Statement of Work Rolling Weapons Rack Storage

29 May 2020

1. DESCRIPTION OF SERVICES. The contractor shall provide all management, tools, supplies, equipment, and labor necessary to provide and install a rolling shelving system, Hurlburt Field, FL.

1.1. BASIC SERVICES. Mobile Storage Racks are needed to support 23d STS UTCs, TTPs, and AFSOC training. All materials, shipping, installation, and training on proper use are required.

1.2. The contractor shall provide mobile weapons racks capable of storing the following items allowing adequate space for all accessories attached to the weapons:

1.2.1. Weapons racks must be capable of storing: 250 M4A1 Rifles and associated equipment, 250 Surefire Suppressors and associated equipment, 250 G19 Pistols and associated equipment, 10 M870 Modular Combat Shotguns and associated equipment, 12 M249 Automatic Rifles and associated spare barrels and tools, 24 M320 Grenade Launchers and associated equipment, 11 M2A1 Machine Guns with two barrels each and associated equipment, two (2) Mk47 Grenade Launchers and associated sights/equipment, five (5) Mk19 Grenade launchers and associated equipment, 21 M240B Machine Guns along with one spare barrel per weapon and associated equipment, one (1) M107 Sniper Rifle and associated equipment, 150 Mk17 SCAR Rifles and associated equipment, 50 Mk 13 Grenade Launchers and associated equipment, 34 Mk20 Sniper Rifles and associated equipment, six (6) Carl Gustav Recoilless Rifles and sights/associated equipment, 40 M110 Sniper Rifles and associated equipment.

1.3. Associated equipment for each weapons system includes operator’s manual, sight adjustment tools, weapon specific tools, flashlights and cleaning materials.

1.4. Weapons storage solution must be custom to each weapon type and be secure inside the weapons cabinet. “Generic” accessories will not be accepted.

1.5. Weapons storage solution must allow for 20 M4A1 with all associated equipment to be stored on the weapons and accessible without having to move one weapon to access another. A minimum of 4” is required between each weapon, not including the weapon itself and accessories on M4A1’s. In the same cabinet, 20 M9’s and 20 suppressors also need to be stored for ease of access and issue.

1.6. Weapon racks must have fully retractable doors so as to not impede aisle ways or interfere with issuing weapons.

1.7. Each weapons rack must include a locking mechanism to deny unauthorized access to all weapons systems.

1.8. Weapon racks must come with NSN tags clearly visible on the front of each cabinet, indicating DoD authorization for us in U.S. Military Arms Rooms and meeting all physical security requirements.

1.9. Each weapons rack in a row must be secured together from the inside of the cabinet.

1.10. Mobile racks must be mechanically moved via a hand crank assembly.

1.11. Flooring below the racks must be ¾” plywood decking, leveled, and anchored, with a rubberized finished covering.

1.12. Rails must be one-piece rail, laser leveled and fully grouted to prevent carriage drifting and allow for relocation in the future.

1.13. Mobile racks must be fully collapsible.

1.14. Mobile carriages must have ¾” recessed lip to accept weapon racks and provide housing to prevent racks from shifting on carriage platforms.

1.15. Carriages must be a minimum 12 gauge steel construction with a minimum 1,000 pounds per carriage foot capacity.

1.16. The contractor shall provide three (3) personnel duty lockers to integrate with existing personnel lockers.

1.17. Lockers shall be 84”H X 24”W X 24”D and include wooden seat with wet storage drawer underneath.

1.18. The contractor shall provide two (2) nine-drawer parts storage cabinets.

1.19. Cabinets must have divided drawers capable of storing bench stock weapons parts.

1.20. Cabinets must include a locking mechanism to prevent unauthorized access to pilferable weapons parts.

1.21. The contractor shall provide two (2) replacement countertops for existing work benches.

1.22. Counter top #1 dimensions: 6’L X 2’6”W X 2.5”Thickness with stainless steel exterior and wood core.

1.23. Counter top #2 dimensions: 7’L X 2’6”W X 2.5” Thickness with stainless steel exterior and wood core.

2. Compatibility Requirements: Equipment must integrate and be fully compatible with existing Spacesaver and Rousseau Storage Cabinets/Bins. Statements of compatibility from Spacesaver and Rousseau will be required to ensure form, fit and function and not impede any existing or future warranties.

2.1. Contractor shall repurpose as much of the existing components into the new design.

2.2. The contractor will be responsible for the installation and removal of all debris.

2.3. The contractor shall perform a site visit and verify site measurements prior to manufacturing to ensure requested sizes fit weapons systems, weapons parts and within the designated area.

2.4. The contractor shall test the system with 23d STS to ensure all aspects are functioning properly and provide training to the 23 STS personnel on proper usage and safety features.

3. GOVERNMENT FURNISHED PROPERTY AND SERVICES. There will be no Government Furnished Property or Services provided for this effort.

4. HOURS OF OPERATION.

4.1. Normal Hours of Operation: The contractor shall perform the services required under this contract during the following hours: Mon-Fri 0700 to 1600, except for federal holidays.

The contractor may work, with prior approval of the Contracting Officer, extended hours to ensure timely completion of work at no additional cost to the government.

4.2. Recognized Holidays: The contractor is not required to provide service on the following days: New Year’s Day, Martin Luther King Day, Presidents Day, Memorial Day, Independence Day, Labor Day, Columbus Day, Veterans Days, Thanksgiving Day and Christmas Day. If the holiday falls on Saturday, it is observed on Friday. If the holiday falls on a Sunday, it is observed on Monday.

5. BASE ACESS.

5.1. Contractor/Employee Base Pass and Identification, Special Clearances, and Vehicle

Passes: The contractor shall obtain base identification and vehicle passes, if required, for all contractor personnel. Contractor personnel are required to wear or prominently display installation identification badges or contractor-furnished contractor identification badges while visiting or performing work on the installation. The contractor shall submit the employee listing to the Contracting Officer no less than 3 days prior to the performance start date and at least one day prior as changes occur. Employees with active warrants or felonies will not be granted access to the base.

5.2. The Contractor Employee List: This form shall list every employee requiring base access.

Every time employees change, it shall be updated to reflect additions and/or deletions.

Identify those individuals you wish to have escort authority by including the word “escort” or “E” next to their names. Limit the number of individuals designated as escorts to one or two. For work locations use building numbers or specify as base wide if applicable.

Once completed, email the list to the Contracting Office representative in EXCEL format.

The Contracting Officer will then prepare a cover letter and then forward the Employee List to the Visitor Control Center.

5.3. Visitor Control Center Documentation: Upon notification of the employee listing being forwarded to the Visitor Control Center (VCC), all contractor employees shall report to the VCC to complete the required documentation for base access. Contractor employees shall be required to provide two (2) forms of identification. If an employee will be driving on Hurlburt Field, they are required to provide a valid driver’s license, vehicle registration, and proof of insurance. NOTE: The section of Commercial gate Control Center administrating this function is closed after 1800 (6:00 p.m.), therefore, employees must arrive prior to this time in order for their documentation to be processed.

5.4. Contract Performance: During performance of the contract, the contractor shall be responsible for obtaining required identification for newly assigned personnel and for prompt return of credentials and vehicle passes for any employee who no longer requires access to the work site.

5.5. Weapons, Firearms, and Ammunition: Contractor employees are prohibited from possessing weapons, firearms, and ammunition on themselves or within their contractor-owned or privately owned vehicle while on Hurlburt Field, FL.

5.6. Smoking, Eating and Drinking: The contractor shall permit smoking; eating and drinking only in 1st Special Operations Wing designated areas.

5.7. Driving License/On-base Requirements: The contractor and employees shall comply with base traffic regulations at all sites. The contractor shall ensure employees have a current and valid state/country driver’s license and government license for the type of vehicle being driven before allowing the employee to operate a government vehicle or personal vehicle on Hurlburt Field, Florida.

6. PROJECTED SCHEDULE:

6.1. Installation: The installation shall not last more than seven (7) calendar days from start of the project. The contractor shall uncrate/unpack all new items and perform required assembly in accordance with the manufacturer’s instructions. Contractor shall remove and dispose of packing material at an off base location.

6.2. Schedule: The contractor representative shall meet with the End User to review the installation drawings/design prior to installation. The contractor shall leave the area clean and free of all debris resulting from this installation. Before commencing work, the installation crew shall notify the 23d STS Armory NCOIC / Flight Commander of the proposed schedule for approval. Additionally, the installation crew will bring the equipment/tools necessary to complete the job and will clean up at the end of each day and before leaving the designated job location.

7. MEASURING, CONVERSION AND GUARANTEE: It shall be the complete responsibility of the contractor to obtain accurate dimensions at the job site and to examine all conditions as they relate to this installation. Skilled technicians shall perform the installation.

All work shall be accomplished in a neat and professional manner.
