Sole Source (Including Brand Name) Justification - Simplified Procedures for Certain Commercial Items I. Contracting Activity.
Department of the Air Force, 502d Contracting Squadron/JBKCA Joint Base San Antonio, Randolph, TX, 78150-4525.
II. Nature and/or description of the action being processed.
This is a new requirement for a firm-fixed-price one-time, sole source/brand name purchase of a Stratasys 3D Industrial Printer for the 502d Trainer Development Squadron Fabrication Section.
III. Description of supplies/services required to meet agency needs.
One (1) Each Fortus 900mc Gen II System large build Industrial 3D Printer (Base Unit) with 36 x 24 x 36 inch (914 x 607 x 914 mm) Envelope. Includes Start Up Kit, and 1 Year Warranty. Machine will run ASA Material, ULTEM 9085, Nylon 6/ SR110, and Nylon CF, Start Up Canisters and support material. One (1) Each Omega 4030 Ultrasonic Support Removal System for 900mc. Shipping/Delivery/Installation to the 502d Trainer Development Squadron (502 TDS) at JBSA Randolph, TX. Delivery is 60-120 days ARO. Total estimated price of base unit and ancillary supplies and services (rigging) is $548,850.00 to be procured utilizing FY18 3080, Other Procurement/Investment Equipment funds.

V. Demonstration that the contractor's unique qualifications or nature of the acquisition requires the use of the authority cited above (applicability of authority).
502 TDS Fabrication Section requires a new 3D printer to continue effectively executing their unique and specialized global mission to design, develop, create, and install complex devices used by flying, fighter, air mobility, technical, and aeromedical training operations throughout the AF and DoD, as well as partner Allied Nations (under Foreign Military Sales). To date, TD has invested over $5.8M in machinery, software, and tooling, to include an existing Stratasys 3D printer that has reached end of life and will be replaced by the required unit. Stratasys is the only known manufacturer producing Fused Deposition Modeling (FDM), commercial-grade 3D printers, with a large build envelope and the ability to print a variety of thermoplastics such as ABS, Polycarbonate, Nylon, and ULTEM 9085 (a high performance resin used widely in the commercial transportation and aerospace industries). The Stratasys Fortus 900mc has single and multi-print functionality to fabricate large and complex components such as frames, brackets, and switch trainers that provide structural strength with dimensional consistency. The components are used to construct aircraft-sized trainers such as the B-1B Armament Systems, C-17 Aeromedical Evacuation, and "Heavies"/Comm trainers for AETC. Stratasys Ltd.
invented and patented FDM technology over 20 years ago and it is now the most widely used method of 3D printing (the patent expired in 2009). The Stratasys brand in general is of such quality/reliability, that it has been used to make aircraft worthy parts at Tinker AFB as well as the fairly new Additive Manufacturing (AM - activated in 2018) section of the Air Force. Furthermore, the Fortus 900mc will replace an existing Stratasys machine that was purchased by Randolph CONS in 2004 and was maintained under annual agreements up until 2016 when the manufacturer determined the machine was at end of life and no longer eligible for maintenance. Accordingly, the new equipment will need to slot into the footprint left by the old equipment based on space constraints imposed by additional existing large-scale machinery.
VI. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable.
A notice of intent to sole source to Stratasys will be advertised through the Government-wide Point of Entry (GPE - Beta.SAM.Gov). This will provide additional opportunity for other sources, if any, to identify and demonstrate their capability to meet the Government's requirements.

VII. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.
Price reasonableness will be determined using one or more techniques set forth in FAR 13.106-3, for example, comparison with similiar items in a related industry, or prices found reasonable on previous purchases. (For example, an FPDS-NG search identified a $598K Mar 2020 purchase by Hill AFB, UT for the exact equipment.)
VIII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.
A Sources Sought was posted on the GPE from 30 Jun - 8 Jul 2020. No responses were received, nor did any companies register as Interested Vendors. A Dynamic Small Business Search was conducted under NAICS - 333249, Other Industrial Machinery Manufacturing, with keyword "printer". Fifty-seven companies were emailed a Sources Sought with only twenty-five return receipts, two of which were undeliverable. Most companies said they could not meet the requirement, due to the required build size. Only one company (Alpha Additive) said they could meet the requirement and would do so by custom building a machine to the Government's desired specifications. Since this company was not known to the customer, a call was placed to the Government Program Office which led to the discovery that the Air Force Metals Technology Office, AFLCMC/EZPT-MTO, Robins AFB, GA publishes a list of AM equipment that has been qualified to print airworthy parts and equipment. IAW TO 34A-1-1 dated 11 Jun 2020, “Head Quarters United States Air Force directs the use of standardized AM equipment and processes whenever possible and has assigned engineering authority for this direction to the AF MTO. During the acquisition process, new equipment is both laboratory and field-tested to ensure safety, deployability, sensitivity, repeatability, and maintainability. The use of non-standard AM equipment must be coordinated through the cognizant engineering authority, SPO, AS 783 Manager, and/or the AF MTO.” Although a copy of the MTO list was not provided, it was confirmed that Alpha Additive is not on the list, thus their equipment would have to be submitted to the MTO and evaluated for approval prior to purchase.
IX. Any other facts supporting the use of Other Than Full and Open Competition.
Market research suggests that while there are many companies manufacturing 3D printers, few, if any appear to match the size and production capabilities (large build envelope and ability to process a wide variety of thermoplastic materials) of Stratasys, and in particular, the required Fortus 900mc. To further support this conclusion, a search of the Federal Procurement Data System-Next Generation (FPDS-NG) database for recent DoD purchases of industrial 3D printers produced 104 actions, of which Stratasys is #1 of the Top 10 Vendors with GoEngineer, and Trimech Solutions, both authorized Stratasys resellers, occupying the 2nd and 3rd positions of the Top 10 Vendors.

502 TDS will continue to monitor the industry for new entrants to the Industrial 3D Printing market to be poised to take advantage of other vendor offerings of similar quality and capabilities. To that end, Alpha Additive has been informed of the AF requirement for FDM printers to be evaluated/approved and has indicated they will research this program to be better positioned to respond to future Government requirements.
