About this file
This solicitation requests quotations for a quantum cascade laser infrared microscope. The National Institute of Standards and Technology requires a mid-infrared microscope to support research involving biological sample analysis. Quotations are due by August 9th for a firm fixed-price contract award. The microscope must operate between 950-1900 cm-1 wavenumbers at 2 cm-1 or better resolution with 1 second or faster imaging. Objectives from 0.25-0.7 numerical aperture are required along with software for instrument control and data analysis compatible with Windows 10. Installation, one training session, a 24-month parts and labor warranty, and an optional extended 12-month warranty must be provided. The award will go to the responsible offeror providing the lowest priced, technically acceptable quotation meeting the specifications.

STATEMENT OF REQUIREMENT
TITLE: QCL-IR Microscope
I. BACKGROUND INFORMATION
The Material Measurement Laboratory’s Biomaterials Group has a project involving development of a new method for mid-IR microscopy of biological samples. This new technique requires a mid-infrared (mid-IR) microscope based on a quantum cascade laser (QCL) for high sensitivity. This new technique directly supports the National Institute of Standards and
Technology’s (NIST) mission to advance measurement science to provide unprecedented information about the higher order structure of biomolecules and stability of biopharmaceutical products; to accelerate competitiveness of biosciences and health; and to assist academic, industrial and regulatory stake holders.
II. SPECIFICATIONS
a. Hardware
The contractor shall provide a QCL-IR microscope, including cables and software necessary for operation by computer.
Mid-IR microscope specifications:
• Wavelength control
1. Tuning range of the QCL must include between 950 cm-1 to 1900 cm-1
2. Spectral resolution must be equal to or smaller than 2 cm-1 over the whole tuning range
3. Multiple laser head modules are acceptable to meet the tuning range specification but they must meet the above specified tuning speed over the whole tuning range
• Imaging parameters
1. Both transmission and reflection modes must be available
2. Image speed must be equal to or faster than 1 s for one absorbance image of
480 pixel x 480 pixel at a single wavelength
3. Two refractive objective lenses must be provided: one objective lens must have numerical aperture equal to or higher than 0.7, and the other objective lens must have numerical aperture between 0.25 and 0.4
4. Visible wide-field live imaging must be provided by a visible imaging camera with LED illumination
5. A sample stage scanning in XYZ axes must be provided
6. Incident light intensity must be continuously adjustable from 100% to 1% of the maximum intensity independently at each wavelength during wavelength scanning by the acquisition program
7. The minimum detectable signal change must be equal to or smaller than 0.1% of the incident light intensity
8. Computer interface, a joystick, and cables must be provided for controlling the sample stage
b. Software
• The contractor shall provide a stand-alone computer program for instrument control and data analysis (compatible with 64-bit Microsoft Windows 10 or later)
• A software package for automated polarization control
1. The software must be integrated with the stand-alone instrument control program provided with the instrument
2. A motorized rotation stage and a polarization optics can be separately provided by NIST
c. Installation and Training
The Contractor shall install the instrument in Building 224 at NIST Gaithersburg, MD.
Installation will occur during normal business hours defined as Monday through Friday, 8:30 am to 5:00 pm, except for federal holidays. Installation will be scheduled in coordination with the Technical Point of Contact (TPOC). The Contractor shall demonstrate that the instrument system meets all specifications post installation. The contractor will provide one on-site operational training session for up to 3 people at the time of installation.
d. Warranty
The contractor warrants that the laser will correspond with its specification at the time of installation and will be free from defects in material and workmanship for a period of 24 months or 4000 operating hours, whichever comes first from the date of acceptance. The warranty shall cover all parts, labor and travel costs.
e. Option Line Item- Extended Warranty
Extension of warranty by 12 months or 2000 operating hours, whichever comes first, from the date of the previous warranty expiration. The extended warranty shall cover all parts, labor and travel costs.
III. DELIVERY
Delivery terms shall be FOB Destination and shall occur no later than 20 weeks after award. The
Contractor shall deliver the instrument to the NIST campus in Gaithersburg, MD, The Contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery.
IV. ACCEPTANCE
NIST Technical Point of Contact (TPOC) will perform acceptance tests to verify equipment operation meets manufacturer’s specifications after item is installed. Allow 14 calendar days for testing, and acceptance.
V. GENERAL INFORMATION
Proprietary Data: This work does not involve confidential or proprietary data. The certification and accreditation requirements of Clause 1352.239-73 do not apply and a security accreditation package is not required.
Patent Rights: The Government retains a Government use license to all inventions arising from this work.
Safety: The Contractor employee shall be responsible for knowing and complying with NIST installation safety prevention regulations (http://www-i.nist.gov/mml/safety/policies/index.htm.)
Such regulations include, but are not limited to, general safety, fire prevention, and waste disposal.
Security: NIST is a restricted campus. An identification badge is required for access for entry into buildings and also is shown to the armed Security Police when entering the campus.
Identification Badges: Contractor employees shall comply with NIST identification and access requirements. The Contractor employee is responsible for absences due to expired identification and access documents. Each Contractor employee shall wear a visible identification badge provided by the NIST Security Office. The badge must show the full name, title, and if required by NIST, the words “Contractor” in front. The Contractor employee shall turn in the NIST identification badge and vehicle pass to the TPOC, COR, or Contracting Officer (CO) upon termination of their services under this contract.
Contractor Registration: The contractor will provide the name and citizenship information of the on-site technician(s) to the NIST TPOC prior to arrival. The TPOC will submit the name(s) and citizenship information to the NIST Office of Security in order for a given Contractor employee to enter the NIST campus to perform on-site preventive maintenance or repairs of the instruments.
