PART 1 – GENERAL
1.1 APPLICABILITY
The following is a general description of the work required.
1.2 PROJECT DESCRIPTION
Project Summary Description: The Contractor shall provide all labor, equipment, and materials, except those as specified Government Furnished Material (GFM), to provide and install a replacement Computer Room Air Conditioning (CRAC) unit to replace a undersized and outdated unit serving the Office of the Chief Information Officer (OCIO) computer room in Building 1 of the NOAA Western Regional Center (WRC). All work shall be conducted during normal business (6:00 am – 4:30 pm, Monday through Friday). The Contractor shall field verify all dimensions and data

Note: The Contractor shall notify the COR of any non-compliance in the Statement of Work (SOW) documents to applicable codes and regulations prior to the commencement of work. Changes in work after commencement of work due to code requirements of the enforcing agencies shall be performed by the Contractor at no additional cost to the Government. The cited codes are intended to establish a base level of requirements. Where the requirements of various codes conflict with each other or the SOW documents the Contractor shall bring these conflicts to the attention of the COR for clarification and resolution.
1.5 WORK UNDER OTHER CONTRACTS

The Contractor shall cooperate with other contractors performing work related to this project. All work shall be coordinated with the onsite Operations and Maintenance contractor.
1.6 PROTECTION
A. Security: The Contractor is responsible for its own security arrangement including its subcontractor’s material, equipment, and personnel.
B. Work in progress: The Contractor shall be responsible for the protection and safe keeping of all work in progress prior to occupancy or final acceptance by the Government. The Contractor shall use protective sheeting where required.
C. The Contractor shall use reasonable care to avoid damaging the building, equipment and vegetation at the construction site. If the Contractor’s failure to use reasonable care causes damage to any property, the Contractor shall replace or repair the damage at no expense to the Government.
1.7 CLEAN-UP
The Contractor shall ensure that the project area and all areas adjacent to the project area are maintained in a clean and safe condition. Clean-up shall be performed daily. All debris from project operations shall be disposed of offsite.
1.8 WORKMANSHIP STANDARDS
All methods, materials and workmanship provided by the Contractor under this contract shall, as a minimum, be performed in accordance with professional industry standards and shall comply with applicable Uniform Building Codes for construction. Field measurements and data are the responsibility of the Contractor.
1.9 SAFETY
The contractor shall comply with the requirements of 29 CFR, Part 1910, Occupational Safety and Health Administration (OSHA) General Industry and Health Standards. The Contractor shall promptly correct any non-complying work or conditions. The Contractor shall be responsible to ensure its work does not affect the safety of the public or employees of the Government. Neither the Government nor its representatives shall bear any responsibility for safety precautions at the project work site. If, however, in the opinion of the Contracting Officer’s Representative (COR) a life threatening condition exists, the COR will orally (to be confirmed in writing) require the Contractor to immediately suspend work in the affected area until the condition is corrected. Whenever the Contractor’s operations may create a hazardous condition, it shall at its own expense, furnish, install, and maintain such guards, fences barricades, railing, light, signs, or other devices necessary to prevent accidents, injury to personnel or damage to equipment. The Contractor shall submit a job specific safety plan for review and approval by the Government within ten calendar days after award of the contract. The safety plan must be available on the job site at all times and must be reviewed with all subcontractors working under this contract for the duration of the project.

1.10 SMOKE FREE ENVIRONMENT
The Western regional Center (WRC) facilities are smoke free areas. The Contractor and its employees shall adhere to all applicable rules and regulations regarding maintenance of a smoke free environment on the job site.
1.11 USE OF GOVERNMENT FACILITIES
A. Utilities: Water and electricity are available at the work site.
B. Toilets: Toilet facilities are available for the Contractor’s use and are located off of the main corridor in
Building 1 on the east and west sides of the building.
1.12 ACCESS TO WORKSITE
All persons employed within the boundaries of the property or restricted-access areas therein, and all persons permitted to enter such property and areas shall comply with the security regulations for the NOAA Western Regional Center (WRC).
A. At the commencement of the work under this contract, the following security procedures shall apply to the Contractor and all subcontractors:
1. Site Access
The Contractor’s vehicles, its subcontractor’s vehicles, employees of the Contractor or subcontractors entering the NOAA WRC shall use the main gate located at 7600 Sand Point Way NE. The gate is open daily from 5:00 am to 7:00 pm. The Contractor shall make arrangements with the COR for access on and off the site after these hours.
2. The Contractor shall obtain a temporary Identification (ID) pass through the Security Office. The
Contractor shall arrive early to allow for sufficient time to process the associated paperwork.
Two forms of identification are required one of which must be a bear a photograph of the requestor.
3. Do not enter NOAA WRC buildings without building passes or park in unauthorized areas. The
COR will provide the Contractor with a keycard to access the buildings during execution of this contract. The Contractor shall return the keycard to the COR upon completion of all work required by this contract.
4. The Contractor shall comply with the security regulations of the building.
5. In the case of any questions as to the eligibility of an individual to obtain a pass the Contractor shall notify the COR. The COR will obtain a determination whether the individual will be able to obtain a pass.
6. Cameras are not permitted without written permission from the Security Office. If approved, the permission will be granted in writing and will provide additional guidelines. In any case, all film and/or electronic files will be turned over to the Security Office. The Contractor shall be responsible for the costs of processing the photographs.

7. Personnel may be subject to inspection of their personal effects when entering and leaving the facility. In addition, unscheduled inspections of personal effects may be made while on site.
8. The COR shall be notified if any scheduled work is cancelled.
B. The Government reserves the right to close down the job site and order the Contractor personnel off of the premises in the event of a national emergency or shutdown for as long as any security issues persist. The Contractor may only return to the site with verbal approval from the Contracting Officer or
COR.
C. The Government reserves the right to exclude or remove from the site or building any employee of the
Contractor or a subcontractor whom the Government deems incompetent, careless, insubordinate or otherwise objectionable, or whose continued employment on the work is deemed by the Government to be contrary to the public interest.
1.13 WARRANTY
Vendor shall provide details of their commercial warranty
1.14 HAZARDOUS MATERIALS
A. The Contractor shall not cause or permit any hazardous material to be brought upon, kept or used in or about the premises by its agents, employees, or subcontractors without the prior consent of the COR. Hazardous materials that are necessary to the performance of this contract shall be used, kept and stored in a manner that complies with all laws regulating any such hazardous material brought upon, used or kept at this site. The Contractor shall provide Material Safety Data Sheets (MSDS) to the COR for any hazardous materials used in the performance of this contract.
B. As used herein, the term “Hazardous Material” means any hazardous or toxic substance, material, or waste, including but not limited to, those substances, materials, and wastes listed in the Department of Transportation Hazardous Material Table (49 CFR 172.101, Purpose and Use of Hazardous Materials Table) or by the Environmental Protection Agency as hazardous substances (40 CFR 68.130, List of Substances) and amendments thereto, petroleum products, or other substances, material and wastes that are or become regulated under any applicable local, state or Federal law.
1.15 UNKNOWN TASK REQUIREMENTS
The Contractor may encounter hidden deterioration or unknown damage that requires repair in the judgment of the Contractor. It is the Contractor’s responsibility to determine the extent of the required repair and report such findings to the COR in writing. The Contractor’s report to the COR shall include a detailed description of the damage and the proposed repair, the reason why the repair is necessary, and a detailed cost breakdown using the hourly rate, materials and subcontractor markup rates established in the Contractor’s schedule of prices. Upon determination by the Contracting Officer and the COR that the reported work must be accomplished, the Contractor will be given a notice to proceed for such work via the issuance of a contract modification within a reasonable period of time.

1.16 FINAL ACCEPTANCE
The Contractor shall advise the Government when all work is completed. The Government will not accept the work until it determines that all work has been satisfactorily completed within the terms of the contract.
1.17 REQUIRED DELIVERABLES
A. Sequential Activity Schedule
The Contractor shall provide to the Government a copy of a detailed sequential work schedule for Government approval within ten (10) calendar days after award of the contract. If necessary, the schedule shall include a plan for utility interruption. The interruption of existing utility services shall not occur without the approval of the COR. The sequential schedule shall show all work activities for completion of the work to be performed under this contract. The work shall be performed during normal business hours (6:00 am – 4:30 pm, Monday through Friday) or outside of normal working hours as necessary. The Contractor shall provide a list of all chemicals to be used for this project together with the associated Material Safety Data Sheets (MSDS).
B. The Contractor shall submit manufacturer's data sheets on each product to be used, including:
1. Preparation instructions and recommendations.
2. Storage and handling requirements and recommendations.
3. Installation methods.
The manufacturer's data sheets shall be provided to the COR prior to the commencement of work.
C. Certificates:
1. Provide manufacturer's certification that products comply with referenced standards as applicable.
1.18 QUALITY ASSURANCE
A. The Contractor shall demonstrate proper operation of the installations upon completion of the work entailed by this statement of work.
B. All electrical equipment installed or used under this contract shall be listed and labeled by the
Underwriter’s Laboratories, Inc. (UL) or other testing laboratory recognized by the COR.
PART 2 – EXECUTION
2.1 The Contractor shall provide a replacement Computer Room Air Conditioning (CRAC) unit to replace the existing the 7.5 ton capacity Contempo unit which was previously utilized primarily as a backup for the existing 8 ton Data Aire Air Conditioning unit. Due to additional equipment loading in the OCIO Computer room in recent years both units are currently operated simultaneously to maintain room set points. The proposed replacement CRAC unit shall be rated at a 13 ton capacity and due to the physical size of the unit will need to be located directly adjacent to and to the left of the existing 8 ton Data Aire CRAC unit which

shall remain primarily as a backup unit. The Contractor shall be responsible to extend and upgrade accordingly the existing support infrastructure both mechanically and electrically in accordance with applicable codes and manufacturer standards to support the new CRAC unit in its new proposed location to include any necessary floor revisions as necessary. The existing supporting rooftop Liquid Air Cooler(s) shall remain and has been reported to have sufficient capacity to support the proposed new 13 ton capacity CRAC unit.
2.2 The Contractor upon fully commissioning and testing of the new replacement CRAC unit shall remove the existing Contempo unit from the project site and properly dispose of the unit including all accessories according to local requirements. The existing Computer Room floor shall be repaired to match existing conditions.
2.3 All material shall be provided by the contractor unless otherwise stated in this document.
2.4 The Contractor shall coordinate all work with the onsite Operations and Maintenance (O&M) contractor.
2.5 All work shall be conducted in accordance with the requirements of the specifications noted in paragraph
1.4.
2.6 The Contractor shall be responsible to perform the energization and deenergization of electrical power to the work area as necessary. Energization and deenergization of electrical power shall be coordinated with onsite O&M contractor. The Contractor shall obtain COR approval prior to the energization and deenergization of electrical power.
2.7 All materials and equipment must comply with the contract requirements. Materials furnished by the
Contractor shall be new, the standard products of manufacturers regularly engaged in the production of such materials, and of the manufacturer's latest designs that comply with the specification requirements.
Wherever standards have been established by Underwriter's Laboratories, Inc., the materials shall bear the UL label.
2.8 The Contractor shall furnish all equipment, material, and labor to complete the installation work and accomplish indicated functions of the CRAC unit installation including electrical installation.
2.9 The contractor shall be responsible for removing and reinstalling all floor and ceiling panels to accomplish the required work.
2.10 All work shall be accomplished by licensed/certified journeyman electricians and plumbers/HVAC professionals.
2.11 Contractor shall conduct an onsite inspection to verify the scope of work and all pertinent requirements prior to the start of any installations/modifications.
2.12 The Contractor shall be responsible for locating existing feeders, services and utilities.
2.13 The Contractor shall protect existing services against damage. The Contractor shall not disturb the operation of or damage existing active services without the written approval of the Owner.
2.14 All feeders shall comply with the National Fire Protection Association (NFPA) codes.
2.15 The Contractor shall provide and utilize all required PPE (Personal Protective Equipment), materials, tools, equipment, etc. necessary to appropriately carry out all work.

2.16 FINAL INSPECTION
The Contractor shall arrange for a Final Inspection two weeks prior to the planned completion date.
The Government shall perform its final inspection on all phases of the work and develop a comprehensive punch list which will be provided to the Contractor. As part of the final inspection the Contractor shall demonstrate proper operation of the installations/modifications. A Completion Verification Inspection will be scheduled when the punch list items discovered during the Final Inspection have been corrected. The Contractor is advised that the Government will not accept the work until it determines substantial completion has been achieved.
PART 3 – SPECIFICATION - COMPUTER ROOM AIR CONDITIONING UNITS
1.SUMMARY
a.These specifications describe requirements for a mission critical environmental control system. The system shall be designed to control temperature and humidity conditions in rooms containing electronic equipment. The room must have good insulation and vapor barrier. The manufacturer shall design and furnish all equipment to be fully compatible with the heat dissipation requirements of the room. The equipment shall be provided with a high sensible cooling system, factory assembled, piped, wired, and run tested prior to shipment and designed for down flow air delivery as detailed in this specification. This section addresses environmental control direct expansion (DX) Computer Room Air Conditioning (CRAC) equipment.

4.SUBMITTALS
a.Pre Delivery Submittals shall be provided with the proposal and shall include:
1. Product Data: For each type of product indicated include rated capacities, operating characteristics, electrical characteristics, and furnished specialties and accessories

2. Shop Drawings: Single-line diagrams; dimensional, capacity data; and piping.
3. Wiring Diagrams: For power, signal, and control wiring.
4. Each submittal shall be provide with documentation certifying that all materials, products, components and test reports are in compliance with the design requirements for this project.
5. Specification Compliance with “C” Comply, “D” Deviation, or “N” Non-Compliant indicated for each paragraph, with appropriate notes and comments.
b.Post Delivery Submittal for record purposes shall include:
1. Operation and Maintenance Data: To include operation, and maintenance.
2. Warranty: Warranty statement for equipment provided.
5.DESIGN REQUIREMENTS
a.The direct expansion (DX) computer room air conditioning (CRAC) equipment shall be a self-contained factory assembled, piped, wired and factory run tested prior to shipment.
1. The unit shall have downflow airflow delivery.
2. The total cooling capacity shall be rated for 13 tons nominal (total and sensible), with electrical power requirements 460 volts, 3 phase, 60 hertz.
3. Net capacities shall include losses due to fan motor heat.
4. Safety Certification: Units shall be ETL or UL listed in accordance with UL-1995.
6.PERFORMANCE REQUIREMENTS
a.The following specification describes the performance requirements for the direct expansion (DX) Computer Room Air Conditioning (CRAC) equipment following the formal acceptance and throughout the life of the product.
1)During the warranty and contract periods, the equipment must remain fully operational and available for use and meet the design requirements.
2)The equipment provided should meet the capacity expectations stated in the project plans and schedule and continue to meet functional, reliability, and performance requirements of this contract after final acceptance
3)In the event that the equipment fails to meet any requirements of this specification and the project plans and schedule after acceptance and during the warranty period, the manufacturer must take appropriate steps to correct the problem and bring the equipment back into compliance with the performance and reliability requirements at no cost to the buyer.
7.QUALITY ASSURANCE
a.The manufacturer shall define and manage a process necessary to ensure that product and/or service conforms to customer requirements. As a means of implementing and demonstrating the defined processes, establish a quality management system in accordance with ISO 9001International Standard.
b.All Computer Room Air Conditioning (CRAC) equipment shall be fabricated by companies whose primary business expertise is the manufacturing of commercial and industrial quality CRAC units. The manufacturer shall have been in continuous operation in the manufacture of the products specified for a minimum of ten (10) years.

c.Product Safety: Product shall comply with North American safety standards. Tested by one of the following and bearing label indicating conditions of use:
1)Intertek (ETL Listed Mark) 2)Underwriters Laboratories, Inc. (UL) d.All Computer Room Air Conditioning equipment shall be registered on the Compliance Certification Database with the U.S. Department of Energy Code of Federal Regulations Title 10 for minimum required SCOP values for computer rooms, data processing rooms, or other information technology cooling applications and tested in accordance with 10 CFR 431.96.
8.COORDINATION
a.Installing Contractor to coordinate installation of equipment with NOAA Western Regional Center (WRC) Facility Operations and OCIO staff.
9.WARRANTY
a.Parts that fail during this period shall be repaired or a new part supplied by the manufacturer at no cost to the owner. Seller warrants its equipment to Buyer to be free from defects in material and workmanship for a period of eighteen (18) months from date of shipment, as long as equipment is utilized under normal conditions and service and is properly installed.
b.Manufacturer’s warranty shall be for parts only. Labor shall be provided by installing contractor.
10.EXTRA MATERIALS
a.Furnish extra materials that match products installed and that are packaged with protective covering for storage and identified with labels describing contents.
1)Filters: One (1) set of filters for each unit.

11.DIRECT EXPANSION COMPUTER ROOM AIR CONDITIONING EQUIPMENT
a.MANUFACTURERS: Subject to compliance with requirements, provide products by one of the following manufacturers offering products that may be incorporated into the Work. Being listed herein as an Acceptable Manufacturer does not permit the Manufacturer to provide standard manufactured equipment that does not comply with the performance and/or physical characteristic requirements of the Construction Documents.
b.All substitutions requests shall be identified in the Base Bid as a voluntary DEDUCT alternate, and must be accompanied by a letter of equivalency certifying the product’s equivalency in all performance and physical characteristics to the products listed herein. The proposed substitutions shall be inclusive of all cost and physical implications throughout the project. Under no circumstances should the substitution result in added cost to the project. Should the substitution be approved neither the project specifications nor the Construction Documents will be revised to reflect the substitution.

c.BASIS-OF-DESIGN PRODUCT: Data Aire gForce direct expansion (DX) Computer Room Air Conditioning (CRAC) equipment.
12.CAPACITIES AND CHARACTERISTICS
a. The total cooling capacity shall be rated for 13 tons nominal (total and sensible), with electrical power requirements 460 volts, 3 phase, 60 hertz.
13.GENERAL REQUIREMENTS
a.DESCRIPTION: The environmental control, direct expansion Computer Room Air Conditioning (CRAC) equipment shall be provided with a high sensible cooling system, self-contained, factory assembled, piped, wired, and factory tested prior to shipment. Units shall include an enclosure/cabinet assembly, fan section, filter section, cooling coil, controls, and interconnecting piping internal to unit.
b.CABINET AND FRAME 1)Frame: Constructed of welded 14 gauge tubular steel, braced for rigidity, supporting mechanical equipment. Coated with a heavy corrosion inhibiting finish for long life.
2)Front and Side Access: The unit shall have complete front and side access by means of steel doors with heavy-duty hinges.
3)Doors: Fabricated of 18-gauge steel for superior sound attenuation. All doors shall be easily removable via lift-off hinges for easier service access.
4)Door Latches: Two (2) manually actuated via a hand tool, sure close ¼ turn door latches.
5)Gaskets: Each door shall be provided with polyurethane gaskets to prevent air leakage.
6)Finish of Exterior Surfaces: Powder coated with a heavy corrosion inhibiting finish for long life. The unit shall be the color selected from the manufacturers standard color selection chart.
7)Rear panel: Fabricated with 18-gauge steel sheet metal for superior sound attenuation.
8)Insulation: Thermally and acoustically insulate cabinet interior lined with 1 inch (25.4mm) thick, 1-1/2-pound (0.68 kg) density fiber insulation.
9)Condensate Drain Pan: Constructed of stainless steel and provide a positive drain to prevent standing water in the condensate pan.
c.FANS SECTION 1)The supply air fans shall be single width, single inlet plenum fan with backward inclined blades. Fan wheel shall be directly connected to its motor for greater efficiency. Fan/motor assembly shall be statically and dynamically balanced for quiet, vibration-free operation. Fan shall be maintenance free throughout its operating life.
2)The fan motor shall be an electronically commutated (EC) synchronous DC motor; commonly referred to as EC fans, having soft start capability and shall be controlled via the unit mounted dap4™ controller and automatically regulated through all modes of operation.
3)Each fan shall have fault monitoring circuitry and integral speed controller for a level of redundancy.
4)The fan shall be mounted within the unit and fully enclosed in a sheet metal enclosure to prevent access to moving parts.
5)The system shall be designed for draw through air arrangement to ensure even air distribution to the entire face of the coil.
6)In the event of a fan failure, the remaining fans will automatically increase in speed to temporarily deliver as much air flow as possible to the controlled space until the failed fan can be repaired or replaced.
7)Belt drive fans with variable frequency drives are not considered equal or acceptable.

d.FILTRATION 1)The filter chamber shall be an integral part of the system, designed within the unit for easy front accessibility.
2)An initial set of filters shall be factory installed in the unit.
3)Filters shall be 4-inch (100mm) deep, disposable, pleated design, extended-surface, nonwoven, reinforced synthetic fibers; supported and bonded to welded-wire grid; enclosed in a heavy-duty moisture-resistant beverage board frame design.
4)Rated not less than MERV 8 per ASHRAE Std. 52.2.
5)A filter differential switch for alarm activation shall be included.
e.R-410A REFRIGERANT 1)The system shall be designed for use with R-410A refrigerant, which meets the U.S. Clean Air Act for phase-out of HCFC refrigerants. Refrigerant shall be field-supplied and field-charged by the installing contractor.
f.REFRIGERATION SYSTEM
The refrigeration system shall consist of two (2) independent refrigeration circuits, scroll compressors with vibration isolating grommets, evaporator coils, thermostatic expansion valves, liquid solenoid valves, high and low pressure safety switches, liquid line filter driers, and refrigerant sight glass with moisture indicators. Compressors shall be located outside the airstream and shall be removable and serviceable from the front of the unit. The high and low-pressure safety switches shall be installed with Schrader type fittings with valve core that allows replacement without affecting the refrigerant charge, making recovery unnecessary.
1)Fixed Speed Compressor a)The unit shall be configured with a suction gas cooled motor fixed speed hermetic scroll compressor based on temperature set-point plus dead band control through the micro-processor controller.
b)The compressor shall have a complete overload protection on all three power lines, internal thermostats, rotolock service valve, crankcase heater, sight-glass, and low pressure override timer for positive starting at low temperatures.
2)Direct Expansion Evaporator Cooling Coil a)Arrangement: The direct expansion cooling coil shall be in an “A” frame arrangement to allow maximum coil surface in a small cabinet.
b)Coils: Shall be constructed of seamless, rifled copper tubes expanded into enhanced style aluminum fins for maximum heat transfer.
c)Face Velocity: Shall be less than 500 feet per minute (2.54 m/sec).
d)Maximum Working Pressure: Shall be 450 PSI (31 bar).
e)Drain Pan: Coil shall sit in a stainless steel drain pan sloped for drainage. A properly sized condensate drain trap shall be furnished by manufacturer and externally piped by the installing contractor.
f)The suction or discharge (hot gas) and liquid refrigerant piping ports are sealed and pressurized with dry nitrogen for shipment to indicate a leak-free system at installation.
g)Refrigerant pipe connections shall be terminated three (3) inches inside the bottom of the cabinet for field connection to piping coming from below.
3)Expansion Valve The expansion valve controls the amount of refrigerant flow into the evaporator thereby controlling the superheating at the outlet of the evaporator.
a)Electronic Expansion Valves (EEV)

1)The electronic expansion valves shall be an electronic expansion type control by a dedicated driver. This driver shall communicate with the dap4™ controller via Modbus and shall have the ability to display superheat setpoint, suction temperature, suction pressure, and EEV opening position.
2)The controller shall have the ability to display these alarms:
• Low suction pressure
• High suction pressure
• Low suction temperature
• High suction temperature
• Low superheat
• High superheat
• EEV Failure
• EEV Motor Failure
• Suction temperature sensor failure
• Suction pressure sensor failure
• Electronic Valve Driver disconnected
3)The EEV uses a stepper motor for high precision control, allowing a low superheat setpoint with improved system efficiency.
4)The control logic of the EEV shall be based on Proportional-Integral-Derivative (PID) operation via the dap4™ controller. The P, I and D values shall be factory tested for accurate and robust control.
g.WATER/GLYCOL COOLED SYSTEM (to be utilized with existing Remote Outdoor Fluid Cooler) 1)The water/glycol cooled system shall consist of an indoor evaporator and remote outdoor fluid cooler
(dry cooler). No refrigerant piping connections shall be required.
2)A high efficiency plate and fin water cooled condenser with head pressure activated two-way water regulating valve built into the refrigeration system shall be provided. The head pressure regulating valve shall control the condensing temperature and maintain required capacity at various water/glycol flow rates and temperatures. The capillary tube connection from the water regulating valve to the refrigerant system shall be connected with a Schrader fitting that allows replacement without affecting the refrigerant charge, making recovery unnecessary. Maximum operating water pressure shall be 150 psi (1024 kPa).
h.RETURN AIR TEMPERATURE AND HUMIDITY SENSOR 1)The environmental control units shall come standard with an all in one combination return air temperature and humidity sensor.
2)The return air temperature shall interface with the dap4™ microprocessor controller for precision temperature and humidity monitoring and control.
3)Discharge air temperature monitoring can be used by selecting the Discharge Air Temperature Sensor option.
i.ELECTRICAL 1)All electrical components, including contactors, relays and control transformers shall be pre-wired and contained in a unit-mounted electrical enclosure with piano-hinged door that shall swing out for easy access and servicing.
2)The control circuit voltage shall be 24 volts AC.
3)The input electrical power shall be 460 volts 3 phase 60 hertz.
j.WATER DETECTION SENSOR 1)Each unit shall be provided with one (1) under floor water detection sensor.

2)The solid-state water detection sensor shall be mounted under the unit by the installing contractor to sense the presence of water.
3)The water detector shall become an integral part of the microprocessor panel and shall display "WATER DETECTED IN UNDER FLOOR AREA" message and activate an audible alarm when the sensor is activated.
4)Additionally, three (3) adjustable action settings shall be available when an alarm is detected: Alarm only, shutdown unit or lockout compressor.
k.HIGH TEMPERATURE SENSOR 1)The high temperature sensor (Firestat) shall be factory-installed in the unit and shall be factory-set to
125ºF (52ºC). It shall immediately shut down the environmental control system when activated. The sensor shall be mounted with the sensing element in the return air.
l.MICROPROCESSOR-CONTROL SYSTEM:
1. The environmental control system shall be furnished with a microprocessor based dap4™ panel.
The panel shall include unit control functions and display normal functions and service diagnostics on a backlit liquid crystal display (LCD). The panel shall allow recall and display of the high and low temperature for the last 24 hours, high and low humidity for the last 24 hours, current percent of capacity and average percent of capacity for the last hour of operation for chilled water valve (if applicable), compressor (if applicable), reheat, humidification, dehumidification, component runtimes (if applicable) for fan motor(s), reheat, humidification, dehumidification and chilled water valve. Programming shall have multilevel password access to prevent unauthorized access.
Programming shall be accomplished entirely from the front of the unit without the need to access, set or program switches inside the unit (front door of the unit does not need to be opened).
Programmable functions shall be entered on flash memory to ensure program retention should power fail. The historical database shall be maintained by battery backup. Multiple messages shall be displayed by automatically scrolling from each message to the next. Alarm conditions shall be displayed by automatically scrolling from each message to the next. Alarm conditions, in addition to being displayed, shall enunciate an audible alarm. Four programmable summary contacts shall be available for remote alarm monitoring. Additional test or service terminal shall not be required for any functions. The control shall include temperature anticipation, moisture level humidity control and automatic flush cycles.
2. An alarm condition shall continue to be displayed until the malfunction is corrected. Multiple alarms shall be displayed sequentially in order of occurrence and only those alarms which have not been acknowledged shall continue to sound an audible alarm. The dap4™ panel shall perform an automatic self-test on system start-up. A user accessible diagnostic program shall aid in system component trouble shooting by displaying on the unit LCD screen the name of the controlled item, output relay number, terminal plug and pin number for each controlled item.
3. The following automatic control functions shall be included (as applicable):

9. In addition, the dap4™ control panel shall support the following network protocols for integration with a Building Management System (BMS) for Computer Room Air Conditioning (CRAC) system monitoring and control.
The following protocols shall be supported:
Modbus RTU, TCP/IP SNMP V1 or V2 BACnet IP or MS/TP LonTalk SNVT
10. Building Management System Interface: Unit(s) shall be furnished with an optional interface card to communicate directly with the Building Automation System (BAS) through an RS-485, Ethernet or LonTalk port. All alarms, set points, and operating parameters that are accessible from the unit mounted control panel shall also be made available through the BAS.
14.ADDITIONAL REQUIREMENTS
a.Discharge Air Temperature Sensor: The environmental control unit shall be provided with a discharge air temperature sensor for field installation on the supply air side air temperature display via dap4™ controller.
b.Thru-Door Locking Disconnect Switch: The environmental control unit shall include a non-automatic disconnect switch mounted in the high voltage section of the electrical panel. The operating mechanism shall prevent access to the high voltage electrical components until switched to the "OFF" position. The operating mechanism shall protrude through the exterior door and be lockable in the OFF position.

c.Smoke Detector: The environmental control unit shall be provided with a smoke detector. The smoke detector shall be mounted with the sensing element in the return air stream. When the smoke detector is activated, it shall immediately shut down the unit.
d.Condensate Pump: Units shall be provided with dual float condensate pump. If condensate pump fails control panel shall enunciate an alarm and display. Pumps shall be factory mounted/wired and shall include sump, motor, and automatic control. A factory installed high condensate water level alarm switch will disable the unit prior to condensate pan overflow should the drain become plugged with debris. The audio alarm is activated and a “HIGH CONDENSATE WATER LEVEL” message shall be displayed on the display module. The pumps shall be rated for 130 GPH (8.2 l/min) at 20 foot of water [4⁰ C] (60 kPa) maximum head (or 40 GPH (2.5 l/min) at 20 foot of water [4⁰ C] (60 kPa) maximum head with check valve).
e.Tandem Scroll Compressors: The environmental control unit shall be provided with tandem hermetic scroll compressors with two-step modulation for stage control. Each circuit shall contain two scroll compressors.
Modulation shall allow one or both compressors (per circuit) to run depending upon the load of the system, resulting in part-load efficiency equal to full load efficiency.
f.idap™ Interface Card: The idap™ card shall provide web-management capability by means of an Ethernet network interface to monitor and control a Data Aire precision cooling systems. The Data Aire idap™ interface card is an Ethernet network card with browser based application software installed on the card which allows a standard desktop or laptop PC to communicate with the dap4™ microprocessor controller using an open web browser application such as Windows Internet Explorer, Mozilla Firefox or Google Chrome.
g.Vibration Isolation Pads: Vibrations isolation pads consisting of high density cork sandwiched between two layers of neoprene shall be supplied for field mounting.
EXECUTION
15.EXAMINATION
a.Contractor to examine the areas and conditions for compliance with requirements for installation tolerances and other conditions affecting performance of the Work.
b.Examine roughing-in for hydronic piping systems to verify actual locations of piping connections before equipment installation.
c.Examine walls, floors, and roofs for suitable conditions where equipment will be installed.
d.Proceed with installation only after unsatisfactory conditions have been corrected.
16.INSTALLATION
a.Install precision cooling units in accordance with manufacturer’s installation instructions. Install units plumb and level, firmly anchored in locations indicated, and maintain manufacturer’s recommended clearances.
b.Install in conjunction with server cabinets for integrated line up of equipment.

17.CONNECTIONS
a.Piping installation requirements shall be per manufacturer recommendations.
b.Piping Connections: Connect equipment furnished by manufacturer but not specified to be factory-mounted.
Furnish copy of manufacturer’s piping connection diagram submittal to piping contractor. Install piping to allow proper service and maintenance.
c.Electrical Wiring: Install and connect electrical devices furnished by manufacturer but not specified to be factory mounted. Furnish copy of manufacturer’s electrical connection diagram submittal to electrical contractor.
18.FIELD QUALITY CONTROL
a.Manufacturer's Field Service: Engage a factory-authorized service representative to inspect, assist in testing, and adjust components, assemblies, and equipment installations, including connections.
Travel
None. The Government will not reimburse travel expenses.
Special Material Requirements
None
Special Requirements. Vendors may use this space to list any special requirements from the Government they have in order to accomplish the work (ie., access to the fuse box, crawl space or ceiling).
End of Scope of Work
SECTION D – Packaging and Marking

All deliverables required under this order shall be packaged, marked and shipped in accordance with Government specifications. At a minimum, all deliverables shall be marked with the contract/order number and contractor name.
The Contractor shall guarantee that all required materials are delivered in immediate usable and acceptable condition.
SECTION E – Inspection and Acceptance

a. The Government point of contact (POC) identified in Section G will perform inspection and acceptance of parts at the location identified in this section. Acceptance is communicated in writing, unless otherwise indicated, within 30 days of receipt.
b. This order incorporates FAR clause, 52.246-2 Inspection of Supplies-Fixed Price (Aug 1996) by reference, with the same force and effect as if it was given in full text. Upon request, the Contracting Officer will make its full text available.
1352.246-70 Place of acceptance (APR 2010)
(a) The Contracting Officer or the duly authorized representative will accept supplies and services to be provided under this contract.
