T&E Habitat Restoration Prioritization Map- SNDO

1.1.0 General Project Statement Description of the Project: The Bureau of Land Management (BLM) Southern Nevada District Office requires professional services to create map layers for siting and prioritizing Threatened and Endangered Species habitat restoration actions.

BLM requires map layers for the Southern Nevada District Regional Mitigation Strategy Team. This map will be used to identify areas within the district on disturbed BLM land in the Mojave Desert where restoration projects can maximize conservation outcomes and efficiency of available funds. All assessments will be conducted within the context of BLM’s Mojave Desert Rapid Ecoregional Assessment and the Resource Management Plan (as amended) for the Southern Nevada District. The the map layer can then be used by BLM staff to site restoration actions in a Geographic Information System (GIS).

The Contractor shall furnish all labor, materials, tools and equipment required to execute and complete the work as specified in the contract schedule.

The Contractor shall prepare, process, and coordinate all required reports and file documentation with the BLM. The following is a general listing on what is to be done and is not considered complete.

1. Restoration Map: The contractor shall create an ecological value index to assign a single conservation value to each acre (or pixel) of BLM land. This index shall combine conservation targets, such as species of concern, special soil types, location of previous restoration efforts, into a single value. Each conservation target shall be estimated based on the contribution of environmental attributes, such as current vegetation cover and elevation as well as anthropogenic disturbances, such as distance from roads or transmission corridors. Then the contractor shall combine the ecological value index with land management constraints based on legal and desired protective status.

2. Government outreach and representation: The contractor may be asked to meet and represent the BLM’s interest with advisory councils, protestors, public meetings, and local and State public officials.

1.2.0 Location of the Project Areas: The project area is all BLM managed land within the BLM Southern Nevada District Office except the Nellis Training and Testing Range, Dry Lakes Solar Energy Zone, other designated leasing areas and the SNPLMA disposal boundary.

1.3.0 Prework Conference: Prior to beginning work the Contractor shall attend a Prework Conference to present a detailed plan for discussion and BLM review. The meeting will be held at the BLM Southern Nevada District Office in Las Vegas, NV. The plan shall include:

a. The Work Plan, as detailed in 1.1

b. The Implementation schedule as detailed in 1.4.0

c. Timeline schedule for initiating, accomplishing, and completing the project work.

d. Procedures and personnel to be utilized by the Contractor.

1.4.0 Implementation schedule: The Contractor shall take the lead in the project and provide the BLM a detailed task list and project schedule for all tasks and work to be performed by the Contractor and the BLM’s staff and management. The schedule shall accurately describe the time to prepare each map layer. The schedule should reflect an optimal timeline and another that considers the risks in creating the map.

1.5.0 Initial Coordination:

1. Coordination Meeting – Following the pre-work conference and BLM’s notice to precede the Contractor should conduct interviews/meetings with BLM personnel to determine project requirements, determine appropriate external design considerations, and review the terms and conditions of the Task Order. This information is to be shared with the BLM. The Contractor shall provide meeting minutes and written responses to comments within one week of the meeting. Meetings should be held at a location preferred by the BLM (e.g. the BLM Southern Nevada District Office in Las Vegas, NV). Meetings may also be conducted virtually.

1.6.0 Communication during Project: Various methods of transmitting correspondence and other contract documents may be used on this project, as cited below:

1.7.0 Contractor Requirements: As part of the contract specifications, include requirements that the Contractor responsible for creating these map layers be experienced in this type of work. It is important to the BLM to minimize the risks associated with the process.

1.8.0 Contractor Acceptance Criteria: Contractor proposals should be evaluated on the Contractor’s ability to minimize risk to the BLM. This includes streamlining the pre-/post- mapping process and meeting project delivery dates; Professional experience and knowledge with related tasks; past working relationships with BLM on similar projects; former employment experience; and overall cost for professional services.

1.9.0 Government-Furnished Items: The contractor may submit requests for information (RFI) such as project records, files, and maps, as needed to complete the project. The BLM may, or may not, have the information the contractor requests, or have the resources available to provide the information within the time requirement requested by the contractor.
