Northrop Grumman has developed proprietary processes and possess specialized tooling to support the maintenance, repair, and overhaul of the #1 and #2 Ship Service Turbine Generator (SSTG) aboard Virginia-class submarines.
Northrop Grumman has not shared their proprietary processes, experience, or specialized tooling with any other party including the Government. Therefore Northrop Grumman, the OEM, is the only vendor that can satisfy the Government’s requirement.
6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable.
Prior market research conducted 18 April 2022 found no other qualified vendors with the capability to provide maintenance, repair, and overhaul of the SSTG No. 1 and No. 2 onboard Virginia-class submarines.
The proposed contract was synopsized as a sources sought for market research purposes posted to SAM.gov from 29 April 2022 to 05 May 2022. No other potential sources expressed an interest in this requirement. Additional market research was not conducted because it is not practicable, for the reasons discussed in paragraph 5 above for any company other than Northrop Grumman to provide the required supplies and services.
7. Determination of Fair and Reasonable Cost.
The Contracting Officer has determined the anticipated cost to the Government for this requirement covered by this J&A will be fair and reasonable.
Similar quantities of this requirement have been purchased routinely from this vendor in the past, and pricing information was received on those past procurements. The information from historical contracts provides sufficient data to support a fair and reasonable determination for this procurement.
The Contracting Officer will determine fair and reasonable cost prior to award of this contract.
8. Actions to Remove Barriers to Future Competition.
For the reasons set forth in Paragraph 5, PHNSY & IMF C410 has no plans at this time to compete future contracts for the types of supplies/services covered by this document. If another potential source emerges, PHNSY & IMF C400 will assess whether competition for future requirements is feasible.
