performance specifications identified in the most recent operations and maintenance manual for each piece of equipment and/or in this document.

VII. Warranty The contractor shall provide a one (1) year warranty the entire after receipt of the equipment and shall be in accordance with terms in FAR 52.212-4. Warranty shall commence upon acceptance of the system by the Government. The contractor shall provide options for an extended warranty for up to a total of 4 years if available.

VIII. Payment Schedule Advance payment is not authorized. The Contractor must invoice in arrears according to the payment schedule. The Contractor shall be paid, in accordance with Net 30-day payment terms, upon receipt and acceptance of a proper invoice, in accordance with the following schedule:

NOTE: Partial shipments and partial invoices will not be accepted, unless otherwise requested and accepted by the Contracting Officer prior to award offer. Proposed payment schedules shall be submitted with vendor’s response to the RFQ for consideration.
