STATEMENT OF REQUIREMENTS
ORGANIC CHEMICALS
1. BACKGROUND
The Mass Spectrometry Data Center (MSDC) at the National Institute of Standards and
Technology (NIST), Material Measurement Laboratory (MML), Biomolecular Measurement
Division (BMD) is responsible for the development of the NIST/National Institutes of Health
(NIH)/Environmental Protection Agency (EPA) Mass Spectral Library and Tandem Mass
Spectral Library. To carry out this responsibility, the MSDC has a requirement for a variety of chemicals. These chemicals are organic compounds of varying types and do not belong to a specific class; they are used for Mass Spectrometry and do not require special approval through
NIST.
2. ATTACHMENTS
Attachment 1 – Chemical List, identified by molecular weight and structure/identifier
(InChIKey, InChI, SMILES, CNC_ID, Structure_ID).
3. SCOPE
The Contractor shall deliver chemicals listed in Attachment 1. Safety Data Sheets
(SDS)/Material Safety Data Sheets (MSDSs) shall be provided for each chemical delivered.
Either SDS or MSDS is acceptable if it provides the necessary information as required by OSHA
(https://www.osha.gov/Publications/OSHA3514.html).
4. REQUIREMENTS
4.1. The contractor shall deliver the chemicals set forth in Attachment 1 (Chemical List) in quantities not less than 1 mg. Larger quantities may be provided if sufficiently small quantities are not available due to properties of the chemical such as volatility or special hazards, but not more than 1 g. Split shipments of chemicals are acceptable; however, the total number of shipments shall not exceed ten (10).
4.2. The contractor shall deliver at least 75% of the chemicals listed in Attachment 1, at a minimum. Should a chemical become unavailable between the time of award and the time of shipment, the Contractor shall notify the NIST COR and the Contracting Officer in writing, no later than 3 business days after learning that the chemical has become unavailable.
4.3. The Contractor shall provide an SDS or MSDS for each chemical delivered. Acceptable formats are hyperlink, or other electronic versions.
4.4. The chemicals shall be of a purity of greater than, or equal to, 90%.

4.5. The Contractor shall supply and deliver each chemical in a clear, sealed glass vial. If clear glass vials are not available, amber glass vials may be used. Vials must have a capacity of approximately 4 mL and must be packaged in individual boxes containing approximately 100 vials. In limited circumstances where larger quantities are provided
(see 4.1), standard commercial packaging is acceptable. Each vial must be labeled with enough information to identify the contents. This information is at a minimum the chemical name and structure; or catalog number and barcode if documentation from which the chemical name can be determined is provided with the chemical.
5. DELIVERY AND PACKAGING
Delivery shall be FOB DESTINATION. The contractor shall deliver at least 75% of the chemicals listed in Attachment 1, at a minimum. Of these chemicals, two-thirds of the chemicals and SDSs/MSDSs shall be delivered within 60 calendar days from the date of award. The remaining one-third of the chemicals and SDSs/MSDSs shall be delivered within 120 calendar days from date of award. All chemicals shall be packaged and shipped in a manner that will minimize or eliminate degradation while in transport.
Chemicals shall be delivered to the NIST campus in Gaithersburg, MD, Tuesday through
Thursday; deliveries will not be accepted on Friday, Saturday, Sunday, or Monday. The contractor shall supply tracking information via email to the NIST Contracting Officer
Representative (COR) and Subject Matter Expert (SME) (to be identified at the time of award) prior to shipping chemicals.
6. INSPECTION AND ACCEPTANCE
Chemical purity has not been tested prior to award. The Government reserves the right to reject any chemical that does not meet the required purity percentage after analysis of chemicals. NIST will conduct an analysis of chemicals to inspect the purity of the chemicals. If chemicals are deemed to be unacceptable, the Government will notify the Contractor of the chemical(s) rejected. The Contractor shall replace the chemical within 60 calendar days of notification by
NIST, at no additional cost to the Government.
