About this file
This document is a Statement of Requirements for a solicitation seeking highly parallel high performance computer systems and warranty options. The National Institute of Standards and Technology's Center for Theoretical and Computational Materials Science requires one base line system with GPUs and 64 cores, six additional highly parallel systems with 64 cores each, and three year warranty options for all systems. Delivery must be completed within 30 days of award. Systems will be verified for correct components and boot functionality upon delivery before acceptance.
The solicitation specifies technical requirements for the computer systems including CPU, memory, storage, and networking specifications. One base line system is also required to have four GPUs each with at least 80GB of HBM2e memory and 3456 FP64 cores. The additional highly parallel systems and warranty options are listed as separate line items to be priced individually.

REQUEST FOR QUOTATION NUMBER 1333ND23QNB640643
STATEMENT OF REQUIREMENTS
BACKGROUND INFORMATION
The National Institute of Standards and Technology (NIST)/Materials Science and Engineering Division’s Center for Theoretical and Computational Materials Science (CTCMS) operates a research computing cluster in support of computational materials research. This cluster consists of several highly-parallel computer systems, general-purpose graphical processing unit (GPU) computer systems, and associated support equipment, including data storage systems, power conditioning equipment, racks, switches, and cabling. The Division is refreshing a portion of this cluster and has a requirement for additional high-performance computer systems.
These systems will be inserted into existing cabinets and use existing connection infrastructure, so equipment racks and cabling are not included in this requirement.
SPECIFICATIONS
The Contractor shall provide computer systems meeting all specifications identified herein.
All equipment must be new. Used or remanufactured equipment shall not be considered for award.
Line Item 0001: BASE LINE ITEM - High-performance general-purpose GPU computer system
· A Central Processing Unit (CPU) or CPUs totaling 64 cores, capable of running at least 128 simultaneous independent execution threads, clocked at 2.0 GHz or faster, and implementing the amd64/ia64t instruction set. Implementation of very wide vector instructions (“AVX512”) is not required. The 64 cores may be provided by a single socket CPU, or may be split across multiple sockets. Each CPU (or socket if multiple CPUs) must have memory bandwidth of at least 204 GB/s.
· Four (4) graphical-processing units (GPUs), each with at least 80 GB of HBM2e memory, a memory bandwidth of at least 2,039 GB/s, and at least 3456 64-bit floating point (“FP64”) cores per GPU, connected to the motherboard by a PCIe interface.
· Memory totaling at least 1 TB, consisting of error-correcting registered RAM rated at DDR4-3200 or faster.
· Two 960 GB capacity or larger SATA hard drives, rated at 6 GB/s or faster.
· One HDR-capable InfiniBand host channel adapter with a QSFP-type connector.
· Connectivity for a keyboard and local console display. Keyboard connectivity must be either USB or PS/2, and video connectivity must be VGA or better, able to drive a text console.
· At least two Ethernet ports provided by RJ-45 connectors, rated at 1 Gb/s or faster.
· A motherboard capable of hosting the CPU, RAM, GPUs, and other peripherals at their full rated speed.
· A chassis housing all the components, able to operate on 208V single-phase electrical power. All components must operate at their full rated speeds. The chassis must include rack-mount rails and hardware for standard 19-inch computer equipment racks.
· The system will be air-cooled, and must not require chilled water.
· All hardware must operate correctly at full rated speed in the Linux operating system, under kernel version 5.10 or later.
· The contractor must complete burn-in testing of all components prior to delivery.
· The node chassis must be delivered fully assembled.
· No operating system or software is required. The Government will provide the operating system and application software.
Line Item 0002: BASE LINE ITEM - Highly-parallel high-performance computer systems (six required)
The 64 cores may be in a single socket CPU, or may be split across multiple sockets. Each CPU (or socket if multiple CPUs) must have memory bandwidth of at least 204 GB/s.
· Memory totaling at least 512 GB, consisting of error-correcting registered RAM rated at DDR4-3200 or faster.
· A motherboard capable of driving the CPU, RAM, and other peripherals at their full rated speed.
· A chassis housing all the components, able to operate on 208V single-phase electrical power. All components must operate at their full rated speeds. The chassis must be a rack-mount chassis and may not exceed 2U per node in height. For a single-node chassis, this requirement restricts the chassis height to 2U. If multiple compute nodes are housed in a single chassis, then the chassis height must not exceed 2U per node. The chassis must include rack-mount rails and hardware for standard 19-inch computer equipment racks.
· The system will be air-cooled, and must not require chilled water.
· All hardware must operate correctly at full rated speed in the Linux operating system, under kernel version 4.9 or later.
· The Contractor must complete burn-in testing of all components prior to delivery.
· The nodes or multi-node chassis must be delivered fully assembled.
· No operating system or software is required. The Government will provide the operating system and application software.
Line Item 0003: BASE LINE ITEM - Quantity 3 Years
WARRANTY
The Contractor shall provide a three-year warranty on each system. The Contractor shall provide replacements for defective parts, including the cost of shipping replacement parts to the NIST site. Defective parts will be returned to the Contractor at NIST’s expense.
Line Item 0004: SEPARATELY PRICED OPTION LINE ITEM – Additional Highly-Parallel High Performance Computer Systems The Contractor shall provide up to seven (7) additional highly-parallel high-performance computer systems with the same specifications as Line Item 0002.
Line Item 0005: SEPARATELY PRICED OPTION LINE ITEM - Quantity 3 Years WARRANTY on up to seven additional systems based upon options exercised. The Contractor shall provide a three-year warranty on each system. The Contractor shall provide replacements for defective parts, including the cost of shipping replacement parts to the NIST site. Defective parts will be returned to the Contractor at NIST’s expense.
DELIVERY
Delivery terms shall be FOB Destination.
Delivery shall be completed not later than 30 days from the date of award.
ACCEPTANCE
Upon delivery of the equipment to NIST, the NIST Subject Matter Expert (SME) will verify that the correct type and number of components are present and will operate the systems through boot-up. Once all systems have been booted successfully, the equipment will be accepted.
