STATEMENT OF WORK
for Purchase and install of sintering oven for use with Markforged Metal X metal printer at
PUGET SOUND NAVAL SHIPYARD & INTERMEDIATE MAINTENANCE FACILITY (PSNS&IMF)
Bldg. 431, 2nd Floor, SW Corner
1. SCOPE - This statement of work summarizes those characteristics that are essential to the minimum needs of the Government for an on-site installed sintering oven to be installed in Building 431, 2nd Floor, SW corner in the Additive Manufacturing area at Puget Sound Naval Shipyard & Intermediate Maintenance Facility (PSNS & IMF) Bremerton, WA site.
1.1 This system is to include the equipment delivery and installation of the equipment as specified herein.
1.2 It is the Government’s intent that the Contractor, awarded this contract, be responsible for the accomplishment of all work detailed by this specification.
1.3 The existing additive manufacturing area consists of multiple printers that require a sintering oven capable of aligning with and maintaining current OEM warranties.
2. PROJECT REQUIREMENTS & SPECIFICATIONS
2.1 This project consists of sintering oven installation and training, as well as three years of OEM technician assistance as needed.
2.2 Sintering oven must be compatible with the current Metal-X systems provided by Markforged. There are currently two existing Markforged Metal-x printers in operation within the Additive Manufacturing department.
3. CONTRACTOR RESPONSIBILITIES
3.1 The contractor shall be responsible for the following:
3.1.1 Deliver, assemble, install, and operationally test all operational capabilities of the furnace. PSNS&IMF Contracting Officer Representative (COR) will collaborate with the Contractor to schedule installation.
3.1.2 Proper removal and/or disposal of all waste, materials, and packing generated.
3.1.3 Furnish labor and material handling equipment for off-loading and placing items within reasonable conditions and unforeseen situations.
3.1.4 Install and connect internal electrical wiring. PSNS&IMF will coordinate and perform final connection from building power to feed junctions.
3.1.5 Provide complete documentation of all technical data that applies to the installation, operation, maintenance, repair, testing and installation.
4. GOVERNMENT RESPONSIBILITIES
4.1 PSNS&IMF electricians will coordinate and perform the final connection between building power and the feed junctions.
4.2 Ensure the building space and managers have all been briefed for job expectations to ensure safety of all employees in, near or around production of project. Identify location of material off-load, laydown and vehicle delivery location at the time of site visit.
5. MISCELLANEOUS
5.1 METHODS AND SCHEDULES: The work shall be executed in a manner and at such times as to cause the least practicable disturbance to the occupants of the buildings and normal activities of the PSNS&IMF.
5.2 PRIOR TO COMMENCING WORK: The Contractor representative(s) shall meet in conference with the PSNS&IMF Contracting Officer (KO) or Contracting Officer Representative (COR), shop supervision, and other necessary PSNS&IMF personnel to discuss and develop mutual understandings relative to safety, methods and schedules, security, waste management and any other subject necessary for a smooth and successful operation.
5.3 BUILDING SITE
5.3.1 DELIVERY ADDRESS:

5.4 ADMITTANCE TO THE WORK SITE: Upon contract award, employees or representatives of the Contractor will require access to the PSNS&IMF Controlled Industrial Area (CIA) and shall be admitted to the work site only after they have been issued a Security Pass/ID Badge at Building 981.
NOTICE: Persons who are currently on probation or parole from a felony conviction cannot qualify for a Security Pass/ID Badge and will be denied access to the PSNS&IMF CIA.
5.4.1 Ten (10) business days prior to an on-site visits/installation, the Contractor will complete the visitor information portion of the PSNS&IMF “Visitor Badge Request”, PSNS Form 5512/127, and if a vehicle is deemed necessary by the COR, a “Vehicle Pass Request for Access to the Controlled Industrial Area (CIA)”, PSNS&IMF Form 5530/25.
5.4.2 Upon receipt of the Visitor Badge and/or Vehicle Pass requests, and at least five (5) business days before the NAVSEA CIA badges are needed, the sponsor (typically the COR or the Receiving Activity Point of Contact) will submit the request(s) to the Naval Base Kitsap – Bremerton Pass and I.D. Office.
5.4.3 PROOF OF CITIZENSHIP: Contractors working within the CIA are required to be United States citizens and must show proof of citizenship (see Navy Commercial Access Control System (NCACS) or solicitation/award documentation) prior to receiving a NAVSEA CIA badge.
5.4.4 Contractors will be allowed to bring company vehicles into the CIA based upon the nature of their work as determined by the Commanding Officer Representative in conjunction with the Industrial Security Officer.
5.5 WORKING HOURS: All work is to be performed during PSNS&IMF’ s regular work hours from 7:30 a.m. to 4:00 p.m., Monday through Friday except for Federal Holidays.
5.6 RESTRICTIONS
5.6.1 RESTRICTED COLORS: PSNS&IMF uses the colors magenta, yellow, red and blue to identify specially controlled materials. The Contractor is specifically prohibited from using magenta, yellow, red or blue colored plastic wrapping materials or bags, tape, or other covering materials.
5.6.2 RADIO RESTRICTIONS: Operation of privately owned citizens band or amateur radio equipment (receive and transmit) within the geographic limits of PSNS&IMF is prohibited.
5.6.3 COMPUTERS AND CELLULAR TELEPHONES: The use of company or privately owned personal computers and cellular telephones without photographic capability by contractor personnel at PSNS&IMF is restricted but not prohibited as outlined below.
A. Company Owned Computer Equipment is only authorized for companies under current contract with the U.S. Government. If the KO/COR deems use of company-owned computer equipment necessary to execute the contract, the KO/COR is required to complete and submit an “AIS Security Survey for Visitor Computer Equipment” PSNS&IMF Form 5239/49 10 business days prior to use.
B. Privately Owned Personal Computers and peripherals are prohibited at PSNS & IMF.
C. Cellular Telephones without photographic capability (as defined in Section 5.6.4 below) are authorized at Naval Base Kitsap and PSNS&IMF Government Activity. Talking on a cellular phone is not permitted at any time while driving anywhere within the Government Activity.
5.6.4 PHOTOGRAPHY/RECORDING: Contractor personnel are prohibited from having photographic equipment (including cell phones and watches capable of taking pictures), tape recorders, zip drives, personal electronic management devices, or other recording devices in their possession while inside the government Controlled Industrial Area (CIA). The detail list of Prohibited Items is available upon request from the COR.
