STATEMENT OF WORK (SOW)
Project: Janitorial Cleaning Services for FDWSRU
GENERAL INFORMATION
1. Scope of Work:
USDA Agricultural Research Service (ARS), Foreign Disease Weed Science Research Unit (FDWSRU), located on Fort Detrick, in Frederick, Maryland, needs daily janitorial cleaning services for mixed use, labs and offices, building. Located within Frederick County, MD or within 30 miles of 1301 Ditto Avenue, Frederick MD, contractor will provide services in accordance with all terms, conditions, provisions, schedules and specifications of this document.
CONTRACTOR REQUIREMENTS
2. Contractor Supplied:
a) furnish all necessary transportation.
b) provide weekly onsite supervision and labor reviews.
c) provide sufficient labor for cleaning services needed.
d) sufficient labor to provide back up during unexpected illness or planned personal leave for staff.
e) onsite supervisory visits to provide adequate support to cleaning staff, especially with unusual situations or if onsite training is needed to use appropriate cleaners and equipment to provide efficient and adequate service.
Technical Requirements and Specifications:
Building 1301 Janitorial Services, Provided 2 times per week minimum:
Entry Areas:
| Sweep and vacuum entry mats. |
| Sweep and damp mop tile floor. |
| Clean entrance glass doors, secondary door glass and/or glass block wall. |
Dust and remove cobwebs are on or around doors, walls, ceilings, lights, windows, and sills
| Stairwell Areas (3): |
| Sweep and damp mop. |
| Clean and sanitize handrails and doorknobs. |
Dust and spot clean walls.
Dust and remove cobwebs are on or around doors, walls, ceilings, lights, windows, and sills Hallways:
Dust/dry mop VCT floors.
Dust and remove cobwebs are on or around doors, walls, ceilings, lights, windows, and sills Washrooms: (4)
| Empty wastebaskets, change liners. |
| Refill all dispensers to normal limits. |
| Clean and sanitize sinks and vanities. |
Clean and sanitize toilets.
Dust and remove cobwebs are on or around doors, walls, ceilings, lights, windows, and sills
| Break Room/Kitchen: | |
| Clean microwaves, toaster oven and appliances. |
Clean and sanitize sink and countertop
| Clean and sanitize tabletops |
| Refill all dispensers to normal limits. |
Damp clean chairs.
Empty waste baskets and replace liners, wipe down exterior of wastebasket if needed Spot clean walls, window ledges, doors, and cabinets.
Dust mop and damp mop tile floors.
Dust and remove cobwebs are on or around doors, walls, ceilings, lights, windows, and sills Disinfect High Touch Surfaces:
Door handles / Push plates / Door Bars Copier buttons Light Switches Sink faucet handles Kitchen cabinet/drawer handles Microwave, refrigerator door, toaster oven and regular over handles
Building 1301 Janitorial Services, Provided 1 time per week minimum:
Office Areas (administrative and scientific):
| Dust and remove cobwebs on all open areas on furniture including desks, tables, and counters. |
| Dust and remove cobwebs on all exposed filing cabinets, shelves and window and sills. |
Dust and remove cobwebs on window and door blinds Empty waste baskets and replace liners, wipe down exterior of wastebasket if needed Spot clean desk and tabletops.
Dust and remove cobwebs are on or around doors, walls, ceilings, lights, windows, and sills Low dust all horizontal surfaces to head height including sills, ledges, moldings, picture frames, heating units, etc.

| Clean and polish mirrors. |
| Spot clean walls, doors, window ledges, shelves, and cabinets. |
| Sweep and sanitize mop tile and VCT floors. |
| Clean and disinfect stall partition walls and doors |
Building 1301 Janitorial Services, Provided 1 time per month minimum:
| All Areas: | |
| Spot clean walls and doors. | |
| High dust above head height. | |
| Break Room/Kitchen: | |
| Clean interior of two refrigerators in lunchroom | |
| Outside Employee Entrance Gate: | |
| Clean exterior cigarette sand box to remove old cigarette butts |
Entry Areas:
Remove entry mats, dry sweep/mop, and wet mop under mat areas.
3. Government Furnished:
a. All consumables, such as paper and plastics, hand soaps and sanitizers, disinfectants, hard surface cleaners and germicidal detergents.
b. Typical janitorial equipment, such as vacuum(s), duster(s), pole duster, toilet bowl brush(es), buffers, blade and chariot style floor cleaners.
4. Safety & Security Requirements:
a. Access to the site by the Contractor shall be coordinated with the Location Monitor.
b. Must clear T1 suitability with the USDA prior to starting work to begin work at facilities. Instructions are provided by the USDA staff when contract is awarded.
5. Federal Holidays:
a. The following is a list of the federal holidays. Work is normally not conducted on federal holidays, however, additional work hours may be authorized for the convenience of the Contractor upon written approval of the Location Monitor.
b. Normal Hours of Operation: Monday through Friday, 8:00 AM to 4:30 PM, excluding Holidays.
c. Federal Holidays: The Federal Holidays observed by the Federal Government are:
New Years Day Martin Luther King, Jr.’s Birthday Presidents Day Memorial Day Juneteenth Independence Day Labor Day Columbus Day Veterans Day Thanksgiving Day Christmas Day
When one (1) of the holidays falls on Sunday, the following Monday shall be observed as a Federal Holiday. When a holiday falls on a Saturday, the preceding Friday shall be observed as a Federal Holiday by U.S. Government Agencies. Also included would be any day specifically declared by the President of the United States of America as a Federal Holiday.
