1. USNA Greenhouse Argus Control System Upgrade 08/01/2022
STATEMENT OF WORK
1. PROJECT TITLE: USNA Greenhouse Argus Control System Upgrade
2. PROJECT LOCATION: US National Arboretum (USNA), 3501 New York Ave, N.E., Washington, DC 20002
3. INTRODUCTION
The U. S. National Arboretum requires services of a vendor to upgrade the existing Greenhouse Argus Control system to be supported by and work with the latest versions of associated Argus operating systems and hardware offering the highest efficiency, performance and outputs.
4. GENERAL REQUIREMENTS
All activities involving the contractor and USNA employees will emphasize zero impact to research projects and plants inside the greenhouses.
The Contractor shall maintain the continuity of climate zone programming and data structure and storage of the USNA Argus system during the system audit. The data structure includes linkages to Argus computer and server.
The project will require expertise and proficiency with Argus controls, software and products.
The Contractor must be a certified Argus technician and must have knowledge of how to perform remote audits.
The Contractor will provide remote support through direction and technical support to USNA staff as it relates to installation of Argus hardware, Argus system troubleshooting, manual adjustments, monitoring climate zones, programming, event recording, alarm notifications, and data storage and analysis.
These solutions must provide a stable foundation to accommodate future changes and development of the USNA’s Argus system.
The Contractor shall provide information demonstrating their ability, expertise, and proficiency in Argus Controls, associated hardware and the use of its software products. Contractor will showcase custom Argus Controls application solutions in similar projects as described in this scope of work.
The Contractor shall provide written documentation for any updated workflows.
Based on the findings of the audit the Contractor shall provide a detailed proposal outlining methodology and process for deploying these changes to meet the USNA requirements.
Proposals must contain a detailed outline of the entire project from start to finish including development and activation stages with milestones for the project to include requirements analysis, testing, maintenance, and deployment.
If the contractor perceives any omissions in this SOW or any specification that shall significantly increase cost, the contractor shall provide written statement as to their findings and cost estimate.
All disturbances of existing systems shall be thoroughly coordinated with the Location Monitor (LM) to prevent disruption to the facility’s operation.
5. SCOPE OF SERVICE
The Contractor shall perform a preliminary system audit, a greenhouse climate audit and an indoor climate audit to evaluate the performance of the USNA Argus control system hardware, software and control strategies, and its effectiveness of meeting the growing expectations of USNA. The USNA also requires the repair and replacement of Argus hardware that will replace obsolete parts, allow for more accurate system communications, more effective data collection and storage, more efficient program execution, optimal growth environments and access to future Argus software upgrades and improvements.
Certain communications between the current hardware and software are either dysfunctional or require modifications; contractor will remotely evaluate Argus system and programming to address those issues and others. During the remote audit of the USNA Argus system, contractor will also hold weekly progress meetings with USNA staff to run through programs, troubleshoot, train, and identify glitches within the programming and between the system and the hardware.
Upon completion of the audit, the contractor will provide a written report of the results which will be reviewed and summarized and include recommendations and conclusions
