STATEMENT OF WORK

Oklahoma City VA Health Care System CPRS Software Facility Contract

A. GENERAL INFORMATION

1. This solicitation uses a Brand Name or Equal description of the SupraVISTA Brillians Clinical Cognitive Support System. The proposed system must meet patients’ and providers’ needs that are specific to VHA settings and provide clinical cognitive support features (clinical intelligence) and essential tools for efficiency and productivity.

The software is needed to:

• reduce clinical errors and improve patient safety using automated data analysis and better data visualization

• increase clinician productivity without compromising the quality of care

• help ALL clinicians in the health care system including: primary care providers, specialists, hospitalists, inpatient and outpatient nursing staff, clinical pharmacists, dieticians and more; to meet clinicians’ needs that are NOT met by the Computerized Patient Record System (CPRS).

2. Scope of Work:

The Contractor shall provide a Brillians (or equal) license for the Oklahoma City VA Health Care System staff, which allows use of the licensed commercial, off the shelf software application on unlimited number of workstations by unlimited number of users, as well as product updates and technical support for the duration of the contract. The Contractor will also provide complete support of the application, from installation and configuration assistance to user training for the implementation to be successful.

Required Salient Characteristic:

· Must seamlessly and safely works with VHA’s electronic health record (VistA/CPRS).

· Must be able to be used along with CPRS with no negative impact on CPRS’ functionality.

· Must offer automated rule based analysis of clinical data at point of care, and work with VHA’s existing IT architecture.

· Must provide automated alerts and problem-centric reports at point of care, which are central to patient safety, quality of care and provider productivity.

· Provide features such as:

1. Automated data analyze that looks at hundreds of data elements in patient’s chart and create a “short list” of items that need clinician’s attention (“Alerts”) to reduce the risk of clinical errors due to “missed finding.”

2. Problem-centric and System-centric views (“Reports”) that aggregate all the relevant data about a given medical condition or a body system, allowing the clinician to find all the information in one place rather than search for each desired element on different tabs of CPRS.

3. Prescription Writer

4. Letter Writer (interactive and batch mode)

5. Progress Note Writer

6. Task Manager

7. Data Mining

8. Medical Calculators

9. Medical Scales

10. Context relevant links to medical reference resources on the web (info buttons)

11. Extensive document search beyond what is provided by CPRS (e.g., Find documents by partial progress note and consult titles and search within text of the found documents).

3. Background: For patients to receive the highest quality care, our staff and clinicians must have access to the best tools available for treatment and documentation. Currently, our staff are limited to the search tools available within CPRS to execute chart reviews, batch-automate notes and letters for Veterans. A better automated feature is needed to reduce the administrative burden that is placed on clinical staff each day due to the limited features within CPRS.
