Statement of Work Preventive Maintenance for Mettler-Toledo Mass Comparators
Introduction The contractor shall provide preventive maintenance for a group of high precision Mettler-Toledo mass comparators.
Background The NIST Mass and Force Group uses a variety of high precision mass comparators to maintain and disseminate an SI-traceable mass scale to the US Measurement System. These instruments are very sensitive and require periodic adjustment to maintain their high level of performance. It has been over four years since the NIST mass comparators have had routine maintenance, so we are requesting the acquisition of this service to comply with the NIST Quality System requirements of using equipment that is appropriate for the accuracy of the required results. Only Mettler-Toledo authorized technicians shall perform the preventive maintenance on the following instruments.

Specific Tasks CLINs 0001 -0002:
The Contractor shall provide the following for all twenty one (21) Comparators described under minimum requirements:
· Cleaning of parts critical to mass measurement
· Inspection and adjustment of turntable level and alignment
· Alignment and leveling of mass pan
· Inspection and adjustment of weighing cell
· Replacement of display battery if required
· Evaluation and tuning of electronics supporting weighing cell if required
· Standard deviation test using customer weights
· All services must be performed by Mettler-Toledo technicians certified for the listed equipment listed. Note: some technicians might be foreign.
Inspection and Acceptance In addition to the inspection and acceptance terms articulated in 52.212-4, the Government reserves the right to perform such performance tests and evaluations as defined below to verify specified system performance. Such tests and evaluations, if performed, shall be conducted within the environment that the system is to be operated. The Contractor has the right to be present during the tests and evaluations, if performed, at the Contractor’s expense.
All Government testing will be completed within five (5) working days after maintenance is performed.
Acceptance testing shall include:
1. Visual evaluation of comparator operation.
2. Standard deviation testing using A-B-A mass comparisons
3. Linearity The place of acceptance shall be:

Warranty The contractor shall warrant the entire system for a period of at least one (1) year. The warranty must include unlimited telephone/e-mail support for questions regarding operation. All costs including parts, labor, travel, and other expenses necessary to repair the system shall be borne solely by the contractor at no additional cost to the U.S. Government. Warranty shall commence upon acceptance.
Payment Schedule The Contractor shall be paid, in accordance with Net 30-day payment terms, upon receipt and acceptance of a proper invoice, in accordance with the following schedule:
1. 100% after receipt and acceptance by the TPOC of fully delivered system.
1. The Government anticipates inspection will occur upon:
1. After the testing procedures set forth in this document have been complete General Information Hours of Operation: National Institute of Standards and Technology (NIST)’s normal duty hours are Monday through Friday, 8:30 a.m. to 5:00 p.m. with the exception of Federal holidays. Work will be coordinated with the NIST Technical Point of Contact (TPOC) after the delivery.
Safety: The Contractor employee shall be responsible for knowing and complying with NIST installation safety prevention regulations (http://www-i.nist.gov/mml/safety/policies/index.htm.) Such regulations include, but are not limited to, general safety, fire prevention, and waste disposal.
Security: NIST is a restricted campus. An identification badge is required for access for entry into buildings and also is shown to the armed Security Police when entering the campus.
Identification Badges: Contractor employees shall comply with NIST identification and access requirements. The Contractor employee is responsible for absences due to expired identification and access documents. Each Contractor employee shall wear a visible identification badge provided by the NIST Security Office. The badge must show the full name, title, and if required by NIST, the words “Contractor” in front. The Contractor employee shall turn in the NIST identification badge and vehicle pass to the TPOC, COR, or Contracting Officer (CO) upon termination of their services under this contract.
Contractor Registration: The contractor will provide the name and citizenship information of the on-site technician(s) to the NIST TPOC prior to arrival. The TPOC will submit the name(s) and citizenship information to the NIST Office of Security in order for a given Contractor employee to enter the NIST campus to perform on-site preventive maintenance or repairs of the instruments.
Vehicle Registration: All Contractor employees must register their vehicles with the NIST Security Office to gain access to the campus. A valid driver’s license, Government-furnished civilian ID, proof of insurance and current registration must be presented to the NIST Security Office, at which time a NIST vehicle pass will be issued. The pass shall be displayed on the vehicle’s rear-view mirror in accordance with instructions. The Contractor employee shall follow NIST procedures for removal and turn-in of the vehicle pass upon termination of services under this contract.
