About this file

This statement of requirements outlines specifications for a near-infrared (NIR) beamsplitter module to be integrated with an existing Fourier transform infrared (FTIR) spectroscopy system. The National Institute of Standards and Technology (NIST) requires a silicon on calcium fluoride beamsplitter capable of measurements from 13,500 cm-1 to 1200 cm-1 with a resolution of 1 cm-1 or less. The beamsplitter must be compatible with and controlled from the existing FTIR software, and include all necessary accessories for full integration. The selected contractor must deliver, install, and demonstrate the beamsplitter within 120 days of award, as well as provide training and a one-year warranty. Installation, training, inspection, and acceptance testing will take place at NIST's Gaithersburg, Maryland facility.

STATEMENT OF REQUIREMENTS

NIR beamsplitter (accessory for FTIR system)

I. BACKGROUND

The National Institute of Standards and Technology (NIST), Security Technologies Group (STG), in the Materials Measurement Science Division, is involved with synthesis and characterization of various polymeric fibers, films, and composites, including those incorporating nanoparticles into their structure.

II. SPECIFICATIONS

STG requires a module capable of extending the microscope analysis range to the near infrared (NIR). The Contractor shall deliver a beamsplitter compatible with the existing system above and related accessories or mounting components. The NIR module must be capable of performing the FTIR measurement on variety of sizes of samples, which may be transparent or opaque.

1. The Contractor shall provide a beamsplitter that will extend the detection range of the existing FTIR instrument to the near-infrared (NIR), defined as 13,500 cm-1 to 1200 cm-1.

2. The NIR beamsplitter shall be made from silicon on calcium fluoride substrate.

3. The NIR beamsplitter shall be capable of measuring samples with a resolution of 1 cm-1 or less.

4. The NIR beamsplitter must be controlled from the existing FTIR software, providing functionality such as switching from the mid-IR detector to the NIR within the software.

5. The NIR detector must be supplied with all accessories to allow its full integration with the existing FTIR system, including brackets, bolts, or other such accessories to connect the beamsplitter to the existing instrument.

6. Operations manuals

III. INSTALLATION

The system shall be installed by the Contractor within 30 calendar days of delivery. Installation, at a minimum, shall include uncrating/unpackaging of all equipment, rigging, set-up and hook-up of the system, demonstration of all specifications, and removal of trash. Onsite installation and demonstration shall be done at NIST, Gaithersburg, MD.

IV. TRAINING

The contractor shall conduct one (1) training session for up to six (6) users at NIST. Training will provide a thorough demonstration of all system/solution functions, maintenance, data administration, and basic troubleshooting. Training may be completed at NIST immediately after demonstrating that no damage or misalignment issues arose during transportation and installation, however, shall be completed within 30 days after acceptance.

V. INSPECTION AND ACCEPTANCE

On-site Acceptance Test: The Contractor shall demonstrate that the equipment meets all specifications prior to acceptance. Spectra of a known sample will be taken by the Subject Matter Expert (SME) or Contractor. This sample will be supplied by the government at the time of installation.

VI. WARRANTY

The contractor shall warrant the entire beamsplitter system, including ALL third-party components, at a minimum of one (1) year. The Contractor must guarantee- the full system performance of the instrument, including third-party accessories. All costs including parts, labor, travel, etc., to repair the system shall be at no additional cost to the U.S. Government. Warranty will commence upon Government acceptance of the system, and must include unlimited telephone/e-mail support, for questions regarding operation.

VII. DELIVERABLES

1. Delivery of one (1) NIR beamsplitter no later than one hundred twenty (120) days after manufacturing is authorized delivered to the Contracting Officers Representative (COR).

2. Documentation.

-A manual describing all procedures to operate the detector must be delivered with the equipment.

-A manual describing the maintenance procedures and removal of all major components must be delivered with the equipment.

-Instruction manuals of the original equipment manufacturer for all third-party components must be delivered with the equipment.
