COLLABORATIVE ROBOT ARM SPECIFICATIONS

I BACKGROUND

The ARS Grape Genetics Research Unit (GGRU) in Geneva, New York requires a contractor to provide two thermal cameras for the following applications: 1) A700 thermal camera mounted to a laboratory leaf disc imaging robot in order to image disease at micron scales, and 2) A6701 thermal camera mounted to a vineyard rover that will drive next to grapevines for early detection of disease on millimeter scales. The robot and rover systems are in development, and we of carefully selected specific models that meet our needs and provide adaptability for future changes. The A700 and A6701 Thermal cameras must be capable of the following application requirements for accurate and quick thermal measurements and will save us significant person-hours in testing and reporting time. FLIR Systems is the leading manufacturer of infrared cameras in the world, and as a result, offers the long-term service, support, and training we will need. FLIR Systems, through the Infrared Training Center (ITC), is the only infrared camera manufacturer to offer Thermographer certification and free eLearning classes. The ITC is the Global leader in IR Thermography Training.

II. REQUIREMENTS.

CLIN 001- FLIR A700 Infrared Camera standard science kit, 1 EA

· A 640x480 pixel infrared detector with 307,200 measurement pixels which results in better image quality and temperature measurement accuracy.

· A Noise Equivalent Temperature Difference of less than 30 milliKelvin. This allows the camera to detect smaller temperature differences which are critical for our thermal testing.

· Visual camera to pair RGB and thermal images.

· Infrared and color images are stored in a non-proprietary, standard JPEG format. These images can be loaded directly into Windows programs like Microsoft Word without the need for any additional software. These standard images can also be emailed and opened by anyone.

· Temperature calibration from -40°C to 650°C allowing us to measure high temperature targets.

· RJ-45 Gigabit Ethernet connectivity yielding 16-bit 640 × 480 IR images associated with corresponding color images at rates as high as 30 Hz.

· Rugged and lightweight with a simplistic 3-sided mounting feature that permits quick installation and easy movement for new application requirements.

· Integrates with GigE Vision and GenICam protocols. The camera can be fully controlled from the PC, allowing real time, full frame video collection.

· Automatic lens recognition that corrects for external lenses insuring proper measurement.

· Software Specifications:

· Connecting the camera to a PC via the camera USB digital port or GigE port provides analysis of fully temperature calibrated video using the software.

· The software must allow for the recording of static imagery or a collection of image sequences.

· The software must offer compatibility with the most common IR camera image formats: .img, .seq, radiometric jpeg (Agema & FLIR). Any software that cannot read and measure temperatures on all of these types of images is not acceptable since it will not allow us to use our archives of images.

· The software must be able to store images as IR images, standard jpeg, standard ASCII (comma separated values .csv) and sequences of images as sequence files (.seq) or as a series of jpegs or as a .avi movie.

· Analysis Functions –

· Must include multiple spot meters, rectangles, circles, line profiles (straight and bendable), and isotherms

· The temperature of each tool should be displayed on the image and in a results table and must update as the tool is moved around the image and as the sequence is played back. For area measurements the minimum, maximum, average and standard deviation of temperature should be displayed.

· A profile of temperature should be graphed for each line and update in real time

· Time vs. Temperature Plots – The software must provide time vs. temperature plots for each tool. This plot must be graphed and the data for the curve stored in a format that can be opened directly in MS Excel.

· The software must support acquisition to memory to allow for burst recording at the maximum frame rate of the camera as well as acquisition to disk for longer recording periods at slower frame rates.

· The software must be able to read out in degrees (C, F, K) or A/D counts.

· The software must support automatic gain control of linear or plateau equalization and shall scale off entire image, manual selection, or selected region of interest.

· The software must have built in camera command and control for a variety of cameras including FLIR A, S and SC Series cameras.

· The software must be compatible with the camera’s ambient drift compensation feature for repeatable accurate temperature measurements.

CLIN 002- FLIR Systems A6701 MWIR thermal camera with a calibrated 17-mm thermal lens, 1 EA

· An indium antimonide (InSb) imaging detector integrated with a cryocooler, which lowers the sensor temperature to cryogenic temperatures. This reduction in sensor temperature is necessary to reduce thermally-induced noise to a level below that of the signal from the scene being imaged.

· A 640x512 pixel infrared detector with 327,680 measurement pixels which results in better image quality and temperature measurement accuracy.

· A sensitive cooled MWIR camera with a Noise Equivalent Temperature Difference of less than 20 milliKelvin. This allows the camera to detect smaller temperature differences which are critical for our thermal testing.

· Thermal images are stored in a non-proprietary, standard JPEG format. These images can be loaded directly into Windows programs like Microsoft Word without the need for any additional software. These standard images can also be emailed and opened by anyone.

· Comes standard with temperature calibration from -20°C to 350°C allowing us to measure high temperature targets with state-of-the-art accuracy.

· Incorporates RJ-45 Gigabit Ethernet connectivity yielding 14-bit 640 × 512 IR images associated with corresponding color images at rates as high as 60 Hz.

· Rugged and lightweight with a simplistic 3-sided mounting feature that permits quick installation and easy movement for new application requirements.

· Integrates with GigE Vision and GenICam protocols. The camera can be fully controlled from the PC, allowing real time, full frame video collection.

· Automatic lens recognition that corrects for external lenses insuring proper measurement.

ACCESSORIES: The system must be capable of being modified to add accessories to further expand the systems capability, and to attach to robotic and other mounts.

II. SECTION 508 ACCESSIBILITY COMPLIANCE

All Electronic and Information Technology (EIT) procured through this Contract must meet the applicable accessibility standards at 36 CFR 1194, unless an agency exception to this requirement exists. (36 CFR 1194 implements Section 508 of the Rehabilitation Act of 1973, as amended, and is viewable at http://www.access-board.gov/sec508/508standards.htm - PART 1194.

The following standards have been determined to be applicable to this contract:

Appendix, Figures to Part 1194

This standard does not require the installation of specific accessibility-related software or the attachment of an assistive technology devise, but merely requires that the EIT be compatible with such software and devices so that it can be made accessible if so required by the agency in the future.

SECTION 508 ACCESSIBILITY COMPLIANCE CLAUSE COMPLIANCE DETAILS CLAUSE

The Contractor must note in the schedule whether each product or service is compliant or noncompliant with the accessibility standards at 36 CFR 1194.

For each item that is identified as compliant the Contractor shall provide evidence or verification of compliance. The proposal must indicate where full details of compliance can be found (e.g., schedule attachment, vendor’s website or other readily available location (specify).

IV. DELIVERY AND SYSTEM INSTALLATION

a.System Footprint. 2-meter diameter circle.
b.Utilities. The Government shall provide all necessary utilities and a standard 110V plug. The Contractor must provide information regarding the required utilities and hookups within ten (10) calendar days after notice of award is received.
c..Delivery. The Contractor shall furnish, deliver and install the equipment (F.O.B. Destination, Within Consignee’s Premises) to USDA-ARS as follows:

Delivery and installation shall be within thirty (30) days after receipt of the award.

Delivery shall be between the hours of 8:00 a.m. to 4:30 p.m., Monday through Friday, excluding Federal holidays. Provide advance notification to the above within 24 hours of delivery of the equipment.

d. Installation and Start-up.

Documentation. The Contractor shall provide an electronic copy of the installation instructions and delivery confirmation (by email to Lance.CadleDavidson@ars.usda.gov and lisa.botella@ars.usda.gov

V. Training

Training not applicable.

VI. Warranty. The Contractor shall provide a copy of the ONE-YEAR Warranty per the product manual. An Additional 2nd year Warranty is available from the Manufacturer, if purchased within three (3) months.

VII SYSTEM ACCESSORIES- The Government intends to purchase a vacuum attachment separate from this procurement to enable this robot to pick up and drop 1-centimeter leaf discs and other accessories as required for the research program. These purchases are pending availability of funds.

VIII SERVICE CONTRACT – the manufacture does not officer a service contract. They will provide the name of a third-party vendor who can service the equipment. The Government may purchase a service contract after the warranty expires (pending funding availability.

IX . EVALUATION CRITERIA –

The Government intends to make an award based on the technically acceptable offer with the lowest evaluated price (inclusive of all line items), price and other factors considered. The following evaluation criteria shall be used: Technical Capability, Past Performance and Price. Technical Capability and Past Performance shall be scored on a “Pass/Fail” basis.

1) TECHNICAL CAPABILITY OF THE FIRM. Technical capability will be based on product literature, technical features, and warranty provisions . Each offeror is required to furnish descriptive literature and warranty information for the system Documentation is to be furnished to show how the offered item is in compliance with the statement of work or how it exceeds the statement of work.

2) PAST PERFORMANCE. Past performance history may be based on the Contracting Officer’s knowledge of any previous history of this type of work, customer surveys or any other verifiable information available to the Contracting Officer.

An offeror’s lack of performance history may be met if their predecessor companies, relevant affiliates, key personnel or major subcontractors have relevant past performance information.

In order to be considered for a contract award, Contractors shall provide a list of three (3) contracts (including Federal, State, and local government and private) that were awarded and/or successfully completed within the past that the three (3) years and are similar nature and complexity to the statement of work.

For each contract the following information must be submitted with your offer: 1. Name, address, and telephone number of the contracting organization, the Government’s Project Officer and Contracting Officer. 2. Contract number, type, and dollar value. 3. Item (description) purchased. 4. Date of contract. 5. Type of service contract and period of performance. 6. Information related predecessor companies, relevant affiliates, key personnel or major subcontractors who have relevant past performance. 7. A List any contract(s) terminated for convenience or default (partial or complete) within the past three (3) years. Include the contract number, name, address, and telephone number of the terminating officer.

Past Performance will only be verified on the technically acceptable, lowest price offer.

3) PRICE. Price includes all equipment, supplies, materials, shipping costs, warranty, training, Shipping, customs and duty, delivery and any additional discount terms. Contractors are requested to provide pricing offered to their most favorable customer,
