Statement of Requirements

TITLE: Procurement of a Gas Chromatography Mass Spectrometry System for Forensic Research

Background Forensic science research within the Surface and Trace Chemical Analysis Group (STCAG) is experiencing increased growth, and there is need to procure new technologies for projects that are aiding federal, state, and local forensic laboratories. One required technology is a gas chromatography mass spectrometry (GC-MS) system which represents the current state-of-the-art in these laboratories. A number of research projects, namely in the areas of fire debris, drugs, and explosives analysis are being planned that require the use of a GC-MS system representative of those commonly used in the field. This procurement is to obtain a GC-MS system with specifications of those used in practicing forensic laboratories. The system must be capable of electron ionization (EI) and chemical ionization (CI) to allow for detection of fire debris and drugs

(EI) as well as explosives (CI). The system must also be capable of simantaneous analysis using flame ionization detection (GC-FID) to allow for screening in confirmation of samples in a manner identical to practicing forensic laboratories. Additionally, given ongoing helium shortages, the system must have capabilities to reduce helium consumption, when not in use, and have the option to deploy hydrogen instead of helium (in case of a complete shortage). This procurement also requires additional options to continue service contracts for the instrument beyond the initial warranty period. The procurement of a GC-MS system that is representative of those commonly employed by forensic laboratories and is capable of electron ionization, chemical ionization, and flame ionization detection is needed to assist in ongoing research projects for fire debris, drug, and explosives analysis. The STCAG is therefore looking to procure an Agilent 8890 GC, 5799B MS with associated accessories.

Scope/General Requirements The Contractor shall provide delivery and installation of an Agilent 8890 gas chromatographer and

Agilent 5977B mass spectrometer (GC-MS) system equipped with two capillary columns, two

7693A autosamplers, and a flame ionization detector (FID). The MS component must be capable of converting between electron ionization (EI) and chemical ionization (CI) modes. Modules for helium gas conservation and hydrogen conversion must be included. All necessary software and computer workstations need to be included along with an additional hardware license, to allow for data analysis on a second computer is required.

Only new instruments will be considered with adequate initial on-site familiarization, on-site training, and an initial warranty of at least 1 year. Options for additional years of service contracts beyond the additional warranty period are required.
