STATEMENT OF WORK
PROJECT NO. FA-60017-22
Repair St. Mere Flight Landing Strip (FLS) (Troop CONS)
FORT BRAGG, NORTH CAROLINA
Special Provisions and General Project Information:
1. The contractor shall prepare a technical quote proposal for Fill Material needed for repair of Sicily FLS (Troop CONS).
2. Project Title: Repair Sicily Flight Landing Strip (Troop CONS, Fort Bragg, North Carolina.
3. Project Number: FA-60017
4. Delivery Date: See Attachment 1.
5. Delivery Location: All supplies shall be delivered to St. Mere Drop Zone, Fort Bragg, North Carolina. Prior to delivery, coordination shall be coordination POC to be provided at time of award.
6. The Mission and Installation Contracting Command-Fort Bragg (MICC-FB) has a requirement from the Directorate of Public Works (DPW) to procure Fill Material to repair St.
Mere Drop Zone Flight Landing Strip (FLS) at Fort Bragg, North Carolina. Supplies to be procured are:

SCOPE OF WORK NOTES:
7. The Contractor shall deliver all Fill Material within the specified timeframe outlined in this Statement of Work. The 10,000 cubic yard (CY) of Fill Material shall be delivered on a basis of 500-1000 cubic yards every 4-6 working days. The Government will provide a representative at St. Mere Drop Zone for acceptance and receipt of delivery ticket(s).
8. The Contractor shall ensure the material must classify as Clayey Sands (SC) according to the Unified Soil Classification System (UFGS 32 12 15.13 Section 2.2.4 and Table 5). The Liquid Limit is recommended to be between 20 and 50. The plasticity index must be no less than 7, but is recommended to be above 10. The gradation should fall into the ranges:

9. Inspection: The contractor shall have the technical capabilities to test and certify that the Fill Material (Sand) meets the requirements for this buy. Throughout the delivery schedule of the Fill Material, a Government representative will test 10% of pre-delivery quantities at the Contractor’s location.
10. The Contractor shall provide a Statement of Understanding for the supplies requested.
Specially, outlining a clear and concise understanding of the required Fill Material to be purchased. This statement shall include how the Contractor will obtain the end state and specifications the Government has requested for the Fill Material to meet.
11. Contractor shall be able to provide all Fill Material.
12. In order to facilitate the testing of the soil, the borrow pit needs to be located within a 50-mile radius of Ft. Bragg. If the soil is not tested before it is delivered, the Government will not be able to ensure we will be receiving the specification required to repair the FLS.
