About this file
This document outlines requirements for two stable optical reference cavities. The National Institute of Standards and Technology requires two cavities compatible with mirrors specified at 1572nm and 2000nm wavelengths. Key specifications include a linear two-mirror Fabry-Perot design, vacuum housing, temperature control tuned to the zero-crossing point, and cavity length tuning of at least 1 micron over 150 volts. Delivery of both cavities and a test report is due within 16 weeks of award to the identified Subject Matter Expert. Acceptance will occur within seven days if all performance specifications are met. This opportunity is issued under Solicitation Number 1333ND23QNB640569 by the Department of Commerce National Institute of Standards and Technology.

Statement of Requirements
Stable Optical Reference Cavities Background:
NIST requires two (2) stable optical reference cavities for integration into home-build cavity ring-down spectrometers that operate at two laser wavelengths: 1572 nm and 2000 nm, respectively.
Specifications:
The Contractor shall meet or exceed the following minimum specifications for two (2) stable optical reference cavities:
1. Linear, two-mirror Fabry-Perot optical cavity design.
2. Free space optical coupling into and out of stable optical reference cavity.
3. Compatible with mirrors provided by the Subject Matter Expert (SME) with the following specifications:
· Coated for high power reflectivity and low loss at 1572 nm and 2000 nm.
· Mirror power transmission of less than or equal to 12 parts-per-million at both wavelengths’ of 1572 nm and 2000 nm.
· Mirror substrate material of super polished fused silica (Corning 7980 0C or better).
· Mirror substrate thickens of 6.35 mm.
· Mirror substate diameter of 12.7 mm.
· Mirror substrate high-reflection (HR) face with radius of curvature of 1000 mm.
· Mirror substrate anti-reflection (AR) face is planar.
· Mirror substate AR face is anti-reflection coated for both 1572 nm and 2000 nm.
4. Mirrors shall be mounted by contractor to mitigate against mechanical strain.
5. Cylindrical cavity assembly of 50 mm diameter and 100 mm length.
6. One mirror shall be mounted to a piezo-electric transducer (PZT) for cavity length tuning.
7. Cavity length tuning via PZT shall be greater than or equal to 1.0 microns over 150 V.
8. Cavity PZT shall have a minimum closed-loop response bandwidth of 100 Hz.
9. Vacuum housing for cylindrical cavity assembly, including Zerodur mounting block.
10. Vacuum housing with thermal insulation and outer shell with heaters and thermistors.
11. Vacuum housing with 1.33 inch Conflat tee assembly for vacuum coupling components.
12. Gas inlet with ¼” VCR fitting, suitable to fill the optical cavity with a user-provided gas sample (e.g., air).
13. Cavity leak rate shall be less than or equal to 10−9 Torr per L/s.
14. Vacuum housing sealed with windows AR coated for wavelengths 1572 nm and 2000 nm.
15. AR coated windows shall provide optical access to both ends of the two-mirror optical cavity along its optical axis (i.e., optical input and output).
16. Horizontal cavity assembly within vacuum housing.
17. Cavity housing tunable to zero-crossing temperature of the cavity.
18. Tunable temperature controller tuned to vacuum housing zero-crossing temperature.
19. Full cavity and vacuum housing assembly, including mirror mounting.
20. Measurement of zero-crossing temperature of cavity spacer with test report.
Warranty:
Standard warranty shall cover the optical elements. Warranty shall be one (1) year from Governments acceptance. The Contractor shall cover repair costs, including diagnosis, labor, shipping, and parts. Repairs may be performed at the Contractor’s location.
Delivery:
The instruments shall be delivered within 16 weeks of award to the SME. Delivery shall be sent to NISTs Loading Dock, Gaithersburg, MD between the hours of 7:30AM to 3:30PM, Monday through Friday, except for Federal Holidays.
