CJIS Division
Statement of Objectives

1 Scope or Mission This is a contract/order to provide and deliver screening room detection products to the Federal Bureau of Investigation (FBI) CJIS Division.
1.1 Period and Place of Performance
Delivery to 1000 Custer Hollow Rd, Clarksburg, WV 26306.
2.0 Specifications/Requirements/Deliverables
Screening Room Detection Equipment used for the testing of anthrax, ricin, and biological testing agents. CJIS Division Screening Room is designed to protect employees from biological agents to include but not limited to ricin and anthrax. When a piece of mail is opened, and a white powder is found, a test is performed to assure employees they have not been exposed to a biological terrorism or health threat.
CJIS Screening Rooms current detection equipment is obsolete and required test strips and cartridges that are no longer available. This request to purchase Screening Room Detection equipment is to replace the current obsolete equipment. This request is a life safety and mission critical requirement.
The requested screening Room Detection Equipment to be purchased includes:
• Two (2) BME 1000009 - Biomeme Franklin ISP BW Kits Black, US Version, Integrated Sample Prep. Kit (brand name or equivalent) o Includes one (1) waterproof Pelican Case, one (1) Franklin ISP thermocycler, one (1) USB power cable and charging adapter, one (1) short USB data transfer cable, one (1) long USB data transfer cable, and an Android smartphone.
• Twenty (20) BME 3000140 - ISP Cartridge Biowarfare Panel Biological Warfare (14 agents_27 Gene Targets), Assay for Franklin ISP Device. (Brand name or equivalent) o Each order contains one cartridge.
• Twenty (20) BME 3000141 ISP Cartridge, Biowarfare Simulant Panel Biological Warfare (BTK, BTI, BG), Assay for Franklin ISP Device. (Brand name or equivalent) o Each order contains one Cartridge.
• Twenty (20) BME 3000514 ISP Cartridge, Biowarfare Training Panel Biological Warfare Assay for Franklin ISP Device. (Brand name or equivalent) o Each order contains one cartridge.
3.0 Government Representatives
3.1 Contracting Officer Representative
The Contracting Officer Representative (COR) will be identified via letter of COR delegation for this contract. The COR is responsible, as applicable, for: receiving all deliverables, inspecting the supplies or services provided hereunder in accordance with the terms and conditions of this contract; providing direction to the Contractor which clarifies the contract effort, fills in details or otherwise serves to accomplish the contractual Scope of Work; evaluating performance; and certifying all invoices/vouchers for acceptance for the supplies or services furnished for payment.
The COR does not have the authority to alter or modify the Contractor’s obligations, contract terms, conditions, specifications, or cost. If as a result of technical discussions, it is in the Government’s best interest to alter/change contractual obligations or the Scope of Work, the CO shall issue such changes.
