Statement of Work BEAR Base, Base course fill 31 August 2020
GENERAL REQUIREMENTS:
1. Supply all material, equipment, and labor necessary to perform all operations in strict accordance with these specifications in this SOW. The contractor is responsible for all required measurements and drawings.
2. Hours of normal operations shall be from 0730 to 1630, Monday – Friday, to exclude all federal holidays. All other dates and/or times must be approved by the government. Clean up shall be done daily within these hours, e.g. pick up scraps, vacuum as needed.
COMPLIANCE:
1. The contractor has sole responsibility for compliance with all applicable federal, state, and local requirements regarding the health and safety of its employees. These requirements include, but are not limited to, the applicable provisions of the Title Codes of Federal Regulations (CFR) and regulatory guidelines regarding asbestos. Contractor must ensure safe and healthful working conditions for its employees
2. The contractor shall comply with all applicable federal, state, and local requirements regarding air emissions. The contractor has responsibility for determining the legal requirements that apply to his activities as well as compliance with those requirements.
SCOPE OF WORK:
Place gravel or crushed concrete in identified locations (shown in Attachment) as stated in the line items to follow. The improved area should be suitable for vehicle and forklift traffic. Contractor will have access to base supply of crushed concrete for use of base course/gravel. Any additional material will need to be supplied by the contractor.
1. The contractor will do cut/fills in order to have the appropriate areas to grade to accept 8” of base course. Suitable material moved can be placed in other areas where needed.
2. The Contractor will scarify and prepare the site for adding Base Course. This includes subgrade preparation, which will also require density and moisture testing as per user’s standard.
3. The contractor will have access to crushed concrete (from reuse area on base) base course as gravel equivalent to build the eleven appropriate areas (noted on drawing) at a depth of 8 inches.
4. The contractor will process and compact (to 95%) the material in 2 lifts, in order to achieve a proper density and moisture level per user’s standard. Testing will need to be done as per user’s standard.
5. The contractor shall maintain a positive drainage flow for all area’s worked on.
6. The contractor will supply and install an 18” culvert to run through the area #4 pad. It will be required to have 12” of Base Course on top of it. Borrow material or engineered fill may be used as a subgrade.
7. The contractor will supply a Power Broom or Sweeper Truck in order to maintain a clean work area.
WORK PER AREA AS SHOW ON ATTACHMENT:
1. In Area #1 Remove 8 inches of the current surface, and then add 80 CBR Base Course.
2. Area #2, Add 25 feet of 80 CBR Base Course at 8 inches is adequate to match shoulders on pad #9, #12, #19, #25. 25 feet will also avoid the shrubbery that has grown in that area.
3. Area #3, add additional base course to areas degraded from watershed and compact/grade as necessary.
4. In Area #4, 150 foot wide pad be built, with a culvert underneath it, which will need a minimum of 1 foot of 80 CBR Base Course coverage on top, tying in Bear Path Rd to Pad #20. The 150 foot width will avoid electrical boxes that are in that area, and allow for access to all 3 driving lanes on Pad #20. Borrow material or engineered fill would be adequate as a sub base material.
5. In Area #5, extend should areas of concrete pads 25 feet north of pad at 8 inches of 80 CBR Base Course will allow Pads #20, #21 and #22 to be extended to the north.
6. In Area #6, a 60 foot width of 8 inch 80 CBR Base Course will be needed to tie in the shoulders from Pads #11 & #22 to the shoulder of the New Perimeter Road.
7. In Area #7, a width of 95 feet of 8 inch 80 CBR Base Course will be needed to tie in the North side of pad 11 to the back of curb area on Tularosa St.
8. In Area #8, a width of 95 feet with an 8 inch depth of 80 CBR Base Course will be needed to tie in the North side of Pad #10 to the back of curb on Tularosa St. This section needs less material as it moves west, so any excess material can be used to shape up the west side of Pad #10 also.
9. In Area #9, place 25 feet wide at 8 inches deep of 80 CBR Base Course will allow the area to be extended to the north, and tie into Pad#2.
10. In Area #10, a width of 50 feet at 8 inches of 80 CBR Base Course is needed to tie in the shoulder of Pad #3 to the edge of Pad #2.
11. Area #11 add 8 inches of 80 CBR Base Course to allow the shoulder areas to be extended for larger vehicles to have easier turning radiuses around this area.
MATERIAL STORAGE AND CLEANUP:
The contractor’s materials and equipment shall be neatly stored and protected at the end of each day. Storage facilities are to be provided by the contractor. Clean up and removal of all debris, spoil, and waste shall be accomplished at the end of each work day. Disposal of old materials and scraps shall be taken off-base during and/or at the end of the project at the contractor’s expense. Upon completion, the premises shall be left in a neat, clean, unobstructed condition, in perfect order and repair. Contractor storage area and trailer parking shall be coordinated with Maintenance Engineering.
WORKING CONDITIONS:
The facility and adjacent area(s) will likely be occupied and utilized during the project phase(s). The contractor shall perform work in such a manner as to cause the minimum of interference to the facility and the surrounding area. The contractor shall be responsible for correcting any damage caused by or incidental to, this project. The occupants will remove computers, books and any small items out of the areas to be carpeted. The contractor shall notify Maintenance Engineering a minimum of five working days to move any equipment and to start the work project. If lifting system or moving of furniture is required for this project, where building occupants are actually working, the contractor shall work areas or an area that can be completed that day so there is minimal downtime for building occupants.
