Section B: Description of the Supplies/Services Required
Custodial Services across US-Side of Al Dhafra Air Base (ADAB), UAE.
Section C: Justification for Soliciting from a Single Source or Brand Name
The current ADAB Custodial Services contract (FA5706-15-C-0003) with RTC Facilities Management Services LLC (RTCFM) expires on 30 April 2020. The re-competed contract (FA5706-20-C-0203) was awarded on 19 April 2020 to RTCFM with a performance start date of 1 May 2020. On 28 April 2020, the GAO received a protest of the re-competed contract. Effective close-of-business 1 May 2020, work under FA5706-20-C-0203 was suspended IAW FAR 33.104(c)(1). Therefore, in order to avoid a gap in service of mission essential custodial cleaning services during the global COVID-19 pandemic, where ADAB currently has confirmed cases and personnel in quarantine, the Government must award a single-source contract to RTCFM IAW FAR 6.302-2(a)(2), Unusual and Compelling Urgency. RTCFM was already mobilized to perform under FA5706-20-C-0203 and has the necessary access to the base to immediately conduct the required services. Failure to execute this single-source acquisition significantly increases the threat to the base populace of contracting COVID-19, as there is insufficient manning to perform the services in the interim and continue the Wing's missions.
Section D: Efforts to Obtain Competition
The Contractors on other contracts were researched, however none of them had a sufficient materials or quantity of custodial-trained personnel with current base access to perform the required custodial services. While these contractors likely have the ability to mobilize there would be delays as the host nation is not approving any new badges (temporary or permanent) due to the COVID-19 pandemic. Any contractor that currently has access to the base, has access because they are performing other contracts, if they were to perform on custodial, there would be a degradation in the other contract services. A gap in custodial services significantly raises the risk to the base population of the spread of COVID-19 if community spaces like latrines and the Medical Treatment facility were not cleaned. An assessment of reduced facilities was considered however, this effort already only provides cleaning for common areas and the reduction in facilities is so minimal that the cost savings does not outweigh the risk of the spread of other communicable diseases. Therefore, to avoid any gap in service and prevent the spread of COVID-19, RTCFM is the only available contractor who meets the requirements to perform custodial services immediately.
Section E: Steps to Preclude Future Single Source or Brand Name Awards
This single-source acquisition is a stop-gap measure to prevent a gap in service during protest litigation of the 5-year, 6-month contract award FA5706-20-C-0203. Once the protest is resolved, this effort will be terminated and service will continue either under the re-competed contract mentioned above or a new contract which will be competitively solicited again.
