STATEMENT OF WORK (SOW)
B347 – Restrooms, Shower, & Training Lab – Pope Army Airfield, Fort Bragg, NC
1. DESCRIPTION OF SERVICES
The contractor will provide sustainment services of real property. Ensure the areas worked meet the standards described in this SOW.
2. SCOPE OF WORK
Four primary areas of work require sustainment services of real property to ensure the various areas of the facility are brought up to current requirements.
2.1 Male and Female Restrooms within Building 347, Room# 1164 (Female), Room# 1165 (Male) (Bathrooms located on Network Side), Pope Army Airfield - The contractor will remove and replace all bathroom partitions, bolts, and furnishings. The new partitions and doors will abide by DPW 09 06 00 instructions Floor Mounted Overhead Braced with Stainless Steel Shoes and High-Density Polyethylene HPDE. Contractor will remove any items required to be removed to complete the renovation, i.e., paper towel holders, grab bars, toilet paper dispensers, mirrors and women’s waste disposal item and replace with new paper towel holders (remove and replace paper towel dispensers with modern automatic dispensers’ surface mounted dispenser-coordinate with user on type), grab bars, toilet dispensers, mirror.
Remove and replace all existing bathroom tile, prepare walls and floors – along with floor grates, and replace with new floor tile and new floor grates and wall tile all new tile should be per the DPW standard/requirements. The required surface area for floor is approximately 266 sq. ft. and the wall surface area is approximately 768 sq. ft. Walls to have tile go 4’6’up from the base of the floor then paint gypsum board from the top of the tile to the ceiling. The contractor will remove and re-install latrine toilet for installation of new floor and wall tile. The contractor will also remove the current urinal and install a latrine toilet with partitions. Remove and replace new solid surface counter tops with sinks including backsplashes that coordinate with the color scheme of the tiles being replaced. Remove and replace new grab bars and toilet paper holders. Remove and replace new mirror fixture. Upon removal of all towel dispensers fill and repair drywall before tiling over. Paint - The contractor will remove all objects on the wall, patch up all walls with a smooth consistency, prime wall surfaces, paint the walls, and reattach all previously removed objects. Contractor will paint door frames with approved direct to metal paint. All paint will match the Fort Bragg DPW color scheme.
2.2 Shower Area within Building 347, Room# 1139 (Near Kitchen Area), Pope Army Airfield - The contractor will remove all shower items required to be removed to complete shower renovation i.e., floor tiles and wall tiles from floor to ceiling, floor grates, shower head, knobs and other shower devices, shower rod and curtain. The contractor shall install new floor tile, new wall tiles (floor to ceiling) and the new tile, floor grates, and vent shall comply with the DPW standards/requirements. The contractor shall repaint the ceiling with a water-resistant paint. Contractor shall install new shower rob and curtain. The Fire Alarm shall remain in its current location. The required floor surface area is approximately 45 sq. ft.

2.3 Male and Female Restrooms within Building 347, Room# 1156 (Male), Room# 1157 (Female) (Near Kitchen Area), Pope Army Airfield. The contractor will remove and replace all bathroom partitions, bolts, and furnishings. The new partitions and doors will abide by DPW 09 06 00 instructions Floor Mounted Overhead Braced with Stainless Steel Shoes and High-Density Polyethylene HPDE. Contractor will remove any items required to be removed to complete the renovation, i.e., paper towel holders, grab bars, toilet paper dispensers, mirrors and women’s waste disposal item and replace with new paper towel holders, grab bars, toilet dispensers, and mirror. Remove and replace all existing bathroom tile and floor grates; replace with new floor tile and new floor grates and wall tile all new tile should be per the DPW standard/requirements. The required surface area for the floor is approximately 192 sq. ft. and wall surface area is approximately 640 sf. Ft (360 sq ft wall tile). Walls will have tile go 4’6’up from the base of the floor then paint the rest. The contractor will remove and re-install latrine toilets and urinals for installation of new floor and wall tile. Remove and replace new solid surface counter tops with sinks including backsplashes that coordinate with the color scheme of the tiles being replaced. Remove and replace new grab bars and toilet paper holders. Remove and replace paper towel dispensers with modern automatic dispensers. Remove and replace new mirror fixtures. Upon removal of all towel dispensers fill and repair drywall before tiling over. Paint - The contractor will remove all objects on the wall, strip all existing paint, patch up all walls with a smooth consistency, prime wall surfaces, paint the walls, and reattach all previously removed object. Contractor will paint door frames with approved direct to metal paint. All paint will match the Fort Bragg DPW color scheme.
2.4 Server Floor – Training Lab within Building 347, Room# 1112, Pope Army Airfield. The contractor will remove all objects on the wall, strip all existing paint, patch up all walls with a smooth consistency, prime wall surfaces, paint the walls, and reattach all previously removed objects. The required wall surface area is approximately 306 square feet. All paint will match the Fort Bragg DPW Gray Color Scheme for all interior walls (willow spring), doors & frames (volcanic ash), and ceilings (gypsum). Contractor will paint door frames with approved direct to metal paint. The contractor will move all furniture and objects in the room to grant ability to paint walls, remove and replace all existing trim. Move all furniture and objects back into original locations. The required trim is approximately 17 linear feet. Trim will be Tarkett, 38 Pewter.
Items 2.5, 2.6, and 2.7 are to be bid as options to be exercised within 120-days of contract award, based upon discretion of the 43 Air Mobility Operations Group.
2.5 (Option) Records Room within Building 347, Room# 1126, Pope Army Airfield. The contractor will remove all objects on the wall, strip all existing paint, patch up all walls with a smooth consistency, prime wall surfaces, paint the walls, and reattach all previously removed objects. The required wall surface area is approximately 1,300 square feet. All paint will match the Fort Bragg DPW Gray Color Scheme for all interior walls (willow spring), doors & frames (volcanic ash), and ceilings (gypsum). The contractor will move all furniture and objects in room (excluding cabinets on track system to be removed by the government), remove all existing carpet and trim, prepare all floor surfaces, and install new carpet tiling and trim, and move all furniture and objects back into original locations. The required flooring surface area is approximately 1,400 square feet. The required trim is approximately 165 linear feet. The carpet will match the Fort Bragg DPW Gray Color Scheme of Tarkett, Aftermath II 03026, Flannel 23509 (24 x
24) carpet tiles and trim will be Tarkett, 38 Pewter.
2.6 (Option) SCOO Office within Building 347, Room# 1102, Pope Army Airfield. The contractor will remove one metal rolling service window. Frame existing window opening close both sides with gypsum board. The contractor will remove personnel doorway connecting to the server room, frame opening and close both sides with gypsum board. The contractor will remove all perforated metal wall panels on the wall replacing any damaged gypsum board. The contractor will prime wall surfaces, paint the walls, and reattach all previously removed objects. The required wall surface area is approximately 850 square feet.
Contractor will paint door frames with approved direct to metal paint. All paint will match the Fort Bragg DPW Gray Color Scheme for all interior walls (willow spring), doors & frames (volcanic ash), and ceilings (gypsum). The contractor ensure ceiling grid is securely connected to new gypsum board walls. The contractor will move all furniture and objects in the room to perform the required work. Existing carpet is to remain. The contractor will replace any existing carpet damaged by removal of the perforated metal. The contractor will move all furniture and objects back into original locations. The flooring surface area is approximately 600 square feet. The required trim is approximately 50 linear feet. The carpet will match the Fort Bragg DPW Gray Color Scheme of Tarkett, Aftermath II 03026, Flannel 23509 (24 x 24) carpet tiles and trim will be Tarkett, 38 Pewter.
2.7 (Option) Command Section Open Area within Building 347, Room# 1127, Pope Army Airfield. – The contractor will demolish the service desk structure in the middle of the room and entry doorway dividing the room. The contractor will verify structure is not load bearing prior to removal. The contractor will patch, prime, and paint all areas around demolished structure. All paint will match the Fort Bragg DPW Gray Color Scheme for all interior walls (willow spring), doors & frames (volcanic ash), and ceilings (gypsum).
The demolished area is approximately covering 52 square feet. The contractor will move all furniture and objects in the room to perform the required work. The contractor will repair existing carpet and install new carpet in the demolished area. The contractor will replace the trim and install new carpet tiling and trim.
The contractor will move all furniture and objects back into original locations. The required flooring surface area is approximately 52 square feet. The required trim is approximately 13 linear feet. The carpet will match the Fort Bragg DPW Gray Color Scheme of Tarkett, Aftermath II 03026, Flannel 23509 (24 x 24) carpet tiles and trim will be Tarkett, 38 Pewter.
2.8 DPW Arch/Structural Clearance Comment: Finishes: Conform to the requirements of FBGS 09 06 00
- SCHEDULES FOR FINISHES, all finishes shall be signed off by DPW’s IDG Manager/Architectural Champion. Provide samples no smaller than 4 inches by 4 inches, provide full size samples when practicable that demonstrate the full line of colors and patterns. Where samples are specified in other sections provide samples as specified in other sections. The building interior finishes shall conform to the specified colorway for this facility, which is Warm Grey.
3. WORK HOURS/CONDITIONS
3.1 Work will be performed during normal duty business hours: M-F 7:30am – 4:30pm EST.
3.2 Work will not be performed during military down days which we will notify the contractor ahead of time.
3.3 Work will be done in such as manner as to not interfere with daily communications operations.
3.4 Vehicle placement (parking) and movement shall be coordinated with the facility manager to ensure placement does not interfere with normal operations of the Squadron.
3.5 The contractor will coordinate with the Unit Facility Manager (SSgt Rhys Bailey or A1C Kevin Lessner) to make arrangements for base access.
3.6 The contractor will coordinate with the Unit Project Manager, Mr. Tom Glockzin 910-394-4300, thomas.glockzin@us.af.mil, on matters concerning the project.
3.7 Dust Barriers - Contractor to provide adequate dust barrier in construction areas to prevent dust and debris exposure to computer and work areas. Special care is to be taken to prevent dust exposure to server and data storage equipment areas.
3.8 Clean-up - All construction debris and garbage will be the contractor’s responsibility to remove from the site and dispose of IAW applicable Federal, State, and Local laws and regulations. Contractor will not use government dumpsters for disposal of construction related debris.
4. SECURITY
4.1. All workers shall be legal U.S. Citizens with valid picture IDs who are able to gain clearance on to the military installation.
4.2. No guns, drugs, or illegal paraphernalia will be authorized on the military installation.
4.3. All vehicles, equipment, and containers may be subject to search at any time while on or seeking access to the military installation.
5. INSPECTION AND ACCEPTANCE:
5.1 Upon completion of work, the Unit Facility Manager and Unit Project Manager will inspect the area prior to government acceptance. Contractor will arrange for official walk-through inspection.
