THIS REQUIREMENT IS FOR THE WARC LOCATED IN LAFAYETTE LOUISANA WITH THE EXPECTATION TO EXPAND THE SYSTEM TO THE WARC IN GAINESVILLE FLORIDA AT A LATER DATE.
**The description of the requirement for the WARC in Gainesville has been included for reference since the system must possess the ability to be integrated and managed end to-end from either location.
1 General Description
1.0 Summary
Wetland and Aquatic Research Center has a requirement to replace/upgrade its existing physical access control system (PACS) located in the Lafayette, LA office (WARC-LA) and convert/replace the existing “manual locking configuration” in the Gainesville, FL office (WARC-FL) while integrating both sites under “one” Enterprise Physical Access Control System (E-PACS)/PACS system.
WARC-LA’s existing PACS infrastructure is a Tyco Security Products and is comprised of Software House’s CCure 800/8000 Model 10 (version 10.1.0) with a badging station, combination of apC (8x & L) panels, power distribution unit (PDU) panels, and HID/Software House readers.
WARC-FL’s existing manual door locking mechanisms consist of a combination of Keyless Door Locks (Alarm Lock DL3000 & Adams Rite AR3090) installed on doors throughout the center.
The new Enterprise Physical Access Control System (E-PACS) must adhere to conformance and compliance referenced by GSA’s support of interoperable and standards-based Identity, Credential, and Access Management (ICAM) technologies throughout the Federal Government. And possess a “proven” capability of integrating with an Avigilon security camera system currently located at WARC-LA. The current Avigilon system is a model VMA-AS3-16P12-NA running Avigilon Control Center 7 Software.
New E-PACS software shall seamlessly integrate to the existing Avigilon Control Center Software listed above. Provide full integration between the CCTV system, access control system, and the intrusion detection system (if applicable). Integration shall be software based requiring no external hardware or modules of any sort. This integration of E-PACS with the Avigilon ACC Video Management System will provide end-to-end management from a “single” application while ultimately reducing the yearly maintenance & management cost for both centers. See attached GSA_FIPS.pdf for complete details.
The PACS/E-PACS for WARC-LA & WARC-FL (or one main system component at one site with an “extension” at the other site) must possess the ability to be integrated and managed end- to-end from either location.
Note: Where WARC is listed will refer to both sites; WARC-LA & WARC-FL
2.0 Scope of Services Requested.
2.1 Provide and install all required controller(s), sub-panels, PDU’s, racks, software and other miscellaneous items required for a fully functional E-PACS system at each facility.

3.1.2 Selected readers will replace existing HID & Software House type readers ensuring that all input(s)/output(s), locking mechanism(s), door holder(s)/opener(s), etc. associated with that door (or area) are provisioned/operate correctly and are accessible to the system for managing/monitoring, etc. See supporting documentation regarding doors, readers, locking mechanisms, locations, etc.
· LocationMap_WARC-LA.pdf – center map with door location
· DoorInfo_WARC-LA.pdf – door/reader and input
· Replacement of current locking mechanisms is not required unless they are not compatible with E-PACS/reader, etc.
3.1.3 Where applicable the reader location may require modifications for the selected reader ensuring that it is securely mounted and coincides with existing area décor.
3.1.4 Add a new reader for Credential Room (reader name SMARTC, location J1 on map)
· Integrate and install the previously purchased items below to the Credential Room reader provided there are no interconnectivity issues, otherwise please include replacement in quote
