Section B: Description of the Supplies/Services Required

The F108 HPT Forward Outer Nozzle Support is part of the outer platform of the HPT Nozzle Assembly for the F108 Engine. The HPT Nozzle Assembly is a single air-cooled assembly that mounts inside the Combustion Chamber and directs the gas flow into the blades of the HPT Rotor.

Section C: Justification for Soliciting from a Single Source or Brand Name

The known suppliers of the F108 HPT Forward Outer Nozzle Support are Chromalloy San Antonio (CAGE: 1LKE9), Kelly Aviation Center Montreal DBA Lockheed Martin Canada (CAGE: L06Y2), and Standard Aero Component Services (CAGE: 1XHB3) are qualified and are approved vendors. The government does not possess adequate data to approve another vendor. Critical Safety Item (CSI) parts require approved sources listed on a source control drawing for supply of components or piece parts.

Qualification Requirements were posted and no new sources were identified. No responses were received. This is an urgent and compelling acquisition that needs to go to the incumbent due to their quick turnaround of these assets. The incumbent contractor is geared up and able to quickly turn around the assets in a minimum time. Trying to complete this this requirement and work the assets through the other qualified contractors would further delay this critical repair for the F108 HPT Forward Outer Nozzle Support. The government intends to only procure a limited number of repairable assets on this acquisition as to not go into a work stoppage until the new competitive contract is awarded. The last option year to the previous contract was mistakenly not exercised. If this contract is not awarded quickly, the Air Force will go work stop on 1 June 2020 for engine production and see numerous MICAPs.

Section D: Efforts to Obtain Competition

A Sources Sought Synopsis (SSS) was posted to the Federal Business Opportunities (FedBizOpps) website on 25 April 2019 and closed on 24 May 2019 under Solicitation Number: 01-453-9312. No new sources have expressed interest during these efforts to remove the Government's barrier to competition.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

Currently there is adequate competition. This is an urgent and compelling acquisition that needs to go to the incumbent due to their quick turnaround of these assets. The last option year to the previous contract was mistakenly not exercised. The government is currently working a five year Indefinite Delivery Indefinite Quantity contract for the F108 HPT Forward Outer Nozzle Support. This will eliminate any future single source procurements. If this contract is not awarded quickly, the Air Force will go work stop on 1 June 2020 for engine production and see numerous MICAPs.
