Statement of Work: Cleanroom Garment Supply

CLIN0001: Base year (year one (06/02/2024 - 06-01/2025)) of cleanroom garments supply, in accordance with the statement of work, below.

CLIN0002: option year 1 (06/02/2025 – 06/01/2026)

CLIN0003: option year 2 (06/02/2026 – 06/01/2027)

CLIN0004: option year 3 (06/02/2027 – 06/01/2028)

CLIN0005: option year 4 (06/02/2028 – 06/01/2029)

Background

The National Institute of Standards & Technology (NIST) seeks to acquire a cleanroom garment supply to support nanofabrication in the Center for Nanoscale Science and Technology (CNST) user facility and Nano Tribology Lab. In the CNST and NanoTribology cleanrooms, the users are required to wear what is commonly known as “bunny suits” on top of their regular attire in order to preserve the cleanliness of the laboratory. The fixed-price award shall be inclusive of the following: weekly or monthly supply of a cleanroom garment inventory, including pickup of the soiled garments and delivery of new ones, garment replacement for garments damaged through normal use, and short-term emergency backup garment inventory. The duration of the contract is one base year plus four one-year options.

Minimum Requirements

The proposed garment inventory shall meet or exceed the specifications identified below:

1. Cleanroom Garment Inventory A. General requirements for the cleanroom garment inventory:

I. The contract shall be an all-inclusive, fixed price contract.

II. The cleanroom garment inventory shall be supplied by the contractor.

III. Contractor may determine if inventory consists of new garments for each delivery or a set of garments that are laundered and returned with each delivery. If laundering, contractor must use facilities compatible with a class 100 cleanroom.

IV. Garments shall be picked up at NIST one time per week, at which point replacement with new or cleaned garments shall be provided to keep garments fully stocked.

V. Deliveries and pickups will be made to two locations at NIST in Gaithersburg MD.

VI. The replacement costs for the damaged cleanroom garments shall be included in the price.

VII. In the case of a short-term, qualifying emergency event, the contractor shall offer solutions to provide cleanroom garment inventory available for use.

B. The cleanroom garment General Minimum Specifications:

I. The clean room garments shall be class 100 compatible and ISO-9001 compliant

II. The clean room garments shall be silicone free III. The snaps shall be stainless steel prong/ring, socket, stud type

IV. The garment fabric shall be 98 % polyester and 2 % carbon, Burlington C3 Nano material, or equivalent.

V. The garments shall be sewn solely with carbon thread, including the seams.

VI. The garment and its fabric shall be made, cut and sewn in the USA.

VII. The garments shall be identified by:

i. Bar code or RFID

ii. Sewn label indicating “NanoFab” and “Nanotribology Lab”

C. Cleanroom Coverall Minimum Specifications Contractor shall supply standard cleanroom coveralls with a zipper down the front and beltron ESD cuffs. The coveralls shall have the following features:

I. The coveralls shall be one-piece with raglan sleeves II. The coveralls shall have a Mandarin collar

III. The coveralls shall have a coil zipper front with wide zipper pull IV. Customer label shall be centered on the inside back, below collar V. All unbound seams shall be overlocked

VI. The coveralls shall come small, medium, large, X large, 2X large, 3X large and 4X large VII. The contractor shall supply white garments

D. Cleanroom Hood Minimum Specifications

I. The hoods shall be an open face hood that snaps under the chin II. The hoods shall have an open face area

III. The hoods shall have a customer label placed at the center back, approximately 2 inches up from the front edge of the rolled hem

IV. All the unbound seams shall be overlocked V. The hoods shall come in small, medium, large, and extra-large sizes

VI. The contractor shall supply hoods in two colors, blue and white. The number of blue and white hoods is specified below.

E. Cleanroom Boot Minimum Specifications

I. The boots shall have cross webbing with ladder lock buckle, back snap, combination 3/8” elastic and webbing at the top closure, 1.5” herringbone twill reinforcement, Fibrosole, preserged.

II. The straps shall wrap around the back of the ankle and cross over the top of the foot.

III. The contractor shall supply white garments IV. The contractor shall supply boots in small, medium, large, extra-large, 2X large and 3X large.

F. Minimum specifications for the cleanroom materials fabric

The garment fabric shall be 98 % polyester and 2 % carbon, Burlington C3 Nano material, gridded fabric, or equivalent (see salient characteristics below).

I. Plain weave II. Weight = 3oz/yd tested in accordance with ASTM-D-3776

III. Thickness = 0.0054 inch tested in accordance with ASTM-D 1777

IV. Air porosity: 1.8-3.0 CFM/ft2 tested in accordance with ASTM-D-737 V. Mean pore size ≤6 microns tested according to the AATCC 76 method

VI. Moisture vapor transport: 1000-1200 g/m2.24hrs tested in accordance with ASTM-E-96 VII. No anti-microbial

VIII. Water impact = 12.0 tested in accordance with AATCC-42 method IX. Tensile strength-warp: ≥180 lbs, tested in accordance with ASTM-5034 X. Grab method – Fill: ≥ 130 lbs tested in accordance with ASTM-5034

XI. Static decay ≤ 0.01 sec tested in accordance with FTM-4046 XII. Surface resistivity (ohm/unit2): ≤ 4.6 x 106 tested in accordance with AATCC 76 method

G. Inventory requirements

2. Weekly Delivery:

A. General Requirements for Garment Pickup and Delivery

I. The vendor shall be ISO-9001 certified.

II. The vendor shall maintain a clean room-only facility to store and/or launder the garments.

III. Garments delivered can be new or laundered, provided they are appropriate for use in a cleanroom environment, per the ISO specification.

IV. The vendor shall scan every garment upon receipt of merchandise at vendor location, and provide NIST with a weekly scan report.

V. The vendor shall provide routine repairs and replacement of garments, damaged or ruined through normal use, at no charge.

VI. The contractor is responsible for pickup and delivery of the garments to two locations at NIST, the CNST NanoFab and the Nanotribology Lab.

VII. At the NanoFab, the contractor shall pick up the dirty garments.

VIII. The contractor shall provide in advance the full name and citizenship of each delivery personnel that will require NIST campus access. For any personnel that are not US citizens or permanent residents, this information shall be provided at least one week in advance.

IX. Full Inventory shall be ready for delivery to NIST within 4-6 weeks of contract award.

3. Damaged garment replacement:

A. The contractor shall offer a program, within the firm fixed price contract, covering damage of the inventory with no additional charge.

B. Garments stained from photoresist will only be replaced when authorized by NIST, unless the contractor determines that the garment should be replaced, however this must not result in any additional cost to the Government.

4. Emergency Backup Supply:

A. In the event of one or more short-term, qualifying emergency events, the contractor shall be responsible for providing solutions for an Emergency Backup Supply gowning items for the CNST NanoFab cleanroom within 24-48 hours. Qualifying events would consist of events that require excessive use of or make unusable the remining weekly portion of the NIST-site inventory. An example of this is if there is an evacuation of the CNST NanoFab cleanroom gowning inventory for any reason due to emergencies that take place in the CNST NanoFab cleanroom and on the surrounding NIST campus facilities. The contractor shall also be responsible for controlling and adjusting the CNST NanoFab cleanroom gowning inventory to accommodate a continually growing research environment.

5. Project Oversight:

A. The contractor is responsible for project oversight, equipment, materials, administration and technical execution.

B. The contractor is responsible for maintaining accurate records of the project activities.

C. The contractor shall provide monthly progress reports to the COR which include:

i. The activities accomplished.

ii. The number of coveralls, boots, hoods and frocks delivered including counts by size.

III. Any problems, risks and recommendations that were brought to the attention of the

COR.

6. Quality Control Plan:

A. The contractor is responsible for developing and maintaining a Quality Control Plan, which is comprised of the quoted process for garment inventory management, any laundering that is employed to provide this supply, delivery and pick-up, and inventory tracking.
