STATEMENT OF NEED
Department of Homeland Security
Homeland Security Investigations (HSI)
Special Response Team (SRT)
1. Requirements Title:
Canine Protective Equipment
2. Government Point of Contact:
DHS/ICE-Office of Acquisitions (OAQ)/Investigations and Operations Support, Dallas (IOSD) Contracting Officer: Tracy Riley
Email: Tracy.Riley@ice.dhs.gov Office: 214-905-5319
3. Background:
As the primary investigative agency for DHS, HSI is responsible for combatting criminal organizations illegally exploiting the U.S.’ travel, trade, financial and immigration systems. HSI’s investigative priorities routinely culminate in high-risk enforcement operations requiring unique skillsets and specialty equipment. In Fiscal Year 2019 (FY19), HSI’s national Special Response Team (SRT) program supported 394 high-risk enforcement operations and are, thus far, on track to experience a marked increase in requests for service throughout the remainder of FY20. HSI’s national SRT program implemented a canine program to assist in their enforcement operations.
SRT canines will primarily be utilized to track, locate, and/or apprehend non-compliant or otherwise “unable to locate” subjects while providing supplemental safety to team members during SRT operations. HSI SRT needs to successfully use canines during high risk operations to minimize danger to human team members.

It is crucial to the HSI SRT mission to utilize a vendor that is postured to manufacture, custom fit a back mounted canine camera system for situational awareness and operational effectiveness during high risk enforcement operations. This camera is required to remain stable and secure during a range of operational environments to include but not limited to, airborne, maritime, vehicle, and ground. To accomplish this, HSI requires that the manufacturer of the camera also organically manufactures both the vest and mounting system to ensure a stable platform. These vests must include a ballistic option, an aerial insertion option, and flotation option that all work in an integrated system with each other and the camera. To ensure proper sizing, fit and fitment of the vests, HSI requires that the camera vest manufacturer physical measure each of the canine animals prior to manufacturing.
5. Delivery:
Delivery of all protective equipment would be required within 30 calendar days after receipt of award to the Washington DC Metro Area.
