About this file

This statement of requirements outlines specifications for a fluorescence spectrophotometer to be delivered to the National Institute of Standards and Technology. The instrument must have an excitation and emission wavelength range of 240nm to 800nm or broader, with a signal-to-noise ratio of at least 10,000:1. Additional requirements include independently adjustable polarizers from 0 to 90 degrees, a temperature controlled sample cell holder from -10 to 100 degrees Celsius, and modular construction to allow for future upgrades. Delivery within six months of award is required, along with installation, training, and a one-year warranty. The successful bidder will demonstrate that the spectrophotometer meets all specifications and OEM performance standards.

STATEMENT OF REQUIREMENTS

TITLE: FLUORESCENCE SPECTROPHOTOMETER

I. BACKGROUND INFORMATION

The National Institute of Standards and Technology (NIST), Materials Measurement Lab (MML), Biomolecular Measurement Division (MBD), Biomolecular Structure and Function (BSF) Group in the Biomolecular Measurement Division in Rockville, Maryland advances novel measurement methods and models for the determination and analysis of the structure and function of therapeutically relevant biological macromolecules, including lipids, DNA, RNA, proteins, and macromolecular complexes and assemblies formed by these molecules as part of the NIST

Biomanufacturing Initiative. An important component of this work is the use of fluorescence spectrophotometers (a.k.a., spectrofluorometer or fluorometer) for the characterization of biological material.

II. SPECIFICATIONS

The requirement is for a fluorescence spectrophotometer provided with an intense, continuous light source and high-performance monochromators and detection system, for maximum sensitivity and adaptability to various measurement conditions of biological molecules. The instrument shall meet the following specifications:

A. Spectrofluorometer with integrated polarizers and sample temperature control

• Excitation and Emission wavelength range of 240 nm to 800 nm, or broader

• High-sensitivity, with signal-to-noise of at least 10,000:1 for a standard water Raman scan, without filters for noise baseline reduction

• High performance monochromator based on diffraction grating system for selection of specific wavelengths

• Continuously adjustable and automated entrance and exit slits to allow for a wavelength bandpass in the range of 0 nm to 30 nm

• Automated polarizers, independently adjustable to any angle/orientation in the range of

0°C to 90°C

• Single-position thermostated sample cell holder and fitting quartz sample cell

• Peltier-based temperature controller for temperature scans in the range -10°C to 100°C.

The rate of temperature change should be 1 °C per minute or faster. Additionally, it must be capable of at least 5 °C per minute.

• Port for connection of the sample compartment to inert gas to eliminate condensation at very low temperatures

• Modular construct for easy future upgrades

• Computer and instrument control software

• An operations and maintenance manual covering proper operation, routine maintenance, and troubleshooting for the instrument and controlling software. The manual shall be submitted either in hard copy or electronic format.

B. Any other accessories to ensure successful operation of the fluorometer as specified in section A.

These accessories include, but are not limited to, connection cables, mouse, and keyboard.

III. DELIVERY

The contractor shall deliver the instrument with all its components with FOB Destination shipping terms to the following addresses: IBBR Rockville, MD campus: Institute for Bioscience and

Biotechnology Research, 9600 Gudelsky Dr. Rockville, MD 20850. Delivery shall be completed within 6 months of award of this requirement.

IV. Installation and Training

The Contractor shall provide remote-guided installation and training to the Contracting Officer’s

Representative (COR). This involves guiding the COR, step-by-step, through the installation process. This includes starting the instrument, usage of the control software and testing the instrument’s performance, to demonstrate that it is running in accordance with the system requirements.

Installation shall take place between 8:30 am and 5:00 pm Eastern Time, Monday through Friday, except Federal Holidays (hereinafter “normal duty hours”) and shall be coordinated with the NIST

COR. Installation shall be completed within 30 calendar days of delivery.

V. WARRANTY

The Contractor shall provide, at a minimum, a one-year warranty for the instrument and all components. The warranty shall cover all parts, labor, and travel. The warranty shall commence upon Government acceptance. The warranty shall include repair visits from a Contractor employee in the event of instrument failure under normal operating procedures and conditions.

VI. DELIVERABLES

VII. ACCEPTANCE CRITERIA

The Contractor shall demonstrate that the Fluorescence Spectrophotometer meets all contract minimum specifications and performs according to original equipment manufacturer (OEM) specifications.
