STATEMENT OF REQUIREMENTS

TITLE: CTCMS high-concurrency high-performance computer systems.

LAB REQUESTING SERVICE: Material Measurement Laboratory, Materials Science and Engineering Division

BACKGROUND INFORMATION

The Materials Science and Engineering Division's Center for Theoretical and Computational

Materials Science operates a computational cluster, for which additional capacity is required. The current acquisition will enhance the capability of this cluster by increasing the computational resources available to users for scientific computing.

SCOPE OF WORK

The requirement consists of a number of high-concurrency high-performance computer systems suitable for integration into a resource-managed cluster computing system, and interconnection infrastructure for these systems. We require fifteen (15) high-concurrency computer systems, with options for up to three (3) additional systems.

These systems will be inserted into existing cabinets and use existing connection infrastructure, so equipment racks and cabling are not included in this requirement.

I. SPECIFICATIONS

The Contractor shall provide computer systems according to the specifications below.

High-concurrency high-performance computer systems (15 required)

The high-concurrency, high-performance computer systems must provide the following capabilities.

• A CPU or CPUs totaling 64 cores, capable of running at least 128 simultaneous independent execution threads, clocked at 2.0 GHz or faster, and implementing the amd64/ia64t instruction set. Implementation of very wide vector instructions

(“AVX512”) is not required. Each CPU (or socket, if multiple CPUs) must have memory bandwidth of 204 GB/s.

• Memory totaling at least 512 GB, consisting of error-correcting registered RAM rated at

DDR4-3200 or faster.

• Two 1TB capacity SATA hard drives, rated at 6 GB/s or faster.

• One FDR-capable Infiniband host channel adapter with a QSFP-type connector.

• Connectivity for a keyboard and local console display. Keyboard connectivity may be either USB or PS/2, and video connectivity may be VGA or better, sufficient to drive a text console.

• At least two Ethernet ports provided by RJ-45 connectors, rated at 1 Gb/s or faster.

• A motherboard capable of driving the CPU, RAM, and other peripherals at their full rated speed.

• A chassis housing all the components, able to operate on 208V single-phase electrical power, with sufficient power to drive all the specified devices at their full rated speeds.

The chassis must be a rack-mount chassis, and may not exceed 1U in height. If multiple compute nodes are housed in a single chassis, then the chassis height must not exceed 1U per node. All hard drives must be housed in hot-swap drive trays. Chassis must include rack-mount rails and hardware for standard 19-inch computer equipment racks.

• All hardware must operate correctly at full rated speed in the Linux operating system, under kernel version 4.9 or later.

• The contractor must complete burn-in testing of all components prior to delivery.

• The nodes or multi-node chassis must be delivered fully assembled.

• No operating system or software is required. The government will provide the operating system and application software.

Options:

Additional systems with the same specifications listed under section I.

Option 1:

One additional high-concurrency, high-performance computer system, with the same specifications as above.

Option 2:

A second additional high-concurrency, high-performance computer system, with the same specifications as above.

Option 3:

A third additional high-concurrency, high-performance computer system, with the same specifications as above.

II. GOVERNMENT FURNISHED PROPERTY

The government will supply the operating system and software.

III. DELIVERY

Shall be FOB DESTINATION and shall occur within 30 days after award. However, due to current to access restrictions delivery shall not take place until the contractor coordinates with the designated Technical Point of Contact (TPOC) and Contracting Officer (CO).

Prior to shipment, the Contractor must ensure NISTs campus is open and accepting deliveries. If the restrictions of access to the campus impacts delivery schedules, a modification may be executed by the CO to establish an extended delivery timeframe.

IV. DELIVERABLES

Description Quantity Due Date

High-concurrency computer system 15 30 calendar days after award of this requirement.

Option 1 additional high-concurrency computer system

1 30 calendar days after award of this requirement.

Option 2 second additional high-concurrent computer system

1 30 calendar days after award of this requirement.

Option 3 third additional high-concurrency computer system.

1 30 calendar days after award of this requirement.

V. ACCEPTANCE

Upon delivery of the equipment to NIST, government staff will verify that the correct type and number of components are present, and will operate the systems through boot-up. Once all systems have been booted successfully, the order will be accepted. Any additional issues subsequent to this stage will be remedied through the vendor's support service.

VI. WARRANTY

Three-year warranty on equipment. Vendor will provide replacements for defective parts, including the cost of shipping replacement parts to the NIST site. Defective parts will be returned to the vendor at NIST's cost.

VII. INSTALLATION

The equipment will be installed on-site by the government.
